Rohr International, Incorporated (RII) maintains a long held view that technical analysis is a contingency planning tool for developing expectations of which price levels are more critical than not regarding the evolution of price trends. Some technical projections are more reliable and decisive than others; none are guaranteed. As such, technical analysis signals will NOT definitively articulate which way prices are going to proceed. Rather, they are instructive as to what the market is supposed to be doing at a particular price level and time. It is up to the analyst, funds manager or investor to determine through training and experience whether near term price activity is consistent with signal(s), or more likely failing. However, even failure of a technical signal can be an insight as well, which RII refers to as a "negation": it implies prices are likely to trend opposite to the rote signal direction, even if that is also not guaranteed.
