As co-founder of Tectonic Engineering Consultants, Geologists & Land Surveyors, D.P.C., Donald Benvie continues to be the driving force in the on-going growth and success of Tectonic into one of the most respected New York-based engineering and construction management companies serving private and public agency clients from the east to west coasts. Under his leadership, Tectonic expanded its services from its keystone geotechnical engineering to its current and comprehensive professional offering of multi-disciplined engineering; surveying and mapping; and construction support services for multifarious design and construction projects. As President and CEO, Mr. Benvie spearheads strategic planning initiatives, develops tactical growth plans, and oversees corporate management of finance, marketing, business development and corporate support with regional offices. Don is heavily involved in the oversight of Tectonic's heavy civil and infrastructure projects for public sector clientele in the metro NYC area involving site development, roads and bridges, mass transit, aviation facilities, and marine structures. Mr. Benvie's technical expertise focuses on pile and caisson foundations, embankment construction, development of geotechnical design criteria, design of support of excavation (SOE) systems, and tunneling methodology utilizing tunnel boring machines (TBM), micro tunneling and conventional blast and drill. Mr. Benvie is a licensed professional engineer in New York and 28 other states and territories as well as a professional geologist licensed in New York. He earned a Master of Science degree in Civil Engineering from the University of Idaho and a Bachelor of Science degree in Civil Engineering from Northeastern University. During a career spanning over 40 years, Mr. Benvie has been an active member of professional societies and associations influencing the presiding regulations, standards and dynamics that affect the day to day operations of the industry. Mr. Benvie is an Associate Member for the American Society of Civil Engineers (ASCE); Member of the National Society of Professional Engineers (NSPE); past Chapter President for New York's Orange/Sullivan County Chapter of NSPE; Member of the ASCE Drilled Shaft Standards Committee; Member of the International Association of Foundation Drilling Contractors and the Deep Foundation Institute (ASFE), an d member of the Underground Contractors Association of the Society of Mining Engineers (UCA of SME).

Mr. Stier, Executive Vice President of Geotechnical Engineering and Construction Inspection Services, has 32 years of experience working throughout the United States, primarily focusing on projects involving the investigation, design, construction, instrumentation, and project management for a variety of residential, commercial, industrial and high-rise buildings; bridges and highways; utilities and major infrastructure projects; new and remediated dams; and complex retaining structures. Mr. Stier provides a leadership and mentoring role at Tectonic Engineering Consultants, Geologists & Surveyors, D.P.C. (Tectonic), as well as technical direction and supervision for the Geotechnical and Construction Inspection staff. He is also responsible for review and performance of Geotechnical Evaluations and Construction Inspection/Materials Testing Services Throughout his career, he has authored numerous reports and papers involving deep foundations, rock slope stability, construction phase monitoring, and dam construction and remediation. Mr. Stier is an active member of the ASCE, NSPE (Past Chapter President), DFI, ACI, ACEC, CCA (Vice President and Board Member), SME, ICC, and ASDSO.

Mr. Peter T. Sutherland

As Senior Vice President and Corporate Director of Environmental Services, Mr. Peter T. Sutherland is responsible for engineering and construction programs developed with a focus in energy, climate change, water, transportation, and the telecommunications market sectors, as well as a broad spectrum of building infrastructure. Mr. Sutherland is a multi-state licensed Environmental Engineer and Professional Geologist holding a Master of Science in Civil Engineering, with over 30 years of experience in consulting, engineering, construction management, and program development. These programs integrate a wide set of management skill sets including site planning, permitting, complex analysis, cost-benefit analysis, pro-forma, risk management, program data management, and public/private stakeholder involvement. Services he directs include remediation, natural resources and cultural resource management (CRM). This requires a breadth of technical expertise incorporating experience with environmental and geotechnical subsurface investigations, energy ROWs, site remediation, solid waste management, hydrology for water supply, wetland and ecological studies and cultural resource management. These are applied in private, public and federal sector work in connection with a wide range of building, road, dam, rail, bridge, tunnel and utility infrastructure projects. More recently, Mr. Sutherland's focus is largely placed with major housing and infrastructure recovery and resiliency programs in response to hurricane and super-storm impacts. This requires a versatile familiarity of federal relief funding and agency contract requirements under the CDBG Urgent Need objective, and a strong working knowledge of HUD environmental review procedures including NEPA compliance and their supporting studies.

Mr. Fawzy is a highly decorated veteran of the Civil, Structural, and Transportation Engineering fields, possessing more than three decades worth of experience in all aspects in the field of design and construction of bridges and highway projects. As Vice President of New Jersey Transportation, Mr. Fawzy manages construction and rehabilitation projects for the transportation sector in New Jersey. Mr. Fawzy obtained his undergraduate degree in Civil Engineering from Alexandria University (Egypt) in 1986, and his Master of Science in Civil Engineering from Rutgers University in 1993. Mr. Fawzy would spend the next twenty-five years in the greater New York engineering industry as a bridge rehabilitation specialist working for various other high profile engineering firms. Since 2014, Mr. Fawzy has served as Vice President of Transportation in Tectonic's Short Hills, New Jersey office, overseeing all transportation projects and services; this includes managing construction and rehabilitation projects for the transportation sector in NJ delivering presentations and proposals to clients as a liaison; and providing services such as preconstruction meetings, condition surveys, foundation and retaining wall design and construction, cost estimates, change orders, and RFI resolution. He maintains his NJSAT, Fall Protection, and OSHA (Hazardous Materials and Construction Safety) certifications. Mr. Fawzy serves of the committees for the American Society of Civil Engineers (ASCE) and American Society of Highway Engineers (ASHE).

Thomas J. Critelli - COO

Thomas J. Critelli has been with Tectonic since 1991 and is the firm's Chief Operating Officer. Mr. Critelli is a member of the firm's Board of Directors and participates in the leadership and direction of the firm. He also oversees business development activities and functions in the Mountainville, New York corporate office, with a focus on building the firm's brand and developing strategies to achieve business development and growth goals. Additional responsibilities include oversight of the technical discipline departments located in the Corporate office including Civil, Geotechnical and Environmental Engineering, and Surveying. Mr. Critelli has 46 years of engineering experience and previously managed Tectonic's Geotechnical Engineering Department. He continues to provide senior-level management on Geotechnical Engineering projects during both the design and construction phases of the project. Mr. Critelli has significant expertise in the evaluation, remediation and design of dams and as such, serves as the Project Director for all dam project services. He earned his Bachelor of Engineering degree from Stevens Institute of Technology, is licensed as a Professional Engineer in several states, and a Professional Geologist in New York State, is a Life Member of the American Society of Civil Engineers and a member of the Association of State Dam Safety Officials.
