Since there is no plea bargaining in New York City traffic courts, trial skills are finely honed. At the same time Mr. Parks became responsible for handling cases before the New York City Taxi & Limousine Commission offices, and since that time has handled thousands of cases for individuals and companies, and as designated or de facto in court counsel for a variety of law offices, union contracts, legal plans and industry representatives.
