Alexandros Constantinides

Mr. Constantinides is a registered Professional Engineer in the State of New York, New Jersey, Connecticut, Maryland, Virginia, and Florida. During his twenty-nine years career in the construction industry, he managed infrastructure, and facilities projects in New York and New Jersey. He is currently M&J's Senior Vice President in charge of Bridges and Tunnels pursuits. In addition to his corporate duties, he is the QCE Project Manager for the Thruway Authority's Cashless Tolling, a $355Million DB Project, and Resident Engineer for MTA B&T's $65 Million Cable Investigation and Structural Rehabilitation at the RFK Bridge project. Prior to this he served as the Resident Engineer on the $293 M Sandy Restorations Project at the Queens Midtown Tunnel utilizing his extensive tunnel expertise and managerial skills. Prior to joining M&J, Mr. Constantinides served as the Resident Engineer on several bridge, tunnel, and rail projects including the structural hardening of the Bronx Whitestone Bridge, the rehabilitation of the Queens Midtown Tunnel's ventilation and drainage systems, and the structural rehabilitation of LIRR's Dutch Kills Draw Bridge. He also served as an Assistant Resident Engineer on the Reconstruction of the W. Fordham Road Bridge, I-87 Major Deegan Expressway, and the Taconic State Parkway Segment 3. Mr. Constantinides' experience includes working for General Contractors as a Project Manager and being directly involved with projects, such as the Hudson Bergen Light Rail system, the reconstruction of the West Street Underpass (RT9A) in lower Manhattan, the rehabilitation of the NYCTA's Brooklyn East New York subway stations, and the ADA elevator installations at the 34th Street subway station in Manhattan.

Arnold Rubenstein - VP

Mr. Rubenstein is Vice President and Director of the firm's Intelligent Transportation Systems (ITS) group. His experience spans thirty years and includes expertise in all aspects of ITS planning, design, integration, operations, and maintenance. His specific skills include software, system integration, comprehensive conceptual and detailed design, communications, basic traffic engineering, and reverse engineering. In addition to front line ITS technical skills, Mr. Rubenstein has served in management roles for over twenty years, including serving as an AVP and group leader of the ITS group for a major consulting firm. Mr. Rubenstein has an extensive, practical, and "hands-on" background with a proven ability to work expeditiously and deliver a quality, cost-effective package to the client base he has served. His background includes ATM for Bridge/Tunnel and Freeway management applications including VMS, CCTV, Detection, Weather, Electronic Toll Collection/E-ZPass, Computerized Traffic Signal Systems, SCADA/PLC, Bus CAD/AVL, and Security and Public Safety Applications. Mr. Rubenstein is particularly adept at providing custom ITS software and implementing economical improvements to existing systems to improve performance and efficiency. In addition, his extensive experience and knowledge base allows him to provide expert oversight and review services to customers actively deploying applications. Key projects include Project Manager of the ATM IDEAS system for MTA Bridges and Tunnels, Project Manager of the NYSDOT Region 11 Western Queens ITS, Project Manager and Systems Engineer for the City of Stamford Traffic Control System, and the Stamford Urban Transitway ITS, including a comprehensive Bus AVL/CAD. Mr. Rubenstein holds a BE in Civil Engineering from Cooper Union and a MBA in Computer Methodology from Bernard Baruch and is a registered professional engineer in New York, New Jersey, and Florida.

Asad Malik

Mr. Malik, a member of the firm's Board of Directors, serves as Senior Vice President as well as the Mentor Protégé manager for both the M&J-Jacobs and M&J-Cardno partnerships for M&J nationwide and internationally. Mr. Malik is in charge of running M&J's Virginia, Washington, D.C., and California offices where he oversees all projects and manages relationships with government clients. He previously served as the firm's Vice President of Operations. As part of his Federal Markets leadership position, Mr. Malik maintains relationships with various components of the Department of Defense - U.S. Army Corps of Engineers (USACE); U.S. Navy: Office of Naval Research (ONR), Naval Air Warfare Center Aircraft Division (NAWCAD), Naval Air Systems Command (NAVAIR); U.S. Air Force Space and Missile Systems Center(USAF-SMC); Department of Interior (DOI); Department of Homeland Security-Federal Emergency Management Agency (FEMA); Metro Washington Airport Authority (MWAA); Federal Aviation Administration (FAA); and Federal Highway Administration (FHWA). He expanded the firm's services into aerospace engineering, naval architecture, water resources and environmental engineering, seismic consulting, and blast engineering. Furthermore, he continues to expand the firm's client base by engaging in new technology markets through mergers and acquisitions, and key hires. Additional responsibilities include the development of the firm's strategic plan. Mr. Malik is currently serving as Principal Investigator for U.S. Air Force Space and Missile Systems Center (SMC) SBIR Phase I & II Reusable Small Launch Vehicle Technology, and has two patents pending. Mr. Malik is also the project manager for the Naval Sea Systems Command (NAVSEA) Phase II SBIR for Verification and Optimization of Advanced Finite Element Modeling Techniques for Complex Submarine Hull Structures. In addition to his corporate duties he is a member of numerous professional organizations, including the American Society of Mechanical Engineers, American Institute of Aeronautics and Astronautics, American Naval Institute, Society of American Military Engineers(Committee Member) and the Smart City Expo World Congress in Barcelona and Japan. Jamil Miranda - SVP

Mr. Miranda has over 20 years of experience in Engineering and Construction Management with public and private industries. His keen insight and technical expertise, along with his strong problem-solving, negotiation and conflict resolution skills, enable him to successfully deliver even the most complex projects to the highest satisfaction of his clients. As a leader, Mr. Miranda inspires his team to offer practical and innovative solutions through open and constructive communications across the entire project team. His extensive engineering and construction management experience includes infrastructure improvements for major roadways, streets, underground utilities, stormwater management, intelligent transportation systems, marine infrastructure, resiliency projects, wastewater and water treatment facilities, pumpstation and building structures. Mr. Miranda has successfully managed complex, multimillion-dollar projects throughout the Tri-state area, participating in and leading all phases of design and construction from planning to project close-out. He has worked seamlessly with various agencies, including the Connecticut DOT and its surrounding Cities /Municipalities, NYCDEP, NYCDDC, LIRR, MTA, PANYNJ, NYSDOT, NYCDPR, BPCA, NYSPA, and FEMA. John Pfisterer - SVP

Mr. Pfisterer is one of M&J's Senior Vice Presidents. He has over 27 years of professional experience in project and construction management. Mr. Pfisterer's expertise in and emphasis on planning, cost management, quality management, constructability, value engineering methods, safety and team building has brought numerous projects from the conceptual phase to completion. For the past 22 years, he was with MTA Bridges and Tunnels, where he took on ever increasingly challenging roles, and eventually became the Facility Engineer at the Queens Midtown Tunnel, where he oversaw both the capital and major maintenance programs. Over the past decade, Mr. Pfisterer was responsible for expending the capital and major maintenance programs to cover more repairs and replacement projects at the QMT than had been undertaken in over a decade. During his tenure with MTAB&T, he not only managed everyday construction activity's but directed the efforts on groundbreaking new technologies such as the introduction of EZ Pass, LED lighting, fiber optics, and in-tunnel wireless communications; he was also involved in the recovery efforts for two major catastrophic events: 9/11 and Superstorm Sandy. He managed the Super Storm Sandy Restoration at the QMT and subsequent Rehabilitation of the Tunnel Walls, Roadways and Manhattan Exit Plaza, a long-term, $270 million project that included repairs and replacement of the Tunnel's ceiling tiles, roadway, lighting systems, duct systems, and much more. He also oversaw the comprehensive Facility Wide Electrical Upgrade and Ventilation Buildings Switchgear and Motor Control Center Replacement and prior to that he oversaw the Exhaust Fan Replacement. This large-scale project's primary goal was to improve the tunnel's ventilation system as related to fire protocol and response time. Additionally, he managed the Pump Rehabilitation and Roadway Drainage System project. Mr. Pfisterer's belief in the team approach has been realized on numerous successful projects. Core to that belief is his underlying understanding of how to implement project controls, define roles and responsibilities and develop open communication. Lastly, his electrical engineering background and project manager skills were united when he was promoted to Deputy Director of Electrical, Mechanical, and Commissioning Groups at MTAB&T Headquarters in 2016. While at the MTA, he received numerous awards such as the September 11 and EZ Pass Commendation Awards, QMT Toll Booth Installation Commendation Award, and the Video Award for Authority-Wide Project Summary. Prior to his career at the MTA, Mr. Pfisterer worked at Burns and Roe Enterprises, an engineering consulting firm, and Satellite Transmission Systems. He formerly held a top secret clearance and worked on research & development projects. Mr. Pfisterer is an invaluable asset to the M&J team not only for his knowledge of tunnel systems and crisis and project management skills but his overall technical expertise.

John Schreck - SVP

Mr. Schreck has over 25 years of diversified design and construction management experience in civil, environmental, transportation and highway engineering disciplines. He has extensive experience in the design and construction management of roadway and stormwater improvement projects for municipal and private clients. His technical expertise entails design and construction management of stormwater, roadway, park, highway, environmental, site plan, traffic, wastewater, shoreline protection, and coastal projects.

Mr. Malik is the Founder, President and CEO of M&J Engineering P.C., which he established in 2004. He has over twenty years of experience in civil engineering, including: analysis, design; and condition / construction inspection of roadways, bridges, tunnels, buildings, and Intelligent Transportation Systems (ITS) components. He is a specialist in providing construction inspection services on large and complex highway, bridge and ITS projects in the NY Metropolitan area. He has a distinguished record as a specialist in the construction and maintenance of ITS. He has served as the Project Manager and Resident Engineer on several of the largest ITS projects in the New York Metropolitan area including the Van Wyck Expressway, BQE, Belt Parkway, Prospect / Gowanus Expressway, Bruckner Expressway, Cross Bronx Expressway, Northern State Parkway, and many others. Mr. Malik is also a licensed and certified building inspector and has many years of inspection experience. He has served as a Resident Engineer with two major consultant firms prior to establishing M&J Engineers. He has provided constructability review and value engineering services to distinguished clients. He is a registered professional engineer in three countries and eight states. Mr. Malik's strongest asset is his ability to meld technical requirements, institutional issues, business constraints, and human factors. Mr. Malik delivers optimum real-world solutions to our clients and our employees, which enables the work to be built on schedule and within budget without compromising safety or quality. As President & CEO Mr. Malik is responsible for the managing, planning, directing and delivering of Quality Control / Quality Assurance to all of M&J's clientele. Mohammad H. Malik

With years of industry experience, Mohammad H. Malik brings well-rounded expertise and knowledge of field and office operations to M&J. Mohammad's notable personal experience includes rehabilitation of complex projects such as $236M+ Queens Midtown Tunnel and $11M+ NYS 6 Bridges. As Vice President of Management & Operations, Mohammad is responsible for setting the strategic direction of the organization, defining the culture, promoting a safe and healthy work environment, and client engagement, to support the continuous growth of the firm. Prior to the firm's inception, Mohammad journeyed through the industry's ranks as a field engineer and project manager. He has worked on a wide range of projects and markets in various capacities, which includes clients such as TBTA and NYSDOT with a keen focus on maintaining excellence in customer relations. Mohammad's, professional affiliations include the American Society of Civil Engineers and American Concrete Institute. He earned his B.S. degree in Civil Engineering from Hofstra University. He also holds a variety of certifications from Columbia University, ACI and OSHA in topics such as, hazard communication, fire prevention, excavations, cranes, OSHA construction standards for compliance, Project Management and more. Mr. Pierson joined Parsons Brinckerhoff in February 2006 as General Counsel and Secretary. He was named Chief Operating Officer of the firm's Americas operating company in January 2008, and was named President and CEO of Parsons Brinckerhoff in January 2010. Prior to joining Parsons Brinckerhoff, Mr. Pierson had a distinguished career as a construction lawyer. From 2003 to 2006 he was Partner and Director of the International Construction Practice Group of Peckar & Abramson, PC, a leading construction law firm. From 1992 to 2002, he held a variety of positions at Kvaerner PLC (Previously Davy McKee), including Executive Vice President, General Counsel, Legal Director of the firm's Engineering, Technology, and Construction Division and Vice President of Strategic Development of the Non-Ferrous Mining Division. Mr. Shakeel Ahmed, P.E. has over 35 years of experience in construction inspection and management of public works projects. During his almost 23 years with the New York City Department of Design and Construction (NYCDDC) Division of Infrastructure Construction, he rose from Engineer-in-Charge to Deputy Director to Director and Assistant Commissioner, during which time he was responsible for planning, coordinating, and directing the construction of buildings, sewer, water, and highway projects. He has notably administered several high-profile construction projects including the Public Safety Answering Center II, Police Academy, and various micro-tunneling projects. Prior to that, he was a Supervising Resident Engineer at the New York City Department of Environmental Protection.

Robert D. Carlson - SVP

Major General (MG) (Ret.) Robert D. Carlson serves as Senior Vice President and Branch Manager. He will be based in the firm's Virginia office and responsible for pursuing work with Federal and state agencies in Washington, DC; Virginia; and Maryland as well as continuing to grow the firm's mentor protégé partnership Jacobs and Cardno. In addition, he will be pursuing international projects in the Middle East and Europe. Major General (MG) Robert D. Carlson most recently served as the Senior Military Advisor to the Assistant Secretary of the Army, Manpower and Reserve Affairs (ASA M&RA), headquartered at the Pentagon, Washington, DC. The Office of ASA M&RA provides oversight and direction to the Army's Total Force management, manpower, and workforce management programs with authority extending to all five components of the Army (i.e., Active, National Guard, Reserve military, civilian, and contractor), including training, readiness and mobilization policies. As the Senior Military Advisor, MG Carlson advised the Assistant Secretary on all matters relating to the Army's Total Force management policies for over one million service members. His responsibilities included developing the M&RA's Strategic Plan and Army Human Capital Strategy to address organizational priorities and align them with the Army's manpower mission, affecting 60-percent ($90 billion) of the Army's total annual budget. He identified significant multi-component issues, recommending solutions to challenges that impacted the effective implementation of the Army's Total Force policies and regulations. Previous to his Pentagon assignment, MG Carlson served as the Commanding General of the Transatlantic Division (TAD) for the U.S. Army Corps of Engineers (USACE), headquartered in Winchester, VA. TAD provides USACE services throughout the U.S. Central Command (CENTCOM) area of responsibility, with projects in 18 of the 20 CENTCOM nations, spanning from Egypt to the Arabian Gulf and Central Asia. The division oversaw construction programs exceeding $8 billion annually through district offices located in Afghanistan and Winchester, VA, as well as regional offices throughout the Middle East. TAD is the sole USACE division in direct support of the CENTCOM warfighter providing contingency and field force engineering resources for Operations Inherent Resolve, Resolute Support, Spartan Shield, and other military activities throughout the region. MG Carlson was commissioned into the Engineer Regiment upon graduation from the United States Military Academy (USMA) at West Point, NY. He holds a Bachelor of Science in engineering from USMA, a Master of Science in engineering management from the University of Missouri, and a Master of Science in strategic studies from the United States Army War College (USAWC) at Carlisle, PA. Throughout his career MG Carlson served in numerous key command and staff positions ranging from company- to division-level units. Some of MG Carlson's more recent senior-level assignments included commanding the Transatlantic Division for USACE, Winchester, VA; commanding the 372nd Engineer Brigade, Fort Snelling, MN; serving as the Chief of Staff, U.S. Agency for International Development, Kabul, Afghanistan; and commanding the Contingency Response Unit, 416th Theater Engineer Command, Headquarters USACE, Washington, D.C. Yusuf A. Poonawala

Mr. Poonawala has over 30 years of experience in the A/E/C industry, serving the public and private sectors, nationally and internationally. An accomplished engineer and BD professional, he has been instrumental in successful client pursuits and have subsequently served as Principal-in-Charge and Technical Advisor on many of these vital projects. Mr. Poonawala's contributions to the engineering industry along the Eastern Corridor includes Miami-Dade County Parks, Rhode Island DOT, City of Baltimore, New Jersey DOT, the 500-acre Devasya Spiritual and Cultural Retreat in Virginia; DC Water project in Washington, DC; and a new, two-story religious facility in NYC. His international experience includes all operations for National Highway Authority of India projects. He is currently managing several NYS D/B projects including NYSTA Electronic Cashless Tolling, NYSDOT Hunt's Point Interstate Access Improvement and QA for NYSDOT's Capacity and Access Improvement to JFK Airport projects.
