Aaron Rugg

Mr. Rugg has nearly 17 years of experience in the heavy civil and marine construction industry. He also has direct field experience on a wide variety of waterfront structures throughout the Northwest, including the $300 million Elliott Bay Seawall Replacement project for the City of Seattle. Aaron's approach to project management is centered on maintaining effective partnering relationships and well-defined lines of responsibility, reporting and communication. His ultimate goal on every project is to safely and timely deliver a quality project that meets or exceeds the owner's needs. His project management skills include safety management, hazard identification, environmental compliance, time management, vendor management, materials management, cost control, quality control, team building, construction planning, scheduling, project management and budgeting.

Austin Danforth

Job Titles:
  • Environmental Compliance Manager / Stormwater Specialist
Mr. Danforth is a CSEMS with over 10 years of experience in environmental consulting, inspection, and hydraulic analysis. Environmental skills include management of environmental programs on large scale design-build transportation projects, environmental site assessments and remediation programs, groundwater and surface water monitoring, environmental compliance plan preparation, data analysis, and technical report writing. Environmental plan preparation includes storm and sewer discharge permit applications, developing HASPs, site investigations, Stormwater Pollution Prevent Plans (SWPPPs), Air Pollution Control Plan (APCP), and Spill Prevention Control and Counter- Measure Plan (SPCC). Mr. Danforth has acted as the environmental lead on numerous projects that require air monitoring in hazardous conditions. Mr. Danforth has successfully managed environmental programs on multiple Sound Transit and WSDOT design-build projects as well as various county and city projects in the Puget Sound Area.

Bill Jordan

Job Titles:
  • Environmental Department Manager
Bill started his career at the Texas Commission on Environmental Quality leading the state's efforts at improving overall air quality in the state. He worked closely with the state's oil and gas refiners, the US auto manufactures, the Airline Transport Association, and the state's Ports. Bill developed and reviewed Texas Department of Transportation's Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Categorical Exclusions (CEs). He also coordinated with the U.S. Army Corps of Engineers Galveston Division and the Texas Parks and Wildlife Department. He moved to Seattle in 2006 to lead WSDOT's environmental, permitting, and mitigation efforts for the I-405 corridor Design/Build projects. He joined OSG as the Environmental Manager in support of their growing business in September of 2014.

Bob Skrypek

Mr. Skrypek is a senior level Civil and Rail Engineer and Construction Quality Control Manager with over 20 years of experience in major light and heavy rail projects. His areas of expertise includes maintenance and construction of new light and heavy rail systems, special track fabrication, track appurtenances and accessories and signal systems. He is a registered Professional Engineer with extensive rail quality construction experience.

Brady Hanson

Brady has over 12 years of experience in designing, implementing and managing environmental projects in the Pacific Northwest. His expertise includes storm water, ground water and wastewater treatment, remediation, and regulatory compliance and permitting on large, linear, infrastructure projects for Sound Transit. He has performed work for a variety of clients in the Pacific Northwest including federal agencies, such as U.S. Army Corps of Engineers and U.S. Environmental Protection Agency, state agencies such as Washington State Department of Transportation, Washington State Department of Ecology, and Sound Transit, and city departments such as City of Seattle Department of Transportation, Police Department, Fire Department, and Fleets and Facilities Department.

Camille Felkins

Ms. Felkins is an Environmental Project Manager with over 10 years of experience designing, implementing, and managing environmental projects. Her expertise includes storm water design and implementation, regulatory compliance and permitting on large, linear and fish passage projects and quality inspection. Ms. Felkins has a diverse skill set that aids her clients in all phases of construction from the planning and development phase through to restoration. She has experience with environmental and local permitting, environmental plan development, compliance inspections, quality assurance inspections and product tracking, agency coordination and project restoration. Ms. Felkins has performed work for a variety of clients in the Pacific Northwest including state agencies such as Washington State Department of Transportation, and Sound Transit.

Carrie Paget

Carrie has over 14 years of experience in Business Administration working with engineering firms. She is responsible for all aspects of human resources, manages the day-to-day office operations, company budgeting, cash flow analysis, preparation of financial statements and project accounting. As a trusted member of the management team, Carrie works to ensure the effective and efficient operations of the office. She is currently participating in ACEC Washington's Core Competencies for Professionals.

Curtis Mathis

Curtis Mathis is a Geotechnical Engineer with over 15 years of geological and geotechnical engineering experience in major civil projects in the Western United States. He has extensive experience in design and construction of large-scale transportation projects and working with government agencies. He has worked extensively with contractors on design-build projects and as a representative of the agencies having jurisdiction over the project. His design experience includes bridge foundations, retaining walls, reinforced slopes, earth embankments, stormwater detention ponds, ground improvements and earthen dam design. He has provided support for the construction of deep foundations, including large-diameter drilled shafts constructed with oscillator technology. He has provided design and geotechnical support for the construction of large pile groups, spread footings with rock/soil anchors, retaining walls, deep excavations and embankments and large earth-dam structures. Is construction experience also includes retaining walls includes soil nails, cantilevered sheet piles with deadmen anchors, soldier piles with tiebacks and geotextile and metallic mechanically stabilized earth walls.

David Schoettler

Dennis O'Neill

Dennis O'Neill LEG, LHG Managing Principal MS, Geology, USC, 1988 BS, Engineering Geology, USC 1986 AS Marine Technology 1980 Dennis is an Engineering Geologist with over 28 years of experience and has successfully managed multi-million dollar QA/QC programs on large-scale highway, rail, bridge, aviation and marine port projects. His clients include POS, WSDOT, Sound Transit, WDOC, USACE, and US Navy. Hs is a certified ISO-9001 Lead Auditor and has been instrumental in implementing Quality Management Plans and materials tracking and documentation systems to ensure permit compliance on federally funded projects. His unique background in Construction Quality and Engineering Geology enables him to understand unique challenges facing large-scale transportation projects in this region.

Greg Masten

Greg is a senior Construction Quality Assurance Manager (CQAM) with over 29 years of experience managing and implementing WSDOT Transportation Quality Inspection and Testing Program in the Puget Sound Region. He provides substantial expertise in the design-build delivery method, having worked on all major WSDOT DB projects since inception. He previously worked for WSDOT for over 25 years overseeing and implementing QA, QC and materials tracking programs. He understands the importance of designing and implementing an integrated quality assurance, and materials tracking program throughout the life of a successful design-build project.

Jeff Stewart

Jeff Stewart Engineering Design and AutoCAD AS, Associate of Applied Science in Engineering Graphics, Lake Washington Technical College, 2003 With over twenty years of experience, Jeff has a diverse background in graphics, CADD drafting and computer networking skills. Jeff's CADD experience includes preparing drawing packages from conception to approved and permitted plan packages. His drawing packages are specifically for geotechnical and environmental engineering projects within the water, energy, commercial, industrial and transportation market sectors. Jeff's worked with AutoCAD in multiple versions. He also has knowledge of Microstation, GIS and is also fluent with Adobe products such as Illustrator, Photoshop, InDesign, and Acrobat.

Josh Earl

Josh Earl, PE is a Senior Project Manager and Civil Engineer with 15 years of experience in heavy civil, transportation/infrastructure projects in the Pacific Northwest. His duties have included Resident Engineer, Construction Quality Control Manager, and Construction Manager. He has extensive experience in alternative delivery methods (Design-Build, GC/CM and P3) and expertise in roadways, bridges, rail, and infrastructures. He has work in both design and construction phases of WSDOT roadways and structures and Sound Transit rail projects. He has developed expertise in utilizing BIM360 software to support highway quality programs. He has extensive knowledge of WSDOT Standard Specifications and Construction Manual, SAMS, CATS and materials tracking procedures and Sound Transit Design and Construction Procedures.

Leroy Miller

Mr. Miller has more than 35 years of experience as a Level II NDE Technician and is certified by the American Welding Association as a Certified Welding Inspector. Mr. Miller has recent WSDOT seismic retrofit and WSDOT bridge experience. He has provided extensive NDE support for major projects in the greater Seattle area. His background includes strong knowledge of Seismic Moment Resistive Frames, Ultrasonic Shear Wave Testing (UT), and Welding Procedure Specification review.

Michael Holtz

  • Materials Laboratory Supervisor
Mike is the Materials Laboratory Supervisor with over 12 years of experience working in an accredited and certified laboratory. He is responsible for the day-to-day operations, ensuring that samples are being tested in accordance with the applicable ASTM/AASHTO/WSDOT procedures. He ensures that laboratory and field equipment is calibrated and is responsible for the proper maintenance of this equipment. Mike also assists the Laboratory Manager in maintaining the lab's national accreditation and local certifications through adherence to our Quality Manual, and participation in the Proficiency Sample Testing Program.

Mike Foster

Mr. Foster is an Environmental Project Manager and Professional Wetland Scientist with 11 years of professional experience providing his expertise in the biological sciences in support of a diverse array of projects. He excels at negotiating complex critical area regulations to help his clients find efficient and environmentally-sound solutions for constrained land. His expertise also includes hazard tree assessment, wetland mitigation and monitoring, and environmental permitting. Mr. Foster has participated on multiple contracts for Sound Transit and has performed work for other public agencies.

Shannon Ingebright

Ms. Ingebright is an Environmental Scientist with extensive training and field experience in horticulture, wetland science and managing trees near heavy civil construction. Her education along with these skills, serves as a basis for strong abilities in managing trees near construction, plant restoration design, plant identification, and mitigation site evaluation. Her experience on linear transportation projects combined with her participation in large-scale tree inventories, allows her to be highly effective on construction projects near sensitive trees, vegetation, and environmentally critical areas.

Tyler McCormick

He has worked in multiple locations throughout North America during his career.
