DOUGLAS L. HEINOLD, ESQUIRE


EDWARD A. KONDRACKI, ESQUIRE

Professional Experience Mr. Kondracki's practice is limited to representing municipal utilities authorities, sewerage authorities and municipally-owned water and sewer utilities in a wide variety of legal matters. Select private clients are also represented with respect to issues involving municipal utilities. Mr. Kondracki has been representing municipal utilities continually since 1973 and has substantial experience in litigation, environmental law, permitting issues, enforcement actions, water allocation issues, rate setting, service charges and connection fees, infrastructure planning and construction issues, bidding and procurement, developer issues, labor negotiations and grievances, and other related financial, regulatory and administrative issues. Including those municipal utility clients that have been represented in the past in special matters, Mr. Kondracki has over 200 client-years of experience in the field.

JANICE L. HEINOLD, ESQUIRE

Professional Experience Janice practices in the areas of Real Estate, Worker's Compensation, Estate Administration, and Civil Litigation (both plaintiff and defense, for individuals and businesses). She is admitted to the New Jersey State Bar, Pennsylvania State Bar, District of New Jersey Bar, U.S. District Court Third Circuit Bar, and the U.S. Supreme Court Bar. Janice appeared before the U.S. Supreme Court as co-counsel in the case of J. McIntyre Machinery, Ltd. v. Nicasto, 564 U.S. 873 (2011). In June 2017, Janice was installed as Chancellor for the Rutgers Law School Camden Alumni Association. In September 2017, Janice was sworn-in as the Burlington County Trustee for the New Jersey State Bar Association. Janice is a past president of the Burlington County Bar Association, a past president of the Burlington County Bar Foundation, past Chair of the Worker's Compensation Committe, past Chair of the Technology Committee, and currently serves as the Chair of the Real Estate Committee. A 1997 graduate of Rutgers Law School in Camden, Janice received her undergraduate degree in Business Administration from The George Washington University in Washington, D.C. From September 1997 - August 1998, she was law clerk to the Honorable Roger F. Mahon, now retired, of the Superior Court of New Jersey in Hunterdon County.

Professional Experience Mr. Raymond joined Raymond Coleman Heinold in October of 2012. Prior to joining the firm, Mr. Raymond served as the law clerk to the Honorable John A. Almeida, J.S.C., for the 2007 to 2008 court year. After his term as a judicial clerk, Mr. Raymond joined the Burlington County Prosecutor Office, where he served as an Assistant Prosecutor from September of 2008 to October of 2012. In his four years with the Burlington County Prosecutor's Office, Mr. Raymond experienced all aspects of criminal litigation from case investigation, prosecution, and through the appellate process. In addition to his duties before the trial court, during his term as an Assistant Prosecutor, Mr. Raymond successfully argued numerous cases before the Appellate Division of the New Jersey Superior Court. Mr. Raymond has assisted with police disciplinary investigations and internal affairs investigations. He has advised local governments on labor-related issues. Additionally, in his time at the Prosecutor's Office, Mr. Raymond served as counsel to all Burlington County Chiefs of Police with regard to the issuance of firearms permits. Mr. Raymond was elected by his peers to serve as Burlington County's representative to the Assistant Prosecutor's Association of New Jerseys from 2009 through 2012. Professional Experience Mr. Raymond is a partner in the firm with over 38 years of experience as an attorney. Mr. Raymond was the Burlington County Prosecutor from 1982 through 1997, and was responsible for handling hundreds of high-profile cases. He served as of counsel to the prestigious Philadelphia law firm of Montgomery, McCracken, Walker & Rhoads prior to forming Raymond & Coleman in 2001. Mr. Raymond's practice is devoted primarily to litigation concentrating on personal injury, employment defense, criminal, and municipal court representations. When Mr. Raymond served as Burlington County Prosecutor, he developed a national reputation for victim's rights. This experience has helped immensely in his personal injury practice in fighting for the rights of accident victims. He has helped them recover millions of dollars in compensation for their injuries. Mr. Raymond served as Chairman for New Jersey's Working Group, Homicide and Sudden Death Survivors, Chairman of the New Jersey Governor's Commission on Missing Persons, Chairman of the Burlington County Committee on Domestic Violence, President of the New Jersey County Prosecutors Association, Chairman of the Advisory Board for the Burlington County Child Advocacy Center, and on the New Jersey Commission to Deter Criminal Activity. He is an approved Attorney by the Victims of Violent Crimes Compensation Board. He is also a member of the Burlington and Camden County Bar Associations. Mr. Raymond has served as a hearing officer, prosecutor, and defense counsel in employee hearings for various entities, including Winslow Township, Mansfield Township, Riverton Township, Moorestown Township, and the Burlington County Bridge Commission, among others. Mr. Raymond has served as legal counsel for the Burlington County Police Chiefs Association, the Riverton Police Department, and has served as labor counsel for a number of municipalities. He also has served as solicitor for the Mansfield Township Committee and Edgewater Park Township. He has defended numerous townships and private corporations in employment cases. Professional Experience Mr. Coleman is a founding partner of the firm and has thirty (30) years of practical legal experience, specializing in corporate law, secured banking transactions, real estate, land use and estate planning law. Mr. Coleman also serves a significant number of municipalities either as solicitor to the municipality or as solicitor to the municipalities' land use boards. Many of Mr. Coleman's current and past clients are southern New Jersey and southeastern Pennsylvania financial institutions and closely held businesses. Through his successful representation of these financial institutions and companies, Mr. Coleman has been recognized as a leader in the field of external "in house counsel" to these commercial clients. Professional Experience Mr. Menges is of counsel to the firm. He has 35 years of experience as an attorney. Mr. Menges was an Assistant Prosecutor in Burlington County from 1976-1980 and has served as a Municipal Prosecutor in Medford Township, Hainesport Township, Pemberton Township, Bordentown Township, Bordentown City and Florence Township.
