Harper - Management and Information Technology Consulting (Harper - MITC) is an independent consultancy operating out of the Washington, DC metropolitan area. The consultancy specializes in providing a broad array of management and consulting services specific to the information technology business sector. The consultancy's founder and principal consultant has more than 30 years of experience in many aspects of entrepreneurial, business and program management - including serving as the chief executive and operating officer of two small information technology companies during the past fourteen years. As such, he has established a proven track record both as a successful business manager and information technologist within the IT community - supporting ongoing and planned initiatives within the Department of Defense (DARPA, DISA, and the armed services) and Homeland Security (FEMA, the NFA, and several state and local emergency management agencies).
