Donald P. Blasland, President and Secretary, Laboratory and Field Services Manager. His association began with Parratt-Wolff, Inc. in 1974. Don has been past President of the American Concrete Institute of Central New York. He is an Associate of Asphalt paving Technologists, Society of American Military Engineers; American Society of Engineering Technicians; American Public Works Association, New York Chapter; (NEAUPG) Northeast Asphalt User/Producer; National Instate of Certified Engineering Technicians - Level IV Senior (Managing) Engineering Technician in the field of Asphalt, Soils and Concrete; he also holds membership in: American Concrete Instate - National and the American Society for Testing and Materials (ASTM) for which he serves on number of sub-committees. He is the Radiation Safety Officer for PW Laboratories, Inc. Don has been an invited Instructor at the FAA Eastern Region Annual Airport Conference on six occasions.
Justin K. Butcher, Supervising Field Inspector, joined the firm in 2006 soon after graduating with a B.S. in Biochemistry from the University of Buffalo. Justin is Certified by the American Concrete Institute as an ACI Reinforced Concrete Special Inspector and is also Certified by the Federal Aviation Administration (FAA). He is certified in the use of the Nuclear Moisture-Density Gauge. He is also trained as an ICC Reinforced Masonry Special Inspector. Justin is responsible for properly following ASTM, AASHTO, NYSDOT and FAA testing methods and procedures. Justin is depended on for his knowledge performing all tests necessary for proper quality control and/or quality assurance of soils, concrete, concrete pre-cast and asphalt pavement. Many of our clients specifically ask to have Justin on their project sites knowing that he can be trusted to communicate with an Owner, Engineer and/or Contractor concerning laboratory and field testing needed to follow and meet project specification requirements.
Patrick J. Edmiston, Laboratory Manager, has been associated with us since 2005. He has an Associate's Degree in Forest Technology as well as a Bachelor of Science degree from SUNY ESF College of Environmental Science and Forestry. Patrick is certified by the American Concrete Institute (ACI) as a Grade I Field Technician and by the Federal Aviation Administration. He has also taken the Troxler Nuclear Density Gauge Safety Course. Patrick is a NETTCP Certified Soils & Aggregate Inspector and is also an ICC Certified Spray Applied Fireproofing Special Inspector. He serves on various subcommittees for the American Society for Testing and Materials (ASTM) and knows laboratory testing methods performed in accordance with ASTM, standards, AASHTO, FAA, NYSDOT, Penn DOT, and Corps of Engineers as applicable. You will find that Patrick is a pleasure to work with as he is professional and keeps a very easy going temperament.
