Brian W. Raftery

Brian W. Raftery is the project manager (PM) for PEO EIS' Army Data and Analytics Platforms (ARDAP), where he leads five key programs that provide data that enables Soldier mission accomplishment. These product offices provide scalable, agile and trusted data platforms - integrated with data services/applications, visualization and analytics tools - to facilitate fact-based and resource-informed decision-making. He came to PM ARDAP from PEO Soldier, where he served twice as a project director, most recently as the head of Project Director Soldier and Squad Integration. Prior to his assignments at PEO Soldier, Raftery was appointed the acting deputy assistant secretary of the Army for strategy and acquisition reform (DASA-SAR). In this position, he served as the principal advisor to the assistant secretary of the Army for acquisition, logistics and technology (ASA[ALT]) for the design and implementation of acquisition reform and modernization initiatives. Prior to assuming his responsibilities as acting DASA-SAR, he served as ASA(ALT)'s director of acquisition policy, where he spearheaded two critical Army-wide policies - advanced manufacturing and intellectual property. Previously, as a civilian member of the Army Acquisition Corps, Raftery served as the product manager of the Biometrics Enabling Capability at PEO Intelligence, Electronic Warfare and Sensors (PEO IEW&S). He also served as the chief of technology and acting director of PEO Soldier's Systems Integration Directorate. Further, he held several positions in support of PEO Soldier and PEO Ground Combat Systems as a Department of the Army systems coordinator (DASC) at ASA(ALT) headquarters. A veteran of 21 years of active duty, Raftery served as the assistant project manager for Fielding, Abrams Tank Systems, in Warren, Michigan. Following that assignment, he served at Fort Lewis, Washington, as the assistant project manager for Stryker Logistics and Fielding. He later served as the DASC for the Stryker program at ASA(ALT) and as the executive officer to the assistant deputy for acquisition and systems management at ASA(ALT). He finished his active duty service as the product manager for Demilitarization of Conventional Ammunition at PEO Ammunition from August 2005 to June 2008. Raftery holds a bachelor's degree in mechanical engineering from the United States Military Academy, a master's degree in mechanical engineering from Pennsylvania State University, a master's degree in procurement and acquisition management from Webster University and a master's degree in national resource strategy from the National Defense University. He holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and practitioner level certification in Engineering. James O. Winbush Jr.

James O. Winbush Jr. assumed the position of acting product director, Global Combat Support System - Army (GCSS-Army) at PEO EIS in November 2023. In that role, he oversees the business enterprise capabilities of the Army's tactical logistics system, including property book, supply operations, tactical maintenance, logistics management and associated tactical finance functionality. Prior to joining GCSS-Army, Winbush served as the product lead for the Logistics Information Systems (LIS) program at PEO EIS. LIS provides defense business system acquisition life cycle management of the Standard Army Ammunition System; the Property Book Unit Supply Enhanced, the Transportation Coordinator's Automated Information for Movements System II; and the Radio Frequency In-transit Visibility System. Before joining LIS, Winbush served as the director of the Earned Value Management Systems Center at the Defense Contract Management Agency where he was responsible for auditing contractor earned value management systems to ensure initial and continuous compliance with industry guidelines. Prior to that, he was the deputy project manager for PEO EIS's Army Enterprise Systems Integration Program where he oversaw three acquisition category level I programs providing national to tactical level logistics information technology business systems that leveraged enterprise resource planning capabilities. He also served as chief of staff for Land Warfare and Munitions and as a senior acquisition program analyst for the Office of the Under Secretary of Defense (Acquisitions, Technology and Logistics). There, he performed programmatic and technical management oversight of major defense acquisition programs for the Land Combat Systems portfolio. Winbush enlisted in the U.S. Marine Corps and graduated from basic training at Parris Island, South Carolina, in September 1981. Following his enlistment, he enrolled in the Army Reserve Officers' Training Corps at Old Dominion University and joined the Virginia Army National Guard, 111th Field Artillery Battalion, as a fire support team chief. After completing his basic course in 1988, Winbush served his initial operational assignment as a platoon leader in the 74th Maintenance Battalion, Republic of Korea. Following this assignment, he spent the next eight years conducting tactical logistics operations, including deployments to Operation Desert Shield/Desert Storm with the 82nd Airborne Division, and Operation Vigilant Warrior with the 24th Infantry Division. He was then selected to serve in the Army Acquisition Corps and was assigned to the Reagan Test Range, U.S. Army Kwajalein Atoll in the Republic of the Marshall Islands. Winbush's other notable acquisition assignments include: combat development officer in the Combined Arms Support Command; deputy technology program manager in the Armament Research, Development and Engineering Center; assistant product manager in the Office of the Product Manager for Mortar Systems; special assistant to the Army Materiel Command Commanding General; product manager for the Intelligent Munitions System; director of technology integration for U.S. Joint Forces Command; and commander of White Sands Missile Test Center. Winbush earned a master's degree in engineering from Old Dominion University. He is Lean Six Sigma-Black Belt certified and holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and practitioner-level certifications in Test and Evaluation, and Engineering and Technical Management. He is a 2012 graduate of the Army War College Fellowship Program at the University of Texas at Austin.

John E. Crone

John E. Crone serves as the product director for PEO EIS's Army Human Resource Systems (AHRS). In that capacity, he is responsible for leading the product office that provides installation and field commanders worldwide with essential, state-of-the-art, cost-effective and standardized, knowledge-based automation tools. Prior to joining AHRS in June 2023, Crone was the deputy product manager for Multi-Mission Surveillance Systems (M2S2) at PEO Missiles and Space (MS). There, Crone was responsible for the life-cycle management of the AN/TPQ-53 (ACAT 1C) and AN/TPQ-50 Counter Fire Target Acquisition Radars and associated Foreign Military Sales programs. This included a workforce of over 100 personnel and an annual budget of $475 million and $1.3 billion through the Program Objective Memorandum (POM). While assigned to M2S2, Crone led the Presidential Drawdown effort supporting the Ukraine Security Assistance Initiative in resourcing the Ukrainian Armed Forces with AN/TPQ-36 radars. From 2014 to 2021, Crone served as the deputy associate director of PEO Intelligence, Electronic Warfare and Sensors (IEW&S) with the Communications and Electronics Command (CECOM), Software Engineering Center (SEC). There, he provided software acquisition and sustainment support and maintained the operational and cyber readiness of 54 PEO IEW&S and PEO Aviation programs of record (POR) with over 1,000 personnel and an annual budget of over $300 million. Previously, from 2010 to 2014, Crone served as the deputy product manager for the Distributed Common Ground System - Army (DCGS-A) at PEO IEW&S. In that role, he was responsible for software development and the planning and execution of operations and test activities leading to a successful Initial Operational Test & Evaluation for DCGS-A with a $300 million annual research and development budget. Other experiences include deputy product manager for Rapid Equipping Force (REF), U.S. Army G-3/5/7 (Pentagon Staff), and program manager for The Wexford Group International/CACI. Crone served 20 years on active duty with the U.S. Marine Corps, including as a capabilities and acquisition officer at Marine Corps Combat Development Command (MCCDC) and Marine Corps Systems Command in Quantico, Virginia. While at MCCDC, he was assigned to the Capabilities Division, C4I Branch representing the Marine Corps Combat Camera and Public Affairs community in the combat development/acquisition process. Crone led several teams in preparing programs and capabilities documents for joint staffing and approval in the combat development process. Before his assignment at MCCDC, he served as the director, Combat Visual Information Center, Western Recruiting Region/Marine Corps Recruit Depot in San Diego, California. He also served in several operational units in the Marine Corps and deployed multiple times, including in support of Operation Desert Shield/Desert Storm. Crone's awards and recognitions include the Meritorious Service Medal, Navy Commendation Medal with Gold Star, Navy Achievement Medal and the Commander's Award for Civilian Service. Crone holds a bachelor's degree in psychology from National University and two master's degrees: one in public administration from Pennsylvania State University and another in business administration from Boston University. Lawrence S. Silas

Lawrence S. Silas currently serves as acquisition logistics & property management director for PEO EIS. As the senior acquisition logistician, he is responsible for overseeing acquisition logistics (policy, product support strategies, life-cycle cost efficiency), and asset management (property book accountability). Silas provides PEO leadership, staff and program managers/directors with strategic-level advice and input in the planning, implementation and management of system-level integrated product support for successful attainment of mandatory program acquisition milestones and meeting critical system operational availability and performance requirements. He also provides cost-effective product support to system users. Silas formulates and oversees enterprise-wide policy/guidance relative to product support management, and the development and execution of effective product support strategies and plans (product support plans/life cycle sustainment plans/capability support plans) that influence design and enable hardware, software and life cycle support efficiency. Silas previously served as the product support manager for the General Fund Enterprise Business System (GFEBS), the Army's enterprise-wide accounting and financial management system. In this capacity, he was responsible for the development, implementation and management of outcome-based product support strategies for a portfolio of defense business and enterprise resource planning systems, to include several acquisition category I, Major Automated Information Systems (MAIS). Silas also advised the GFEBS project manager (PM) about product support strategies for optimizing information system readiness and life cycle cost affordability, and served as the project-level chairperson of the program's Operations and Support Integrated Product Team (O&S IPT). Prior to his service with PM GFEBS, Silas served as the product support manager for the Army Contract Writing System within the PM GFEBS portfolio. Before joining PM GFEBS, Silas worked in the civilian sector where he served as a project director for MCR Federal, Inc. In that capacity, he was responsible for the implementation and execution of sensitive IT communications capability in support of critical national security requirements. Silas had a distinguished career as an Army officer, retiring at the grade of colonel. During his more than 27- year military career, he held several joint, command and leadership positions, primarily in the acquisition and operational logistics career fields. Silas served as the deputy and senior portfolio analyst for Army and Missile Defense programs within the Strategic Warfare Division in the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics. He also served in several other nominated and command-select positions to include: program manager, Conventional and Special Operations Forces (Department of Defense Special Access Program Office; product manager, Force Sustainment Systems (Program Executive Office, Combat Support - Combat Service Support); assistant product manager, 2nd Generation Forward-looking Infrared (FLIR) (Program Executive Office, Intelligence, Electronic Warfare and Sensors); chief, Program Integration and Contracts (Defense Contract Management Command - Atlanta); Battalion S-3, 260th Quartermaster Battalion; and company commander, 416th Transportation Company. A combat veteran, Silas received numerous military awards and decorations, including the Defense Superior Service Medal and the Legion of Merit Medal, and he earned the Army Parachute Rigger, Pathfinder and Master Parachutist badges. He is also the recipient of the U.S. Army Quartermaster Corps' Distinguished Order of Saint Martin Award, which recognizes senior officers and Department of the Army civilians who have made significant contributions to the Quartermaster Corps. Silas is a member of the DOD acquisition workforce community and holds advanced Defense Acquisition Workforce Improvement Act certifications in Program Management and Life Cycle Logistics, and a professional certification in Contracting. He has completed the Senior Leader Program at The George Washington University and is a Senior Service College graduate of the National Defense University - Industrial College of the Armed Forces. Silas holds a master of science degree in national security resource strategy, a master of arts degree in business administration, and a bachelor of science degree in business administration. LTC Ryan Martin

Martin served as a signal officer for eight years with the 3rd Infantry Division and 7th Special Forces Group (Airborne). During his operational assignments, he deployed to Iraq three times and once to Afghanistan. During those deployments, he executed a wide breadth of operations, including communications support, tactical patrolling, combat advising and economic reconstruction missions. Martin's military training includes completion of the Signal Basic Course, Signal Captains Career Course, Army Basic Contracting Course, Army Acquisition Basic Course, Command and General Staff College and the Army Intermediate Program Manager Course. Mr. Adam Bross

Adam Bross serves as the director of PEO EIS's Business Management Division (BMD). In that capacity, he is responsible for leading the directorate involved with budget planning, programming, budgeting and execution, congressional engagement and cost estimates. Before joining BMD in July 2023, Bross completed a six-month developmental assignment as the business management director within EIS's Army Data and Analytics Platforms portfolio. There he served as the resource management officer leading all resource management activities for a complex portfolio that executes more than $350 million annually. In addition to leading the budget planning, programming, budgeting and execution activities of the portfolio, he was instrumental in recruiting for key positions and identifying talent to join the team. Prior to that, Bross worked for 11 years at PEO EIS Headquarters BMD where he started as a budget analyst executing the directorates' funding and helping implement General Fund Enterprise Business System (GFEBS) and business practices. He later served as a program analyst supporting the GFEBS portfolio - now known as Defense Integrated Business Systems - and eventually became the budget officer overseeing all funding distributions to 36 programs for a total of $3 billion in active appropriations. Earlier in his career, Bross was a resource analyst intern at the Defense Information Systems Agency where he executed funding documents and became familiar with the different appropriations and their usage, including the Defense Working Capital Fund. Bross holds a bachelor's degree in financial management from George Mason University. He also holds an advanced Defense Acquisition Workforce Improvement Act certification in Business-Financial Management and a Level 3 certification in DOD Financial Management.

Mr. Aric Sherwood

Aric Sherwood currently serves as the acting assistant program executive officer (APEO) at PEO EIS. In that position, he is the lead change agent responsible for synchronizing and integrating programs across product delivery efforts for 37 acquisition programs through stakeholder engagement, resourcing and agile delivery of all capabilities. Aric Sherwood currently serves as the director of the Acquisition Innovation Directorate (AID) at PEO EIS. In that capacity, he is responsible for incubating new acquisition programs for eventual transition to one of EIS's six project management offices, as well as for ensuring that all acquisition documentation for all programs is understood, complete and correct. Additionally, he provides general acquisition advice to EIS acquisition professionals across all assigned programs. Prior to joining the directorate - which until February 2022 was known as the Director, Acquisition Systems Management/Strategic Initiatives Group - Sherwood completed a 120-day developmental assignment as acting assistant program executive officer for Networks, Cyber and Services. In that role, he oversaw EIS's Enterprise Information Environment Mission Area - a portfolio of three project offices focused on network modernization, defensive cyber operations and enterprise services. Previously, Sherwood served from June 2020 to June 2021 as acting project manager for EIS's Defense Communications and Army Transmission Systems (DCATS), which provides strategic satellite and terrestrial communications programs that support the Army, Joint Services, National Command Authority and combatant commanders. He stepped into the acting role after serving since 2018 as deputy project manager of DCATS. Before that, he served as the director for ASA(ALT) Special Programs, where he led a team that provided security oversight and coordinated with Army and DOD leaders for all acquisition actions for the Army's most sensitive programs. Sherwood began his civilian career in 2001 as an engineer at the Night Vision and Electronic Sensors Directorate at Fort Belvoir, Virginia. There, he was responsible for the development of infrared and thermal imaging devices for dismounted Soldiers. He then served as the assistant program manager for Visual Augmentation Systems at the U.S. Special Operations Command and was responsible for the cost, schedule and performance of assigned programs in support of the nation's most elite Soldiers. He served in several additional leadership positions, culminating as the product director for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance, where he led a staff of 25 military officers, government civilians and contractors in the execution of multiple programs with a budget of over $200 million annually. In 2014, he became the deputy program manager for the Defense Continuity Integrated Network - Top Secret Program at the Defense Information Systems Agency. As deputy, Sherwood supported the program manager in managing the cost, schedule and performance of multiple national-level requirements. Prior to his civilian career, Sherwood served for four years on active duty in the Army. He attended Basic, Infantry and Airborne Training, and the Ranger Indoctrination Program at Fort Benning, Georgia. He was assigned to the 3rd Ranger Battalion, 75th Ranger Regiment, where he served with distinction. He graduated from Ranger School, the Primary Leadership Development Course, the Jumpmaster Course and the Fast Rope Master Course, and was honorably discharged. Sherwood received bachelor's and master's degrees in mechanical engineering, with a focus on dynamics, from Pennsylvania State University. He earned a master's degree in national resource strategy from the Dwight D. Eisenhower School for National Security and Resource Strategy in 2017. Sherwood is a graduate of the U.S. Army Management Staff College Advanced Course, holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management, and is a member of the DOD and Army Acquisition Corps.

Mr. Bill Hepworth

As program executive officer, Hepworth is responsible for managing a diverse portfolio of 37 acquisition programs that support and field Army and DOD logistics, medical, finance, personnel, training and procurement systems for every domain, branch, unit and Soldier in the Army. Prior to assuming the charter, Hepworth served as deputy program executive officer at PEO EIS since December 2022. In that role, he helped oversee the organization's digital modernization and Agile transformation, working closely with programs, partners and Army senior leaders to ensure that enterprise business system capabilities are delivered rapidly and continuously to Soldiers and civilians. Hepworth previously served as a contractor to various organizations within Headquarters, Department of the Army; the Assistant Secretary of the Army for Acquisition, Logistics and Technology; and Headquarters, U.S. Army Materiel Command. His primary focus over the last decade has been organization-wide information technology (IT) modernization with an emphasis on cloud transformation and instilling Agile engineering in IT and related fields. From November 2020 to December 2022, Hepworth served as RecoveryTrac technical product manager at Tetra Tech in Maitland, Florida. Before that, he held a variety of positions with industry, including as director of Blackstone Federal; director of eGlobalTech; director of solutions architecture at eGlobalTech; principal engineer at Enigmatrix Consulting; and director of IT at Octo Consulting Group. Prior to that, Hepworth was a senior associate with Booz Allen Hamilton from 2003 to 2014, a technical lead at SAIC and chief technology officer at Practical Solutions Corporation. He earned a Bachelor of Science in computer information systems from Strayer University and an Executive Master of Business Administration from the College of William and Mary. Richard (Boyd) Williams is a senior civilian staff member in the U.S. Army acquisition community. He is responsible for, and involved in, a wide range of information technology (IT) activities, including large-scale systems implementations, program/financial management, contract/acquisition management, and continuous process improvement. Williams has over 20 years of experience managing complex IT projects with the U.S. Army. Williams entered federal service in 2001 as an IT specialist at the U.S. Army Research, Development, Acquisition Information Systems Activity located at the Radford Army Ammunition Plant in Radford, Virginia. Since then, he has held numerous positions across several organizations within the U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS). Williams currently serves as the product director, Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS) where he oversees daily operations of the Army's premier IT managed service provider, which employs more than 200 personnel with an annual operating budget of over $60 million dollars. As part of his daily duties, Williams is charged with leading, defining goals and supervising activities across the seven divisions that make up the ALTESS organization. Williams holds a Master of Science in information management from Syracuse University in Syracuse, New York and a Bachelor of Business Administration from Averett University in Danville, Virginia. He is a graduate of the Defense Acquisition University's Chief Information Officer Program. Williams holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management and a practitioner certification in Engineering and Technical Management in acquisition functional areas.

Mr. Brent Thomas

Brent Thomas was appointed the product lead of Human Resource (HR) Solutions on July 18, 2011. HR Solutions is a $7.6 billion program that provides centralized acquisition management and support services to Army and Department of Defense customers world-wide. Thomas has over 25 years of acquisition management experience as an Army officer and DOD civilian with assignments ranging from ACAT 1 vehicle programs to managing Joint Advanced Concept and Technology Demonstration projects. Previous acquisition assignments include: senior acquisition officer at Fort Knox, Kentucky, managing the material capability requirements for Platform Battle Command and Combat Identification systems; Department of the Army systems coordinator for Army Special Access Programs; product manager for the Rapid Equipping Force; product manager for two Joint Advanced Concept Technology projects; and assistant program manager for the Family of Medium Tactical Vehicles. He also completed a training with industry assignment at General Motors Corporation. In 1988, Thomas graduated from Iowa State University with a degree in agriculture business, where he also received a Reserve Officer Training Course commission as a second Lieutenant in the Ordnance Corps. He earned a master's degree in Material Acquisition Management from Florida Institute of Technology in 2001 and graduated from the Command and General Staff College in 2002. Carlton White has served since July 2023 as the product director for the General Fund Enterprise Business System (GFEBS) at PEO EIS. He is charged with the cost, schedule and performance management and oversight for the GFEBS product office, which includes GFEBS, GFEBS - Sensitive Activities, the Secure Contract Writing Solution and the Financial Management Tactical Platform. He leads a diverse team comprised of approximately 70 civilian and contractor personnel, while managing a $100 million annual budget to develop, test, field, sustain and enhance GFEBS' capabilities to meet the Army's financial management requirements. White has served in various capacities with growing responsibilities over the past 18 years. He previously served as deputy director of the Ammunition and Combat Support and Combat Service Support portfolio at ASA(ALT). Prior assignments included being a deputy director for the Sustainment Systems Directorate (SSS) at ASA(ALT); program analyst and product director for Light Tactical Vehicles; assistant product manager for the Petroleum and Water Systems Product Office with Project Manager (PM) Force Projections at PEO Combat Support and Combat Support Systems (CS&CSS); logistics management specialist for PM Mine Resistant Ambush Protectant (MRAP) Vehicle at PEO CS&CSS; acquisition policy specialist for ASA(ALT); and contracting officer representative for the Tank Arsenal Command (TACOM). White was deployed as a civilian to Kuwait, South Korea and Afghanistan. Mr. Gabriel T. Saliba

Gabriel Saliba serves as the product lead for the U.S. Army's Logistics Modernization Program (LMP). In this role, he exercises centralized authority and control over one of the largest enterprise resource planning (ERP) implementations in the U.S. Army and across the Army Materiel Command's (AMC) national-level logistics environment. Saliba oversees day-to-day operations for the management and execution of funding, contracts, priorities, schedules, personnel, facilities and work performed by the LMP and various supporting organizations. He also interacts with senior stakeholders at AMC, as well as the Office of the Secretary of the Defense (OSD), Headquarters Department of the Army (HQDA) and other DOD agencies and Congress. Over several years, Saliba previously served as the LMP acting product manager, product director and deputy project director, responsible for overseeing the program's day-to-day operations, including enterprise expansion, contract management, and budget and finance requirements. Prior to those roles, he was also LMP's assistant project manager for Enterprise Expansion, where he was responsible for deployment activities, including data management, solution development management, and business transformation, as well as sustainment of both the modernized LMP and legacy systems. Since 2000, Saliba held various positions with the LMP, both as an Army chief warrant officer and a government civilian. He served as the sales and distribution functional team lead, production support manager, and chief of the Modernization and Integration Division, also maintaining responsibility for the integration of the Army Single Stock Fund (SSF) business rules into LMP. Prior to LMP, he served as the Communications-Electronics Command (CECOM) Lifecycle Management Command (LCMC) equipment manager, property book officer and senior retail logistics advisor with command-wide responsibility for property accountability and supply discipline. He also served with various tactical Army units worldwide as a noncommissioned officer and a chief warrant officer in the supply field of logistics. Among numerous performance and special act awards, Saliba has earned the Commander's Award for Civilian Service, the Superior Civilian Service Award, and the Meritorious Civilian Service Award. In October 2014, Saliba was selected for the Integrated Logistics Support (ILS) Specialty Award and was chosen as the Logistician of the Year by the Greater Washington Area Chapter International Society of Logistics. Saliba holds a Bachelor of Science in business and management from the University of Maryland and a Master's of Business Administration from Strayer University. Mr. John Howell

John Howell assumed the position of chief of staff at PEO EIS in July 2022. In that capacity, he is responsible for overseeing many of the organization's day-to-day operations and initiatives. Previously, Howell served as assistant program executive officer (APEO) for Networks, Cyber and Services at EIS, where he oversaw the organization's Enterprise Information Environment Mission Area. Specifically, he was responsible for overseeing three project offices focused on network modernization, defensive cyber operations and enterprise services, as well as for helping spearhead EIS' integrated enterprise network activities in support of the Army's Unified Network. From June to October 2021, Howell completed a 120-day developmental assignment as acting deputy program executive officer for EIS. In that position, he was responsible for managing a diverse portfolio of 36 program offices and 71 acquisition programs that support and field Army and Department of Defense communications, logistics, medical, finance, personnel, training and procurement systems for every domain, branch, unit and Soldier in the Army. Prior to becoming APEO in September 2019, Howell was the PEO Soldier lead for Adaptive Squad Architecture (ASA), which is a line of effort under the Army's Integrated Visual Augmentation System project. He took the ASA lead role after serving for 28 months as the project director for Soldier Systems and Integration, where his responsibilities included managing the integration mission across the PEO, Soldier Power, Tactical Communications and Protective System, and the Soldier Enhancement Program. Before his tenure at Soldier, Howell was assigned as product director for Enterprise Content Collaboration and Messaging at EIS. In that position, he was responsible for Army Knowledge Online, the Army's enterprise email, the Army's Unified Capabilities acquisition and several other enterprise services. Prior to that, he was the product director for Enterprise Email. His team, along with NETCOM and DISA, conducted the initial deployment to provide 1.4 million Army users with email - both classified and unclassified. Before becoming a government civilian, Howell served for 23 years on active duty in the Army in a variety of assignments, including 10 years as an Army acquisition officer. During that time, he served as product manager for the Defense Message System at Fort Monmouth, New Jersey. Previously, he was assigned as the acting product manager for Area Processing Centers. Howell earned a Bachelor of Arts in geology and mathematics from Pomona College in Claremont, California and a Master of Science in industrial engineering from New Mexico State University in Las Cruces, New Mexico. His military training includes: Operations Research and Systems Analysis Military Applications Course, Command and General Staff College and the Program Managers' Course. Mr. Keith Baylor

Keith Baylor assumed the role of product lead for PEO EIS' ArmyIgnitED product office within the Defense Integrated Business Systems portfolio in June 2022. In that capacity, he is responsible for delivering a fully functional tuition assistance portal to help Soldiers and civilians achieve their educational and career goals. Before joining ArmyIgnitED, Baylor was product lead for the Automated Movement and Identification Solutions (AMIS) program within EIS' Army Data and Analytics Platforms portfolio. In that role, he oversaw AMIS' diverse mission to support the U.S. Army, DOD, federal agencies, the North Atlantic Treaty Organization and several coalition partners with functional, technical, engineering and management expertise to develop and automate business processes. Baylor previously served as the deputy project director for Enterprise Services (ES) at EIS, where he managed the deployment and delivery of several enterprise initiatives and strategic sourcing programs. He also led the transformation of the Army data center in Radford, Virginia to a full life cycle IT services provider. Before that, he was deputy product director for Enterprise Computing (EC), another program within the ES portfolio. In that role, Baylor oversaw four primary initiatives: the Army Data Center Consolidation Plan, Army Enterprise Service Desk, Army Software Marketplace and the Common Operating Environment. Within EC, he oversaw the Army cloud initiative and virtual end-user environment initiative, and sought to ensure they were developed and matured to a point that they required minimum program management support. Baylor's previous assignments include product director, U.S. Army Rapid Equipping Force, where he supported a vice chief of staff initiative and the Joint Improvised Explosive Device Defeat organization, as well as served in other roles providing general support to the Army. He was responsible for the development and initial implementation of a product definition and acquisition strategy with the intent of rapidly transitioning successful items to the appropriate PEO/project manager designated for Army-wide fielding. He also was responsible for overseeing appropriate cost, schedule, performance and supportability decisions, as well as making recommendations during system development and initial production. Baylor has performed a myriad of acquisition-related assignments, including: combat developer, Combined Arms Services Command; assistant project manager for the Installation Protection Program and the Army Emergency First Responder Program, Joint PM Guardian; testing officer, Army Test and Evaluation Command supporting the Ballistic Missile Defense System - Operational Testing Authority; and contracting specialist, Mission Installation Contracting Command. Baylor graduated from Morris College in Sumter, South Carolina with a bachelor of science in biology. Mr. Ken Wojcik

Ken Wojcik serves as director of plans and operations at PEO EIS. In that role, he is responsible for the oversight of an acquisition IT portfolio consisting of more than 36 program offices and valued in excess of $4 billion per annum, providing guidance on all matters related to strategic planning, operations and acquisition management. Wojcik began his career in the United States Army by serving six years as a Patriot air defense artillery officer with duties at Fort Bliss, Texas; Osan Air Base in the Republic of Korea; Camp Doha, Kuwait; and Daharan, Saudi Arabia. After leaving military service, he worked for three years in industry serving as a project manager (PM) for SBC Communications (AT&T) in San Antonio, Texas. Wojcik then joined the Army Acquisition Corps and was a project leader for the Pentagon Renovation, Information Technology Systems Project Office. Next he served as the business director for PM Army Knowledge Online/Defense Knowledge Online (AKO/DKO), managing the program's execution, budget, personnel and contract management. Wojcik then became the deputy project manager AKO. PM AKO was comprised of four subordinate PM organizations: Product Manager Army Processing Center, Product Manager Defense Messaging System - Army, Product Director Acquisition Logistics Technology Enterprise Systems and Services, and Product Director Army Knowledge Online/Defense Knowledge Online (PD AKO/DKO). Later, Wojcik served as the product manager for Assured Mobility Systems (AMS). PM AMS was a DX-rated program in the Army and fell under PM Mine Resistant Ambush Protected Vehicles at PEO Combat Support and Combat Service Support. There, Wojcik was responsible for five acquisition category II and III programs/vehicle platforms (Buffalo - MPCV, Husky - VMMD, Joint EOD Rapid Response Vehicle - JERRV, RG31 - MMPV, and Panther MMPV), covering all elements of the acquisition life cycle. Next he became the deputy project manager for Army Enterprise Systems Integration Program, where he was responsible for a portfolio of programs, including two of the Army's major enterprise resource planning initiatives: the Global Combat Support System - Army and the Logistics Modernization Program. Wojcik holds a Bachelor of Science in systems engineering from the United States Military Academy, West Point, New York; a Master of Business Administration from the University of Dallas, Graduate School of Management; and a Master of Science in National Resource Strategy from the Eisenhower School. Kevin Curry assumed the role of project manager, Defense Integrated Business Systems (DIBS) at PEO EIS in June 2022. In that position, he is charged with overseeing the team that develops, acquires, integrates, deploys and sustains enterprise-wide financial and procurement management capabilities to support the Army's current and future missions. Prior to joining DIBS, Curry participated in EIS's Enhanced Command Preparation program, where he had the opportunity to serve in a developmental assignment with ASA(ALT)'s mission command, attend a brigade pre-command course and train with industry for his future command leadership position. Before that, Curry served as product director for EIS's Army Human Resources System. In that role, he led a multi-disciplinary team of civilian, military and contractor personnel in the agile development and support of a single human resource solution supporting the Army that will transition industrial age personnel systems to a 21st century talent management system and improve access, timeliness and accuracy of personnel and pay. Curry also previously served as product director for EIS's Integrated Personnel and Pay System - Army Increment II Sensitive Activities (IPPS-A Inc II SA). Curry's earlier civilian positions included project director for Security Cooperation Enterprise Solution at EIS; project manager for the Medical Devices project management office at the U.S. Army Medical Materiel Agency (USAMMA); and product manager for Imaging Systems at USAMMA. During his 23 years of Army service, Curry served in key leadership positions, including chief, Technology Planning Division, USAMMA; chief, Clinical Engineering Division, U.S. Army Medical Materiel Center- Europe; and battalion maintenance officer, 226th Medical Logistics Battalion (Forward), V Corps. He led highly visible joint operations, including as team leader, Operation Provide Hope #16, Uzbekistan, State Department; team leader, Joint Technology Assessment and Requirements Analysis Team, Joint Task Force National Capital Region Medical; and team leader, Joint Medical Technology Assessment and Requirements Team, Operation Enduring Freedom/Operation Iraqi Freedom, U.S. Central Command. Mr. Michael Chappell - CIO

In March 2023, Michael Chappell was appointed PEO EIS' Chief Information Officer for the recently formed Chief Information Office (CIO) directorate, which includes three sub-directorates: cloud, cybersecurity and data. An 18-year industry veteran who architected and developed two data analytics platforms and several derivative solutions currently being used by DOD and federal agencies, Chappell is analytics-driven and brings a wealth of technical implementation expertise to the CIO. He will help PEO EIS innovate and transform into a more Agile organization. Chappell has supported the U.S. Army as a contractor in an engineering and technical leadership capacity since 2010, most recently as senior manager for Ernst & Young (EY) from October 2017 to March 2023. His service highlights included serving as EY's global solutions architect, a project management role to establish the Army's first Army Data Quality Plan under the Financial Management & Comptroller (FM&C); as innovation lead across the Defense Health Agency (DHA) account; and as program manager for a Federal Bureau of Investigation (FBI) auditing platform. Previously, he held various roles for Accenture from May 2006 to October 2017, where he was the analytics lead running performance metrics for the Information Technology Infrastructure Library (ITIL) at a data center for the intelligence community. Other engineering experiences included stints at Moog and General Electric. Chappell earned a bachelor's degree in mechanical engineering from Virginia Tech in Blacksburg, Virginia.

Mr. Michael Gormley

In February 2024, Michael Gormley assumed the role of acting project manager for PEO EIS' Enterprise Business Systems - Convergence (EBS-C) Project Management Office. In that role, he is responsible for overseeing the development and deployment of the Army's modernized/converged enterprise resource planning system - the purpose of which is to simplify Soldiers' day-to-day business and sustainment-related activities, drive readiness through faster and more accurate battlefield decision-making, and enable dominance during multi-domain operations and large-scale combat operations. Before becoming acting project manager Gormley served as the deputy project manager for EBS-C since 2022. Previously, Gormley served as the chief, capability support for the Army Shared Services Center supporting the Global Combat Support System - Army and Army Enterprise Systems Integration Program - Hub capability support efforts. Prior to that, he was the system lead of the Unit Level Logistics System - Aviation (Enhanced), leading a highly skilled and diverse team of Army civilians and private industry partners. Earlier in his career, Gormley served as a member of the Property Book Unit Supply Enhanced team, providing program management support to the system lead. He also served as the team lead for the Army Contracting Business Intelligence System within the Acquisition Systems Branch. Gormley was also responsible for providing contracting subject matter expertise to the Office of the Deputy Assistant Secretary of the Army for Procurement. Gormley is a graduate of Virginia Polytechnic and State Institute where he received a Bachelor of Science in accounting with a concentration in information systems. He holds a Defense Acquisition Workforce Improvement Act professional-level certification in Contracting and a practitioner-level certification in Engineering and Technical Management.

Mr. Palmer F. Mitchell

Palmer Mitchell is currently serving as the product lead for Enterprise Computing within PEO EIS' Enterprise Services portfolio. In that role, he is responsible for delivering future-focused solutions that modernize and optimize enterprise information technology activities through cost-effective and policy-compliant delivery of cutting-edge infrastructure and services. Currently Mitchell is providing acquisition support to ARCYBER/NETCOM's Army Enterprise Service Management Platform (AESMP) program, which will encompass an Army-wide global unclassified and classified (cloud-based) Information Technology Service Management/Software as a Service solution system that will allow multiple Army agencies to utilize the system awarded. The AESMP program will provide the platform and operations for the Army Enterprise Service Desk (AESD) in accordance with the Army Enterprise Service Management Framework. In 2017, while serving as deputy product lead, Mitchell ran the AESD, whose primary mission was to provide the single point of contact for all LandWarNet IT service requests, issues or inquiries. The AESD provided 24x7x365 support services to Army sites and functional organizations until its operational mission was transferred to ARCYBER/NETCOM in 2019. Mitchell also led the Army Application Migration Business Office, which was the liaison between the capability owner and the DOD-approved enterprise environment providers throughout the cloud migration process and which functions as the Army's single point of entry for all Army enterprise system and application migration efforts. This mission was transferred to the Office of the Army Chief Information Officer/Army Enterprise Cloud Management Agency in 2020. In July 2010, Mitchell was selected as the deputy director and later director for Defense Knowledge Online (DKO) at EIS. In that assignment, he was responsible for supporting the integration of DKO with portals from the Air Force, Navy, Marine Corps and the DOD. He developed, refined and maintained the life cycle acquisition strategy for DKO, as well as developed DKO's long-range plan and strategic vision for portal integration, coordinating that vision with the participating combatant commands, services and agencies. His office also spearheaded the "Go Mobile" efforts for the Army fielding mobile iOS, Android and select Microsoft devices. Mitchell holds a bachelor's degree in mathematics from the University of North Carolina, Pembroke and a master's degree in military operational art and science from the Air Command and Staff College, Air University in Montgomery, Alabama. Mr. Reginald Shuford

Reginald (Reg) Shuford serves as acting deputy executive officer (DPEO) for PEO EIS. In that position, he is responsible for managing a diverse portfolio of 37 acquisition programs that support and field Army and Department of Defense communications, logistics, medical, finance, personnel, training and procurement systems for every domain, branch, unit and Soldier in the Army. Before assuming the acting DPEO role in March 2024 as a developmental assignment, Shuford served as project director for Enterprise Services (ES) at PEO EIS. In that capacity, he was responsible for leading the project office responsible for acquiring, fielding and performing lifecycle sustainment of enterprise-level services supporting many of the Army Chief Information Officer's largest enterprise initiatives. Before assuming leadership of ES in July 2023, Shuford attended Senior Service College at the Army War College in Carlisle, Pennsylvania, where he received a Master of Strategic Studies. Shuford previously was the product director for the General Fund Enterprise Business System (GFEBS), part of PEO EIS' Defense Integrated Business Systems portfolio. His responsibilities included running all cost, schedule and performance for the $100 million-plus GFEBS Development and Modernization program. He was charged with sustaining operations and delivering much needed new capability to ensure the Army's General Fund provides necessary decision-making data to senior leaders and meets the needs of the financial management end-user community. Before that, Shuford served a short stint as acting product manager for the Army Contract Writing System (ACWS) program. Previously, from July 2017 through February 2020, he was the deputy product manager for GFEBS Sensitive Activities (GFEBS-SA). Over the past 15 years, Shuford has held many acquisition positions and risen through the ranks, working on all categories of defense acquisition programs. Some of the most notable positions he held were chief developmental test lead for the Integrated Personnel and Pay System - Army (IPPS-A); military trainer and systems engineer for the Defense Travel System (DTS); and test director for GFEBS. His responsibilities in these positions spanned all aspects of the program management lifecycle - managing DOD architecture framework (DoDAF) products, working help desk tickets, evaluating and executing test and evaluation strategies, and maintaining budgets, acquisition documentation and configuration management. Overall, he has significant government and industry experience in computer science and the acquisition workforce. Shuford holds a bachelor of science degree in computer science from Norfolk State University and is considered an industry leader in developing enterprise resource planning systems for the DOD. Mr. Robert Porter

As the product director for Global Force Information Management (GFIM) at Program Executive Office Enterprise Information Systems (PEO EIS), Robert Porter is responsible for managing an effort that will automate the Army's core deploy-to-redeploy and retrograde business processes. Porter previously served as the acting product director, General Fund Enterprise Business System (GFEBS) at PEO EIS. In that role, he was charged with the cost, schedule and performance management and oversight for the GFEBS product office, including GFEBS, GFEBS - Sensitive Activities, the Secure Contract Writing Solution and the Financial Management Tactical Platform. He led a diverse team comprised of approximately 70 civilian and contractor personnel, while managing an approximately $100 million annual budget to develop, test, field, sustain and enhance GFEBS' capabilities to meet the Army's financial management requirements. Before that, Porter served as deputy project director for GFEBS from February 2020 to June 2022, leading efforts to migrate the Army's first enterprise resource planning system to the cloud, consolidating program offices and implementing a Scaled Agile Framework development methodology. Prior to joining GFEBS, Porter served as the product lead for EIS' Headquarters Army Environmental Systems (HQAES) from May 2019 to February 2020. In that capacity, he led a multidisciplinary team of civilian and contractor personnel in developing the Army's solution for environmental clean-up and environmental quality accounting for Army liabilities in excess of $20 billion annually. Porter has over 10 years in government service, including previous positions in information technology management and stints with the deputy chief of staff, G-9 (Installations) and the Office of the Administrative Assistant to the Secretary of the Army. In those positions, he was charged with management of all aspects of systems management, including development and administration. Porter is a graduate of the National Defense University College of Information and Cyberspace where he received a master's degree and a graduate certificate in cyber leadership. Sergio Alvarez currently serves as the acting project director for Enterprise Services (ES). In that position, he is responsible for leading the project office responsible for acquiring, fielding and performing lifecycle sustainment of enterprise-level services supporting many of the Army Chief Information Officer's largest enterprise initiatives. Before stepping up to fill the acting project director role in March 2024 - a position that he also held from October 2021 to February 2022 and May 2022 to July 2023 - Alvarez was deputy project director for ES. Prior to that, he served as the HQDA G-1 enterprise architect in the Technology and Business Architecture Integration directorate. Alvarez also served as the product lead and deputy product lead for the Enterprise Content Collaboration and Messaging product office within the ES portfolio from October 2013 to September 2018. Before that, he was the director for the Technical Management Division (TMD) for Product Manager, Army Knowledge Online from February to October 2013. During his tenure, he provided intranet services and a single web portal for the U.S. Army. From July 2011 to February 2013, he was an integral part of the team supporting the Program Manager, Power Projection Enablers (P2E). While there, he served as assistant product manager for Global Mission Network/Operation Guardian Enable, a $25 million project within the program manager's portfolio, and later as TMD chief, where he defined technological strategies and managed a team responsible for the execution of $35 million in projects. From February 2006 to June 2009, Alvarez was an IT specialist, test and evaluation manager and quality assurance manager in support of the PEO EIS Army Enterprise Service Integration Program and Reserve Component Automation Systems program. While there, he reviewed mission-critical test proposals and evaluation plans to determine the impact and compatibility with system architecture, and ensured compliance with DoD and Army regulations, providing oversight for testing activities from planning through execution. Alvarez has a Bachelor of Science in information technology from the University of Phoenix and holds a practitioner Defense Acquisition Workforce Improvement Act certification in Engineering and Technical Management.

Mr. Steven Edsall

Steven (Steve) Edsall serves as the product manager for the Army Contract Writing System (ACWS) within PEO EIS' Defense Integrated Business Systems (DIBS) portfolio. His responsibilities include material development and deployment of the ACWS, which will provide a single, enterprise-wide contract writing management software system for the entire Army contracting community. Before assuming this role at EIS in June 2023, Edsall served as chief of the ASA(ALT)'s Army Reserve Element. He also served as product manager for Future Training Solutions with PEO Simulation, Training and Instrumentation (PEO STRI). Prior to joining STRI, Edsall was acting product manager and deputy product manager for the Army Training Information System at EIS. Earlier roles included deputy director for the Acquisition Demonstration Project, Human Capital Initiatives at the Pentagon; deputy commander for ASA(ALT)'s Army Reserve Element; forward operations in Acquisition and Business Management at the Pentagon; instructor at Command and General Staff College; and an information operations/cyber warfare officer. Edsall also has significant industry career experience, having served for four years as chief executive officer of Ed-Con LLC, chief operating officer of Techliant and as a senior strategic planner for Engility and L3 Technologies. He also was an advanced manager at Cintas Corporation. Edsall served on active duty in the U.S. Army for eight years and later joined the Army Reserves, deploying to Afghanistan with the Special Operations Command's Joint Counter-Terrorism Task Force. His academic degrees include a bachelor's degree from SUNY-Brockport, an MBA from Columbia College and a master's degree in military and strategic leadership from the Army War College. He holds an advanced Defense Acquisition Workforce Improvement Act certification in Program Management, a professional-level certification in Contracting and a foundational-level certification in Life Cycle Logistics.

Mr. Thomas Curran

Thomas Curran is currently the product lead for Military Technical Solutions (MILTECH), part of U.S. Army Program Executive Office Enterprise Information Systems' Enterprise Services portfolio. The product office is based at Aberdeen Proving Ground, Maryland. MILTECH's mission is to help organizations co-invest to solve common IT problems. As product lead, Curran manages the cost, schedule and performance of a pAs ortfolio of highly complex and challenging IT solutions for a consortium of organizations using a cost-reimbursable model. The portfolio's solutions include milSuite, SharePoint, MilTech IT Service Management, Manpower Information Retrieval and Reporting System, Business Intelligence, the Procurement Portfolio Management Tool and other software capabilities. Curran previously served from 2015 to 2019 as MILTECH product lead for Program Executive Office Command Control Communications - Tactical (PEO C3T). In 2019, he was responsible for the migration of MILTECH and its portfolio to PEO EIS. Curran has over 30 years of federal government experience. Prior to becoming a Department of the Army civilian in 2011, he spent 22 years on active duty in the U.S. Navy as a naval aviator. His assignments included: Naval Air Training and Operating Procedures Standardization (NATOPS) instructor for Helicopter Mine Countermeasures Squadron Fourteen (HM-14) from 1991-1994; UH-1N instructor pilot and Commander Naval Air Force, Pacific/Commander, Naval Air Force, Atlantic UH-1N NATOPS evaluator with Helicopter Marine Training Squadron Three Zero Three from 1994-1998; aircraft handling officer in charge of flight deck operations during Operations Noble Anvil, Shining Hope and Allied Force aboard the USS Kearsarge from 1998-2000; squadron operations officer for HM-14, twice deployed in support of Operation Enduring Freedom and Operation Iraqi Freedom from 2001-2003; Africa section chief at the U.S. European Command's Command, Control, Communications, and Warfighting Integration Directorate, C3 Africa Division; division chief of the ECJ6/J9 Integrated C3 Resources Division from 2003-2006; and tactical data link requirements officer for the Chief of Naval Operations N2/N6 at the Pentagon from 2008-2011. Curran earned a bachelor's degree in mechanical engineering from Virginia Military Institute and a master's degree in financial management from the Naval Postgraduate School. Mr. Timothy Hale

Timothy (Tim) Hale assumed his duties as product manager of the Army Training Information System (ATIS) - a product office within PEO EIS' Army Data and Analytics Platforms portfolio - in July 2021. In this role, he is responsible for the material development of ATIS, providing Soldiers and leaders with a single Army enterprise capability to manage, schedule, develop, report and deliver Army training. Hale is a 2021 graduate of the National Defense University's Dwight D. Eisenhower School, having earned a master of science degree in national resource strategy. Prior to attending senior service college, he was the product director for Acquisition, Logistics and Technology Enterprise Systems and Services at PEO EIS from July 2017 to July 2020. In that role, he was responsible for providing military-strength data security solutions and support for the Army's most critical applications. Hale has more than 39 years of operational and executive level experience as a Department of the Army civilian, U.S. Army Acquisition Corps officer, Army Signal Corps officer and Naval enlisted aviator. Prior to his role at EIS, Hale was assigned to the deputy assistant secretary of the Army for procurement from 2013 to 2017. His first Department of the Army civilian position was with the U.S. Army Training and Doctrine Command at Fort Eustis, Virginia as the chief for the Army's tactical engagement simulation systems from 2009 to 2013. Hale entered military service as an aviation electronics technician in the U.S. Navy Reserves, VR-48, NAF Washington, where he served from 1982 to 1987. He was commissioned in the U.S. Army Signal Corps and entered active duty in 1989. His assignments included platoon leader, executive officer and assistant operations officer, 124th Signal Battalion (BN); signal officer for the 1st of the 3rd Air Defense Artillery BN, 4th Infantry Division at Fort Carson, Colorado; assistant operations officer, 36th Signal BN, 1st Signal Brigade in Daegu, Republic of Korea; and company commander, Headquarters Company, Information Systems Engineering Command at Fort Huachuca, Arizona. Hale entered the Army Acquisition Corps in 1997 with assignments at the Army Training Support Center as the chief for systems training requirements, assistant program manager - live and project manager for training devices, PEO Simulations Training and Instrumentation in Orlando, Florida, where he deployed in support of Operation Iraqi Freedom; space and ground electronics officer for the Defense Science and Technology Center - Europe, Wiesbaden, Germany; and deputy brigade commander, 408th Contracting Support Brigade at Camp Arifjan, Kuwait. Hale retired from active duty as a lieutenant colonel in 2009. Hale's awards include the Meritorious Civilian Service Medal, Commander's Award for Civilian Service, Defense Meritorious Service Medal, Meritorious Service Medal x5, Army Commendation Medal x4, Joint Service Achievement Medal, the Army Achievement Medal x4, Army Superior Unit Award, Naval Reserve Meritorious Service Medal, Global War on Terrorism Expeditionary Medal, Naval Aircrew Wings and the Parachutist Badge. Ms. Elissa Zadrozny

Elissa Zadrozny assumed the role of product lead for Logistics Information Systems within PEO EIS' Army Data and Analytics Platforms portfolio in February 2024. In this role, she leads a multi-disciplinary team of civilian, military and contractor personnel in the operation and sustainment of many key installation and Soldier support systems. Prior to assuming her current position, Zadrozny served from May 2020 to February 2024 as deputy product director for Army Human Resource Systems (AHRS), a direct report to the PEO EIS program executive officer, where she helped lead the transition of the electronic Military Personnel Office to the Integrated Personnel and Pay System - Army, completing the final shutdown of a system that served the Army and its active-duty Soldiers for over 20 years. Zadrozny's other past civilian positions include Global Command and Control System site coordinator and system analyst for U.S. Army Special Operations Command G-6; portfolio manager for U.S. Army Intelligence and Security Command; requirements manager for AHRS; Technical Management Division chief for Transportation Information Systems at PEO EIS; chief engineer for the Product Manager Joint Personnel Identification and the tactical handheld systems, Biometrics Automated Toolset - Army and Secure Electronic Enrollment Kit II; Technical Management Division chief for PEO EIS' Project Director Enterprise Services; IT project manager for the Department of Energy; and department head for N8 Business Management at Hopper Information Services Center, Office of Naval Intelligence. Earlier in her career, Zadrozny served for four years on active duty in the U.S. Army as an information systems operator. Zadrozny holds a Bachelor of Arts in American studies from the University of Richmond and a Master of Arts in computer resource and information management from Webster University. Ms. Kelly Rutherford

Kelly Rutherford assumed the role of product lead for PEO EIS' Foreign Military Sales - Army Case Execution System (FMS-ACES) in January 2023. In that role, she is responsible for overseeing a new product office with the mission of modernizing the legacy case implementation, execution and closure system (CISIL), and consolidating functionality included in several ancillary applications used to improve and enhance CISIL processes and user interfaces. Rutherford's career of supporting the Department of Defense began in 2011 when she was a command system senior project manager with Marine Corps Community Services. She was responsible for the overall management, completion and financial outcome of multiple command system projects from inception to sustainment. She provided information technology (IT) acquisition guidance to senior leadership on configuration management, release management, quality assurance, risk management and program metrics, while executing multiple projects under strict deadlines, with resource accountability and within budget. In 2016, Rutherford joined the Army workforce as a contractor supporting program management for the General Fund Enterprise Business System and in 2019 for the Accessions Information Environment (AIE). Rutherford's drive and support for contract award and execution through 2020 allowed her to transition from a contractor role to that of an Army Civilian. Rutherford supported AIE, a Business Systems Category (BCAT) I program valued at over $375 million across the Future Years Defense Program and over $1 billion over its life cycle. Rutherford's contributions at AIE included helping restructure the program, communicate with professional staff members from Congress, prepare and defend program objective memorandum planning requirements, and lead integrated product teams across all disciplines to ensure standards were applied across the entire program and effective communications took place. In 2021, Rutherford accepted a developmental assignment as the deputy product lead for AESIP Hub. She worked with the Army Shared Services Center to address resource gaps and any discrepancies in AESIP Hub performance metrics, including backlog tickets by functional group, help desk availability and resource allocations. Through constant monitoring, the program office was able to manage priorities and address any resource constraints and schedule slippages.

Ms. Sarah Mullins

Sarah Mullins assumed the charter of PEO EIS' Computer Hardware, Enterprise Software and Solutions (CHESS) product office in December 2022. As CHESS product lead, she leads a team responsible for establishing and maintaining no-fee, flexible contracts through which Army customers may procure commercial off-the-shelf IT hardware, software and services via an e-commerce-based process (IT e-mart). Before arriving at CHESS, Mullins was a senior project officer for EIS' Defensive Cyber Operations (DCO) project management office, supporting foreign military sales projects on information and infrastructure modernization for partner and coalition nations. Prior to DCO, she served with EIS' Global Enterprise Network Modernization - OCONUS product office, formerly known as Power Projection Enablers, providing network, information and infrastructure modernization services in support of two combatant commands and two Army service component commands spread across the European theater. Mullins was commissioned into the Signal Corps in 2004, serving in a variety of tactical and strategic Signal organizations, prior to transitioning to the Army Acquisition Corps in 2012. In 2016, she left active duty and entered civil service with PEO EIS, serving as assistant product manager for the Installation Information Infrastructure Modernization Program, responsible for modernizing command centers through development and delivery of critical command, control, computers, communications, cyber and intelligence capabilities to U.S. warfighters across the globe. Mullins' education includes a bachelor's degree in criminology from Florida State University and a master's degree in public administration from Clemson University. She is a member of the Army Acquisition Corps and holds advanced Defense Acquisition Workforce Improvement Act certification in program management and foundational/professional certification in engineering and technical management. Mullins' military and civilian awards include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal (four Oak Leaf Clusters) and the Civil Service Commendation Medal.

Tara Clements currently serves as the director of strategic communications for PEO EIS at Fort Belvoir, Virginia, where she leads all aspects of the organization's strategic communication mission. Over the course of 18 years in public affairs, she has worked in various positions across the Army in plans, media relations and outreach - from the Office of the Chief of Public Affairs to the former U.S. Army Accessions Command and Joint Force Headquarters-National Capital Region/U.S. Army Military District of Washington. She also has supported numerous nationally broadcast events at Arlington National Cemetery. Prior to working at PEO EIS, Clements served as the public affairs specialist for the U.S. Army Acquisition Support Center, overseeing all aspects of its digital presence - including an award-winning website and social media platforms that resulted in exponential growth and engagement. Additionally, she served as the Army AL&T news blog editor and still occasionally writes articles for the award-winning Army AL&T magazine. Most recently, she participated in a developmental assignment, working as the social media manager for the former Under Secretary of the Army. Clements has led and been involved with national campaigns and projects, including the National Football League/Army traumatic brain injury awareness initiative; Medal of Honor recipient outreach; Operation Tribute to Freedom, a cornerstone outreach program connecting Soldiers with their communities across the country; the Army Strong recruiting campaign launch; Spirit of America performances; and presidential state funerals. In her current position, she designed a campaign commemorating the 25th anniversary of the Army Acquisition Corps, working with DOD and the White House on a message from President Barack Obama recognizing the occasion. Clements earned a Bachelor of Science in communications from Radford University, Radford, Virginia, in 2002. Her individual and team awards include a Gold Quill from the International Association of Business Communicators and a Public Relations Society of America Regional Thoth Award for communication campaigns. The USAASC website was named Best Government Website with a W3 award, Marcom Gold Award and Apex Award. In 2014, it earned the Maj. Gen. Keith L. Ware award for best Army website. Steven W. Reichard is the product lead for the Medical Communications for Combat Casualty Care (MC4) Product Management Office (PMO), which is part of Program Executive Office Enterprise Information Systems' Integrated Personnel and Pay System - Army portfolio. Reichard assumed the permanent role in October 2022 after serving as acting product lead since February 2021. The MC4 PMO integrates, fields and provides technical support for the Army's deployable electronic medical record (EMR) system that enables lifelong EMRs for Soldiers from their service time through retirement. Prior to serving in various leadership roles at MC4, Reichard held the positions of project manager (PM), Integrated Clinical Systems, U.S. Army Medical Materiel Agency (USAMMA); PM, Aeromedical Evacuation Mission Equipment Package, USAMMA; PM, Army Medical Commercial Systems, U.S. Army Medical Research and Materiel Command; PM, Medical Support Systems, U.S. Army Medical Materiel Development Activity (USAMMDA); deputy project manager, Applied Medical Systems, USAMMDA; and biomedical engineer/PM, USAMMDA. In these roles, Reichard led acquisition life cycle strategy and harmonization, systems engineering, budget oversight and Army policy development.
