Jerry Gallagher first visited South Africa on vacation in 1998. A number of attributes caught their attention including its natural beauty, the delightful and friendly people and the existence of an impressive economic infrastructure. This experience led them to design and eventually create the Gallagher Foundation. Since the people of South Africa provided them with the inspiration, it was only fitting that their nation be the inaugural country for the scholarship program in 2001. Jerry Gallagher was an extraordinary man who loved to build things. Jerry had a successful career helping build many companies. He and his wife, Ellen, built a strong, loving family. Included in his family were the Gallagher Scholars. Jerry loved to interview potential candidates to hear about their vision for their country and the role they would play in it. One of his great joys was talking with the Scholars and graduated Scholars.

Founded by Ellen and Jerry Gallagher in 2001, the Gallagher Foundation provides undergraduate scholarships for university scholars chosen in three developing countries: Mexico at ITESM - Monterrey Campus, South Africa at the University of Cape Town and Turkey at Boğaziçi University. The Gallagher Foundation provides scholarships to Scholars with academic majors including architecture, business, education, engineering, history, language, law, math, medicine (in South Africa), philosophy, political science, psychology, science and technology. The original group of Gallagher Scholars started their first year in 2002 in South Africa. Scholarships began in Mexico in 2004 and in Turkey in 2005. All three countries selected by the Gallagher Foundation possess the following common criteria: a democratic government, an excellent university, a developing economy that is strong enough to provide sufficient job opportunities to very talented and well educated young people, a sizable population, laws that promote religious freedom and ban discrimination (religion, race, gender), extensive use of the English language, the reality or the promise of a peaceful environment, and the potential to make a major impact in a specific region of the world. In 2014, Megan Prindiville became President of the Gallagher Foundation upon the passing of Jerry Gallagher. Megan previously served as Director of Administration and Vice President of the organization. Jerry left a strong legacy with the Foundation and his family.
