Dr. John D. Horowitz - Founder

Dr. John D. Horowitz was born in New Jersey and received his BA degree Cum Laude from Brandeis University in Massachusetts. He attended the Temple University School of Medicine in Pennsylvania where he graduated in the Alpha Omega Alpha Honor Medical Society. He stayed on at Temple to complete residency training in Surgery. From there, Dr. Horowitz went to the Ohio State University Hospitals for Fellowship training in Peripheral Vascular Surgery. Dr. Horowitz is Board Certified in Vascular Surgery, receiving academic acclaim with numerous publications & teaching faculty appointments. He has been practicing vascular surgery in Orlando since 1993, focussing on minimally invasive vein therapies. He is active in many societies, including the Southern Vascular Society, the Florida Vascular Society & the American College of Phlebology. Dr. Horowitz, the founder of the Central Florida Vein & Vascular Center, is fellowship-trained and has 25 years of professional experience. He has been practicing vascular surgery in Orlando since 1993. He is only one of a few hundred venous physicians in the country who are Diplomates of the American Board of Venous and Lymphatic Medicine (ABVLM). The ABVLM requires rigorous testing, certification, and expert knowledge from their diplomats-which separates these specialists from those who are not as knowledgeable in vein care.

Dr. Rafael Quinones

Dr. Rafael Quinones is originally from Puerto Rico and he is a graduate from the University of Puerto Rico. Dr. Quinones earned his medical degree from the Faculty of Medicine of Sevilla, Spain. After Medical School he returned to Puerto Rico to complete a Surgical residency at the University Hospital of Ponce. He became an Associate Professor of Surgery at two Medical Schools and Surgical Residencies. The Mid-Michigan Physician Group recruited him where he became the Director of Surgery and Clinical Professor of Surgery at the Central Michigan University. He and his wife Pamela have four daughters, 2 grandchildren and expect more in the future. Dr. Quinones enjoys golf, fine dining, and travel with his wife. Dr. Quinones has over 30 years' experience treating patients with venous disease through minimally invasive vein therapies including Endovenous Laser Therapy, Radiofrequency Vein Ablation, and Venaseal therapy. Dr. Quinones is Board Certified in General Surgery, Fellow of the American College of Surgeons & lifetime member of the Alpha Omega Alpha Honorary Medical Society.

J. Garry Wrobleski Jr

Dr. Garry Wrobleski grew up in Dickson City, a suburb of Scranton, Pennsylvania. After graduating from Bishop O'Hara High School, he earned his Bachelor of Science degree from the University of Scranton. Dr. Wrobleski earned his medical degree from the Philadelphia College of Osteopathic Medicine. He then completed his Internship and General Surgical residency at The Philadelphia College of Osteopathic Medicine. Dr. Wrobleski then went on to complete a vascular surgery fellowship at the University of Medicine and Dentistry of New Jersey (UMDNJ) where he received endovascular training and was named Chief Vascular Fellow. Dr. Wrobleski and his wife Lori have 2 children. He enjoys the outdoors, including hunting, fishing, and playing golf. Dr. Wrobleski has 20 years of expertise in minimally invasive care, is a board certified surgeon & and Fellow of the American College of Osteopathic Surgeons. Highly regarded in academia, he is routinely an examiner for the vascular surgery oral board exam. He is a member of many prestigious academic medical & vascular surgical societies.

Jason B. Carter

Jason Carter is a welcomed specialist in venous disease. He received his undergraduate degree, a Bachelor of Science in Micro and Molecular Biology from the University of Central Florida in 1998 and received his Physicians Assistant Degree at the College of West Virginia in 2002. His personal attention to his patients and his commitment to a noticeable improvement in their quality of health, from their initial visit to their post treatment follow up, is a true asset to our practice and a big reason for its success. Since 2004, Jason has been an active member of the American College of Phlebology and has performed over 10,000 Venous Ablation procedures. With an in-depth knowledge and experience in the field of minimally invasive vein therapy, Jason has often assisted in the training of Physicians and other Physician Assistants.

Jessica Lebron

Jessica's 15 years of nursing experience and extensive medical training in leg vein health make her a great asset. Jessica is a member of the American Academy of Nurse Practitioners and is trained in aesthetic care with Botox and Fillers.

Paige Mackenzie Cupp

Paige Mackenzie is a Florida native who was born in Fort Lauderdale and matriculated at the University of Florida in 2004 where she earned her bachelor's degree in Applied Physiology and Kinesiology. During her college career she began her path to medicine in 2007 as a medical assistant and readily embraced the field of health care. Her primary role was assisting in extensive skin cancer surgeries and advanced cosmetic dermatology procedures. Concurrently, she earned a master's degree in health science from the University of South Florida. Paige further pursued her passion for medicine and attended Nova Southeastern University's Physician Assistant Program, graduating with honors in 2016. Paige has been extensively trained in minimally invasive vein procedures and is proud to serve her community. Paige is board certified through the National Commission on Certification of Physician Assistants and is a member of the Florida Academy of Physician Assistants, the American Academy of Physician Assistants, and the Florida Medical Association.

Todd Hansen
