Barbara Eyman has been representing a diverse set of clients on health care law and policy matters since 1991. Her practice focuses on Medicaid, Medicare, the Children's Health Insurance Program, and the development and implementation of a wide variety of programs under the Affordable Care Act (ACA), including Health Benefits Exchanges.
Eva Johnson advises and advocates on behalf of hospitals and other health care providers and suppliers, trade associations, insurers, and universities on regulatory, transactional, legislative, and government enforcement matters, with a focus on Medicare and Medicaid reimbursement, health care and delivery system reform, and fraud and abuse laws.
For ten years, Eva Johnson has advised and advocated on behalf of hospitals and other health care providers and suppliers, trade associations, insurers, and universities on regulatory, transactional, legislative, and government enforcement matters. Her practice focuses on Medicare and Medicaid reimbursement, regulatory compliance, health care and delivery system reform, academic medical center affiliations, and administrative and judicial appeals. Eva routinely assists clients in identifying and implementing Medicare and Medicaid funding opportunities and analyzing related compliance risks. She regularly tracks trends and developments in Medicaid waivers, offering particular insight into the evolving and often unwritten policies of the Centers for Medicare & Medicaid Services, particularly as it relates to funding for delivery system reform, uncompensated care, payment innovation, and Medicaid expansion. Eva also has significant experience in federal legislative and administrative advocacy, working with clients to assess the range of legal and political options available, draft advocacy materials and legislative language, comment on proposed regulations, and where necessary, challenge problematic agency rules and policies in court. Eva also regularly advises clients on the applicability of fraud and abuse laws in a variety of contexts, as well as federal requirements related to overpayments and the frequently changing and increasingly expansive federal False Claims Act.
Eva joined Eyman Associates in 2013 after six years in the Health Care Group at Ropes & Gray, LLP. Prior to entering law, Eva worked as a research associate at the Advisory Board Company, a Washington, DC based research and consulting firm, and served as a Rappaport Fellow for Law and Public Policy in the office of Massachusetts Senator Susan Fargo.

Morgan Handley joined Eyman Associates as an associate in January 2022, and assists in all aspects of the firm's representations. She comes to the firm with a deep Medicaid background, both in academia and in government, and has advocated to protect the rights of Medicaid beneficiaries.
Sandra George joined Eyman Associates in 2024 after almost two decades in government, most recently as the Assistant General Counsel for Health Care at the U.S. Government Accountability Office (GAO).
Sarah Mutinsky focuses her practice on providing strategic regulatory, legislative, and advocacy assistance in matters of health care law, policy and financing. In the course of this practice, she works with a range of clients from national and state associations, to individual hospitals and health systems, academic medical centers and faculty physician groups, federally qualified health centers, and other health care providers and suppliers.
