Mr. Ramirez began his legal career as a deputy public defender representing indigent criminal defendants in appeals before California Courts of Appeal and the Supreme Court, including murder cases. During the next 15 years he served as a Deputy Attorney General in the Licensing and Health Quality sections of the California Department of Justice where he prosecuted physicians, psychologists and nurses and other licensed professionals on behalf of the Medical Board of California, Board of Psychology and Board of Registered Nursing. In this capacity, Mr. Ramirez handled hundreds of cases including more than 300 quality of care hearings before the Medical Board of California. In 1999, Mr. Ramirez was promoted to Supervising Deputy Attorney General of the Los Angeles office of the Health Quality section. From 2000-2012, Mr. Ramirez was again promoted and served as the Senior Assistant Attorney General of the Health Quality Enforcement section of the California Justice Department. In this capacity, Mr. Ramirez had daily interaction with the Executive Staff of the Medical Board of California which was the section's principal client. He was responsible for supervising all health quality enforcement actions throughout the state and the supervision of 60 deputy attorneys general. He also served as the principal liaison to the section's clients, including the Medical Board of California, Board of Psychology, Osteopathic Medical Board and Board of Podiatric Medicine. He also served as the legal and legislative advisor to the Attorney General on matters within the section's legal programs and participated in the formulation of the Office of the Attorney General's health care policies and program objectives. Since 2013, Mr. Ramirez has been working in the private sector representing physicians and pharmacists in licensing board disciplinary proceedings and both plaintiffs and defendants in complex civil litigation cases in state and Federal courts. Mr. Ramirez's extensive experience uniquely qualifies him to represent health care professionals in licensing board investigations and hearings.

Mr. Chou has had a distinguished career as an attorney and has been highly regarded internationally as an advisor to cross-border business and strategies. Previously, Cedric was a member (partner) at Greenberg Traurig, a leading international law firm, and later on the China practice head in Los Angeles at another major international law firm, Kaye Scholer, headquartered in mid-town New York City. In finance, Mr. Chou's experience ranges from general corporate, venture capital investment, merger and acquisition to initial public offering. His experience working in Beijing, Hong Kong, Shanghai, Shenzhen and Taipei, in addition to California, allows him to bring to the table a greater understanding of Pacific Rim legal, business, government affairs and cultural issues. As such, he had helped establish the Hong Kong office of a major Wall Street law firm, Brown and Wood, and successfully assisted in developing its Greater China strategy. He has assisted Fortune 500 companies investing in China and Taiwan, and has assisted Taiwanese and Chinese companies in a wide range of US matters. In addition, Mr. Chou taught as visiting professor at two of the most prestigious schools in China: the Guanghua School of Management at Peking University and the School of Law at Fudan University. Originally from New York, Mr. Wittenberg moved to California to attend Whittier Law School, where he graduated cum laude and was Articles Editor of the Law Review. He has earned a reputation as an attorney who works hard to get cases closed during the investigative stage, before formal charges are filed against his clients. He also has extensive experience negotiating settlements and trying Board cases. After he left the Attorney General's office, Mr. Wittenberg worked for a prominent medical malpractice defense firm, where his clients included Kaiser Foundation Hospitals and the Southern California Permanente Medical Group. Mr. Wittenberg has extensive experience representing clients in civil litigation during the past 25 years. He has defended physicians, psychologists and hospitals in health care malpractice cases. Mr. Wittenberg developed a special interest representing patients in civil law suits who have suffered emotional injury caused by the exploitive conduct of their psychotherapists and others who have suffered catastrophic injuries due to negligence or intentional conduct. He also represents health care professionals when a conflict develops between the insured and the insurance company. Mr. Wittenberg is an adjunct professor at Antioch University's Masters in Psychology Program where he teaches Professional Ethics and the Law to psychology graduate students. He has authored several articles, and lectures on legal and ethical issues that psychotherapists face.
