Joined board in 2018. Mrs. Baker retired from a career as a Supervisor/Inspector for the Department of Ecology. Her experience includes hazardous waste compliance, environmental education outreach, and business administration. She holds a MS degree in Environmental Management.
Joined the board in 2021. Ms. Smutny has over 25 years of experience in Finance Operations Management. Her experience includes Accounts Payable, Receivables and Purchasing. Additionally, she has experience in Non-Profit organizations currently serving as President of Quarter Midgets of America, Inc. a non-profit racing organization for kids. She has over 20 years of management experience.

Joined board in 2002. Mr. O'Brien is a Program Manager with the King County Office of Emergency Management. Prior to this, Mr. O'Brien was a civil engineer for 30 years and built many significant roadway and sewer projects in the Puget Sound area and across the United States. Term expires March, 202

Mrs. Hibma is currently employed as a Company Comptroller with 30 years' experience in In-House Auditing of company financial records including Profit and Loss Statements, Balance Sheets, Tax payments and General Ledger Accounts. Mrs. Hibma's father was one of the original Trustees of Sallal back in 1969 and she is proud to be following in her father's footsteps.

Joined the board in 2019. Mr. Costello is an independent consultant providing technical and project management services to customers in the energy, manufacturing, and transportation markets. He is a licensed professional engineer with 36 years of experience in the design, construction and maintenance of large industrial facilities and utility infrastructure projects.
Joined the board in 2020. Mr. Formisanno and his wife, Jan, have lived in North Bend since 2002. Mr. Formisano is retired from both the U.S. Coast Guard and Boeing. He has spent a majority of his career in Naval Engineering, Shipboard Operations & Maintenance, Project Management and Systems Engineering. He has master's degrees in Mechanical Engineering and Engineering Management. Rich enjoys spending his free time skiing, golfing, woodworking and helping his wife & neighbors provide and serve meals to homeless people in the valley through Snoqualmie Valley Shelter Services.

Joined the board in 2020. Mr. McKone is a licensed environmental engineer and works as municipal wastewater facility manager for the Department of Ecology's Water Quality program. He received a Bachelor's degree in Environmental Engineering from Oregon State University in 2000 and a Master's degree in Environmental Engineering from OSU in 2002, with both degrees focusing heavily on water-related topics. Mr. McKone has a strong interest in helping the association to preserve its ability to provide high quality water to its members at affordable rates.
