Andrew Shelly

Andrew Shelly has joined our firm as Planner and Paralegal. Andrew has a master's degree from West Chester University in urban and regional planning with a certificate in geographic information systems (GIS), which were received in 2020. Andrew also has a bachelor's degree in biology from Lycoming College, which were received in 2018. Andrew has several years of planning experience in both the public and private sectors. Prior to joining Shipley & Horne, P.A., Andrew served as a Planner II with the Maryland-National Capital Park and Planning Commission ("M-NCPPC"). At M-NCPPC, Andrew assumed responsibilities as a case reviewer for Urban Design and Zoning cases in the Development Review section of the Prince George's County Planning Department. Andrew worked on a variety of projects, which included providing staff reports and presentations to both the Planning Board and District Council in Prince George's County. Prior to working with M-NCPPC, Andrew worked as a Planner for Cotleur & Hearing of Palm Beach Florida, and as a Project Manager and GIS Analyst for Softdig.

Arthur J. Horne Jr., the President and Managing Partner of Shipley & Horne, P.A., has been practicing law for more than 25 years. He is admitted to practice in both the Federal and State trial courts and appellate courts in Maryland and the District of Columbia, as well as the United States Supreme Court. His bar association memberships include the Federal Bar Association, Maryland State Bar Association, District of Columbia Bar Association, Prince George's County Bar Association and the J. Franklyn Bourne Bar Association, serving in leadership positions in all.

Cathy Lutz

For more than a decade, Cathy Lutz has served as Shipley & Horne, P.A.'s Audits Coordinator. In this role, Ms. Lutz utilizes her proficiency with numbers by coordinating all of the audits that have resulted from the many home foreclosures throughout Prince George's County. Ms. Lutz joined the Shipley & Horne, P.A. team in 2000 while also working for Prince George's County government, sustaining her close ties to the Prince George's County community. She retired from her government position in 2002 and continued to dedicate herself to her work with the auditing team at Shipley and Horne. She enjoys the camaraderie at the firm and working closely with her colleagues. Originally from Los Angeles, CA, Ms. Lutz enjoys traveling as well as gourmet cooking.

Dennis Whitley, III

Mr. Whitley focuses his practice in the area of general civil and appellate litigation, administrative law, land use and zoning. He represents clients in complex administrative and constitutional matters relating to zoning violations, administrative appeals, landlord and tenant, breach of contract and personal injury matters, appearing regularly before state trial and appellate courts and administrative tribunals. Mr. Whitley's extensive litigation experience includes being the sole or lead attorney handling jury and bench trials in both District and Circuit Courts throughout the State. He has also successfully participated in dozens of appeals in the Maryland appellate courts, appearing before both the Court of Appeals and the Court of Special Appeals. Mr. Whitley is also involved in professional, civic and community activities in Prince George's County and the State. He has served as a court-appointed trustee in the Circuit Court for Prince George's County and as a mediator in the District Court for Prince George's County. He is an appointed member of the Maryland Attorney Grievance Commission and serves on the Board of Directors for the Maryland Assembly for School-Based Healthcare, Inc. Mr. Whitley is also an active member of the Laurel community, currently serving as a member of the City of Laurel's Greenbuild and Moderately Priced Dwelling Task Force. He is also previous member of the Board of Directors for the Ashford Homeowners' Association and a current member of the Wellington Architectural Review Committee. Mr. Whitley is an active member of the Maryland State Bar Association, the Prince George's County Bar Association and the J. Franklyn Bourne Bar Association.

John J. Ferrante has joined our firm as a Senior Land Planner and Paralegal. John brings over twenty-five years of experience in planning, zoning, and development to our firm. John amassed a wide variety of experiences over his 25 years in the Public and Private Sectors. Prior to joining Shipley & Horne, P.A., John served as a Senior Planner with the Maryland-National Capital Park and Planning Commission ("M-NCPPC"). At M-NCPPC, John honed his expertise, assuming increasing responsibilities in the areas of Planning, Development Review, Permit Review, Subdivision, and Zoning. Prior to working with M-NCPPC, John served as a Project Coordinator with the Prince George's County Department of Public Works and Transportation, and also as a civil engineer and land surveyor at Baldwin and Sampson Engineering and Surveying.

Lori Bonnette

Lori Bonnette joined Shipley & Horne, P.A. in November 2023 as a Legal Assistant. She currently supports litigation and other case management functions within the firm. She assists with a broad range of activities, providing for a smooth and productive work environment. Ms. Bonnette thrives in the fast-paced legal environment at Shipley & Horne, P.A., where there is always something requiring her skill set or simply a watchful eye.

Marilyn K. Taylor

As office manager, Ms. Taylor has the opportunity to interact with all of the firm's team members and she enjoys making a difference and creating a positive office culture. Prior to joining Shipley & Horne, P.A. in 1995, Ms. Taylor worked at the firm of Meyers, Billingsley, Shipley, Rodbell & Rosenbaum, P.A. Robert J. Antonetti

Robert J. Antonetti, Jr., is an experienced attorney effectively advancing the interests of developers, builders, businesses and individuals in Maryland. Mr. Antonetti graduated from the University of Maryland School of Law in 2001 and is admitted to practice law in the State of Maryland. Mr. Antonetti has considerable experience in navigating complex and ever-changing laws and regulations related to land use and zoning and other administrative and regulatory areas in Maryland. He provides a full range of services in the following areas: zoning and rezoning of property; master plans; sectional map amendments; mixed-use development; planned unit development; transit oriented development; subdivisions; annexations; special exceptions; variances; site plans; court appeals from government action; administrative land use hearings; entitlement preservation and extensions; contract negotiations and transactional documents; recreation facilities agreements; storm water management regulations and agreements; private land use covenants; public utility easements; amendments to County 10-year water and sewer plans; historic preservation; zoning opinions; permits; and tax assessment appeals (residential and commercial). A few representative matters that Mr. Antonetti has been significantly involved with include: Beechtree, a 1,200 acre planned unit development in Upper Marlboro, Maryland; Melford, a 400+ acre mixed use employment/residential development in Bowie, Maryland; Doctors Community Hospital in Lanham, Maryland; and Marlboro Ridge, a 500+ acre residential development in Upper Marlboro, Maryland. In addition, Mr. Antonetti has negotiated a complex amendment to an Annexation Agreement and Declaration of Covenants with a local municipal government and has obtained rezoning and subdivision approval for a future 300,000 sq. ft. commercial shopping center. He has also drafted and obtained approval of numerous legislative text amendments to the Prince George's County Zoning Ordinance including the addition of a definition for "Flex Space" and permitting said use by right in certain zones. Recognized for excellence in his work, Mr. Antonetti was selected as a Maryland Rising Star in the area of Land Use & Zoning by Maryland Super Lawyers in 2009, 2010, and 2012. Mr. Antonetti is a member of the Maryland Bar Association and the Prince George's County Bar Association. Russell W. Shipley

Russell W. Shipley has been practicing law for more than 50 years and brings a wealth of experience and knowledge to the clients of Shipley & Horne, P.A. Mr. Shipley was admitted to the practice of law in the State of Maryland in 1959, and is also admitted to practice before the United States District Court in Maryland, the United States Court of Appeals, 4th Circuit and the Supreme Court of the United States. Mr. Shipley has vast legal experience in both the public and private sectors. A life-long resident of Prince George's County, he served as Deputy County Attorney for Prince George's County for more than 4 years. His areas of practice include: zoning, land use, subdivision, administrative law, municipal law, condemnation (eminent domain), tax assessment appeals, alcoholic beverage law and regulations, business and corporate law, civil litigation and appellate advocacy. Mr. Shipley has successfully argued well over 50 cases in the Maryland Court of Appeals and Court of Special Appeals, many of which have been landmark decisions. Over the years, he has been the sole or lead attorney in guiding major industrial, commercial and residential development to fruition, including Ammendale Business Campus, Metro East Office Park at New Carrollton, Landover Mall, Iverson Mall, and the comprehensive residential developments of Villages of Marlboro, Kettering, Lake Arbor and Calverton. A highly regarded attorney, Mr. Shipley has received numerous prestigious recognitions for his work over the years. He has been named by the Washingtonian magazines as one of the top "100 Most Influential People" in the Washington D.C. metropolitan area. His legal successes have been well documented among the landmark recorded cases in Maryland, as well as in the Washington Post and other newspapers. Recognized as a pre-eminent attorney and scholar in the field of land use law, Mr. Shipley is also the author of many articles and essays which have been published in real estate, land use, and legal publications, including The Maryland Law Review. He has also given numerous lectures and participated in seminars before legal and real estate organizations on subjects including land use, municipal law, taxation, assessment, real estate law, subdivision and condemnation. Recognized as the local "Dean" of land use lawyers, Mr. Shipley has mentored numerous other land use attorneys over the decades, many of whom now serve in key public or private positions throughout the State.
