Dick Spence has been a longtime volunteer with the Wilsonville Public Library in several capacities. He is a member of the Wilsonville Library Foundation Board, a board member and volunteer with the Friends of the Wilsonville Library, and has been a member of the city Library Board. For all these efforts, he was named Wilsonville Library Volunteer of the Year.
His other volunteer efforts include stocking shelves at the Wilsonville Food Bank, and serving as treasurer and participant with the Wilsonville Theater Company. His volunteer resumé with St. Cyril Catholic Church include helping to raise funds on the PACE committee, and hosting a weekly social gathering after Saturday Mass.
Dick also was honored for longtime involvement in the Community Center, frequently volunteering for such activities as Movies in the Park and the middle school dances. Dick also served on the committee that helped select a City Hall location.

An honorary member of the Wilsonville Rotary Club, Doris has contributed to the Wilsonville community in innumerable ways. She has twice served as Wilsonville Chamber of Commerce president and many years as a board member. She has been secretary of Through A Child's Eyes since its founding and has served on the West Linn-Wilsonville School District Long Range Planning Committee.
Jay Puppo was named the 2012 Wilsonville First Citizen for his longtime community involvement in a variety of capacities, including as founder of the Wilsonville Kiwanis Club.
In 2004, he led the creation of the club's signature event, the Wilsonville Kiwanis Kids Fun Run, a non-competitive event that promotes the health and well-being of our youth while affirming the family-friendly environment in the Wilsonville community. The Kids Fun Run generates proceeds which are reinvested in the community through the Wilsonville Outreach Program, which Jay founded in 2006. In addition, he founded the Wilsonville High School Key Club, a Kiwanis-affiliated service group.
His most recent Kiwanis project is the creation of a local Dolly Parton Imagination Library literacy program, providing books to encourage parents to read to their children under age 5. Jay is also active in his church, in his sons' school and athletic endeavors, and as a volunteer with Wilsonville Food Bank.
Jay is an agent with State Farm Insurance. He is married to his wife, Tammy. They have three sons and live in Wilsonville.
