Dr. Edward Akuamoah Boateng is a prominent figure in financial management, holding the position of Deputy Controller & Accountant General since 2019. As Deputy Controller Accountant General (ICTM), Mr. Jacob Yeboa is responsible for the management of all the CAGD's Information and Communications Technology resources. His key functions include: Advise management on ICT policy, Develop strategic plans for the technological development of the CAGD, Establish procedures, standards, and guidelines for the implementation of IT/IM systems of the CAGD, Document the ICT realities and requirements of the Department, Ensure the procurement, installation, and maintenance of IT infrastructure, Address the IT/IM Human Resource Management issues related to the delivery of services within the CAGD, Monitor and evaluate the implementation of IT/IM systems and Design and implement ICT disaster recovery plans. Mr. Richard A. Akolgo has a modest employment history. He started work as a professional teacher with the Ghana Education Service from 1994 to 2003. He in Yelwoko JHS and Tamale Senior High School (TAMASCO). In line with his love for teaching, he was also a part-time tutor with the University of Cape Coast Distance Education where he taught Financial Accounting, Cost Accounting and Quantitative Techniques. He was later employed at Bolgatanga Polytechnic in 2003 as an Senior Accounting Assistant and he rose through the ranks to become Assistant Accountant. He assisted the finance officer and acted occasionally as the finance officer. Until his appointment as Regional Director to start the Regional Directorate of CAGD for the newly created North East Region in 2019, Mr. Richard A. Akolgo also worked as Municipal Finance Officer for Kintampo Municipal Assembly from August, 2010 to July,2017and Techiman Municipal from Assembly from August, 2017 to July, 2019 Mr. Richard A. Akolgo is a Chartered Accountant with 14 years post qualification experience working at various institutions of the public sector. He obtained his professional qualification in May, 2008. He was employed at the Controller and Accountant-General's Department in 2010 as a Principal Accountant and subsequently promoted to the grade of Chief Accountant in 2017.

Mr. Sylvester Acquah

Mr Sylvester Acquah is a chartered accountant and a member of the institute of Chartered Accountants (Ghana) and he has over twenty (20) years professional experience. He is also a finalist of the Chartered Institute of Taxation (Ghana). Mr Acquah graduated with a Bachelor of Arts degree from the University of Ghana and thereafter started the professional accountancy programme at Kumasi Polytechnic now Kumasi Technical University. After completion of the foundation of the professional accountancy programme he enrolled at Institute of Professional Studies now University of Professional Studies. His working life has seen him working at the Kumasi Metropolitan Assembly where at a point he held the position of Expenditure Accountant and project co-ordinator for the financial component of the World Bank Urban Two project. Mr Acquah has also worked at the Accra Metropolitan Assembly where he served as the Deputy Metropolitan Treasurer of the Assembly. At the Head Office of the Controller and Accountant General's Department, Mr Acquah has worked there on three (3) different occasions. His first role was as the Deputy Head of Public Accounts. At another time, he was Director in charge of Procurement. Before being elevated to the position of Acting Deputy Controller and Accountant-General in charge of Payroll Management, Mr Acquah was the Director of Administration of the Department. For about a decade, Mr Acquah was the Head of Accounts of the Ministry of Defence and for about half a decade Mr Acquah also served as the Director in charge of Treasury at the Permanent Mission of Ghana to the United Nations. Mr Acquah has had training in Ghana and out of this country in various fields particularly in negotiation and arbitration, the latter using FIDIC rules. Early in hiss professional career, he served on one of the Presidential Committees on Emoluments for Article 71 office holders. Mr. Sylvester Acquah is a chartered accountant and a member of the institute of Chartered Accountants (Ghana), and he has over twenty (20) years of professional experience. Mr. Wisdom Komlan Messan

Mr. Komla Messan joined the Controller and Accountant-General's Department 31 years ago in 1989 and rose through the rank to become the current Deputy Controller and Accountant-General (DCAG) in charge of Audit & Investigations. He acted as Deputy Controller and Accountant-General in charge of Payroll Management Division from 2013 until he was confirmed in 2014 and continue to serve in that capacity until 2016 when he was posted to head the Finance and Administration Division of the Department. During his tenure as the DCAG in charge of Payroll Management Division, important payroll initiatives, such the Electronic Pay Slips System, Electronic Payment Voucher Validation System and the Third Party Reference System used for payroll integrity checks and the mobilization of Internally Generated Fund for the Department were implemented effectively and efficiently. Mr. Messan is a Chartered Certified Accountant and fellow member of the Association of Chartered Certified Accountant (ACCA). He completed the ACCA course in 1996 and worked at the Public Accounts Directorate and eventually became head of the Directorate until 2005 when he was posted to the Ghana Mission in the UK as the Chief Treasury Officer. As head of Public Accounts, he helped to implement reforms such as the vanosoft, vanrec and ACCPAC Accounting Software used in the preparation and reconciliation of the national accounts. He worked assiduously and produced the required reports by IMF under the high indebted poor country (HIPC) initiative to enable Ghana reach the HIPC completion point in July 2004. He holds an Executive Master of Business Administration Degree with major in International Management from the Swiss Business School where he came out with honors as the overall best student in his class. He also holds a Post Graduate Certificate in Business Creation from the Nobel International Business School. Mr. Messan is currently combining the position of the Deputy Controller and Accountant-General in charge of Audit and Investigations with that of Payroll Management Division, supervising over 250 staff. His vision for the Payroll Division is consistent with the overall vision of CAGD; that is to develop highly skillful and well-motivated staff who are well versed in the technologies required for efficient Payroll delivery. His overriding passion is to see all public servants across Ministries, Department and Agencies paid through a fully automated Controller and Accountant-General Payroll System which has budgetary control functionalities. He wants to minimize or completely eliminate the incident of ghost names on the Government Payroll. His focus as head of Internal Audit and Investigations is on system Auditing with concentration on high risk areas where he constantly makes recommendations for systems improvements and mitigation of risk. Mr. Wisdom Komlan is the Deputy Controller and Accountant-General Messan has served as Deputy Controller under four consecutive Controller and Accountant Generals. He has occupied the positions of deputy controller for Payroll Management , Finance and Administration, as well as Audit and investigation at various times . Since 2019, he has doubled as a deputy controller overseeing both the payroll Division as well as the Audit and investigation division of the Department. He is a Fellow member of the Chartered Association of Certified Accountants and also holds a post-graduate diploma in business creation as well as an executive masters degree in business administration with major in institutional management from the Swiz business school . He has been with the Department for the past 34 years and has left strong footprints at the national accounts directorate, foreign Mission treasury in New York and the Ministry of water resources works and housing finance directorate. His overriding passion is to see every division within the Controller and Accountant-General's Department equipped with the human and financial resources as well as the motivation to consolidate the achievements of the department as a world-class professional entity.

Mrs. Emelia Osei-Derkyi

Appointed to the Acting position of Deputy Controller responsible for Finance and Administration on 1st June 2021 and became substantive in June 2022. A public servant of about 27 years standing in the public service of Ghana, much of which has been in senior management positions. She is a Chartered Accountant and a Fellow of the Chartered Institute of Management Accountants (CIMA), now a Chartered Global Management Accountant (CGMA) with over 20 years of qualification experience, having completed in 2001. She is also a member of the Institute of Chartered Accountants Ghana and holds an MBA from the University of Leicester, UK. She was privileged to attend a short course on Public Financial Management at the Kenedy School of Government, Harvard. She started her working career in the Controller and Accountant General's Department when she was posted to the Ministry of Health (MOH) as a senior Accountant, where she held various positions and portfolios. She became the Head of the Financial Management services unit within the Ministry's Finance Directorate during her tenure there. She worked on various multi-donor projects, ensuring timely disbursement and reporting of the funds to various stakeholders. Significant of these projects were the Global Fund and Hearth Fund. She made significant contributions to financial management reforms in the MOH. She was promoted to Deputy Financial Controller before exiting the Ministry of Justice (MOJ) in 2009 as their Financial Controller. Having pioneered the establishment of a Vehicle Revolving fund at MOH, she established one at the Ministry of Justice to monitor recoveries of vehicle loans to Attorneys. As Financial Controller, she advised the Ministry on innovative ways to augment funding to improve their meagre budget. Financial management was strengthened during her tenure and contributed to many of the reforms at MOJ. She became Director of Finance at the Ministry of Education, where she provided leadership in financial management on several Government flagship programmes such as the SEIP and the Free SHS. Instituting innovative ways that ensured the provision of timely financial reports to various stakeholders and donor communities triggered the release of funds to the ministry. She contributed to developing various policy documents for these programmes. Before signing the GALOP programme, she was selected to join the high-level negotiation meeting at the World Bank in Washington. She was two times awarded the Best Director at the Ministry of Education in 2018 and 2019 She loves to build the capacity of staff around her. Her Philosophy is to provide selfless service and commit to acting with integrity. Her vision for the Finance and Administration Division is consistent with the overall vision of CAGD, which is to develop highly skilled and well-motivated staff using the appropriate technology for efficient service delivery. She is also a member of the Public Accountancy Supervisory Committee of ICAG and a Council member of the Institute of Accountancy training.

Mrs. Genevieve T. Fuseini

Mrs. Genevieve T. Fuseini is a Chartered Accountant with Eleven (11) years post qualification experience in the Public Sector. She qualified in November 2009. She was employed at the Controller & Accountant General's Department in December 1995 as an Accountant after completing the Ghana Accounting Technicians Certification Programme (now Accounting Technician Scheme West Africa - ATSWA). In fact, she was the first female qualified Accounting Technician in the country and first female Staff of the CAGD in the Ashanti Region to qualify as a Chartered Accountant. Mrs. Fuseini also holds a Masters Certificate in Local Government Financial Management from ILGS and a Post Graduate Diploma in Leadership & Management Studies from Paris School of Business Studies. At the Department, she rose through the ranks and in January 2011 she was promoted as Chief Accountant. PROFESSIONAL EXPERIENCE Until her appointment to Head the Northern Regional Directorate in April 2020, she worked at Kumasi Metro Assembly as an Accounts Staff and Head of the Accounts Department in Public Works Department. She was given further responsibilities as the Head of Finance in the following assemblies; Sekyere East, Sekyere Kumawu, Offinso Municipal, Ejisu- Juaben and Mampong Municipal. She is currently serving in the Audit Committee of Kumasi Technical University as ICA-GH representative and Mampong Government Hospital Genevieve T. Fuseini is a results-oriented Chartered Accountant, known for meticulousness, organization skills and the ability to provide continuous management of financial systems and budgets.
