Jennifer Bell

Jennifer Bell, founding partner of Chamber Hill Strategies, has a proven track record of success in Washington. Given her extensive experience and her deep business knowledge, she has worked effectively with companies, coalitions and associations to create policy solutions and legislative opportunities, respond to investigations, and mitigate the effects of harmful legislation and regulations. Named one of The Hill's "Top Lobbyists," Jennifer has more than 20 years of experience in advocacy and policy development. She served as majority policy advisor for the Senate Finance Committee for Chairman Charles Grassley (R-IA) and worked for the Senate Committee on Health, Education, Labor, and Pensions (HELP) under Chairman Jim Jeffords (I-VT). She also advised Sen. John Thune (R-SD), first as a legislative assistant in the House of Representatives and as his Senate campaign policy director. Prior to founding Chamber Hill Strategies in 2010, Jennifer led numerous client strategies at two prominent law and lobbying firms. In addition to her focus on the health and tax-writing committees, Jennifer works regularly with political appointees and civil servants at the agencies within the Department of Health and Human Services, the Office of Management and Budget, and the Department of Veterans Affairs. She also assists clients with matters before the Congressional Budget Office, the Medicare Payment Advisory Commission, and the Medicaid and CHIP Payment and Access Commission. Jennifer lectures around the country on health care policy and politics. A certified speech-language pathologist, Jennifer received an M.S. in Communication Disorders from the University of New Hampshire, and a B.A. in French from Wheaton College.

Shawn Friesen

Shawn Friesen, Principal at Chamber Hill Strategies, has more than 25 years of experience in public policy, government relations, and political affairs. Shawn is well regarded for his government affairs and health policy work both on Capitol Hill and within the health policy community. On Capitol Hill, Shawn served as Legislative Director and health policy advisor to a senior member of the House Ways and Means Committee, Rep. Mac Collins (R-GA), successfully pursuing the inclusion of priority provisions in the Medicare Modernization Act. He also advised Rep. Tom Ewing (R-IL) on health policy issues after beginning his service on Capitol Hill on the majority staff for the House Judiciary Committee and Chairman Henry Hyde (R-IL). Prior to joining Chamber Hill Strategies, Shawn established himself as a respected leader in the health care provider and policy community, serving for more than 11 years as Director of Legislative, Political & Grassroots Advocacy at the American Academy of Dermatology Association, where he was able to stopped and mitigated Medicare payment cuts and pursuing efforts and initiatives, including an annual congressional skin cancer screening event, to increase the specialty's visibility among policymakers. His previous roles included serving as Vice President of Congressional Affairs for the National Community Pharmacists Association and as Congressional Affairs Associate for the American College of Surgeons, where he successfully pursued policies and priorities on behalf of the College that were included in the Affordable Care Act. Shawn holds a B.A. in Political Science from Northwestern University.

Stacey Rampy

Stacey Rampy, Principal at Chamber Hill Strategies, is a renowned legislative and regulatory strategist with more than 25 years of public policy and government relations expertise. Throughout her multi-client career, including nearly 10 years as a founding partner of the top-tier bipartisan lobbying firm Rampy Northrup LLC, Stacey has counseled some of the nation's leading healthcare companies, trade associations and coalitions on a range of health care matters before Congress and the Administration. Stacey understands the challenges facing clients and applies her wealth of experience to execute strategies customized to maximize success. Previously, Stacey served as the co-chair of a large and varied healthcare practice at a nationally recognized lobbying firm where, in addition to her other clients, she served as the Executive Director of a coalition of employers, insurers and providers focused on implementation of the Affordable Care Act (ACA). She started her private sector career as the lead Democratic lobbyist for Merck, where she served on the senior team responsible for helping the company navigate market withdrawal of Vioxx. On Capitol Hill, Stacey held several senior positions in both the House and the Senate. She served as legislative director and health policy advisor to Rep. Anna Eshoo (D-CA), a senior health care aide to Senator Robert Torricelli (D-NJ), and an appropriations legislative assistant to Senator Barbara Boxer (D-CA) when she was a member of the Senate Appropriations Committee. A lawyer by training, Stacey holds a J.D. from UCLA and a B.A. from the University of Michigan.

Zach Schulz

Before joining Chamber Hill Strategies, Zach worked on health care policy for several years on the staff of Senator Chuck Grassley from Iowa. In this role, he developed a deep understanding of health care policy and the ability to communicate about complex policy issues. Zach also brings experience from the campaign world, including a run for Iowa House of Representatives in 2016 where he got just over 41 percent of the vote. Additionally, Zach has worked in state government and done work in government affairs in the non-profit association space.   Zach attended Wartburg College in Waverly, Iowa. He graduated from Wartburg with a B.A. in Political Science in 2016. Zach Schulz, Associate at Chamber Hill Strategies, conducts research on matters of public policy for the firm's clients and works to advance client interests in Washington.
