Abigail Lindsay

Abigail Lindsay is a health policy analyst at CHRT, on the health policy team. She specializes in integrating health and social services to improve care for adults with complex needs, particularly those who are eligible for both Medicaid and Medicare. Lindsay is deeply committed to promoting health equity and actively supports projects related to healthy aging and health-related social needs. While obtaining her master's degree, Lindsay managed a research project that evaluated insurance premium rates, specifically exploring the impact of the Healthy Michigan Plan on rate changes. In this role, she led the analysis of rate filings and conducted key informant interviews. Before joining CHRT, Lindsay was a nurse epidemiologist for the Detroit Health Department. She managed a specialty COVID-19 investigations team that assessed infection control practices to isolate and interrupt outbreaks in nursing homes. Lindsay's public health journey is complemented by her experience as a critical care registered nurse in medical and cardiac intensive care units. As a nurse, she provided clinical supervision and led quality improvement projects to enhance patient outcomes and safety. Lindsay holds two degrees from the University of Michigan: A Master of Public Health (MPH) degree in health management and policy and a Bachelor of Science Degree in Nursing.

Amy McKenzie

Amy McKenzie, MD, MBA is a board-certified family medicine physician with 13 years of experience in private practice and over seven years of experience in health care administration and clinical leadership. Dr. McKenzie joined Blue Cross Blue Shield of Michigan in 2013 as a physician consultant supporting quality management and accreditation. She is now the associate chief medical officer leading provider engagement. In her current role, Dr. McKenzie and her team provide clinical leadership for value-based provider programs and risk contracting. She helps to enable and support the provider network through education, communication, and practice transformation partnerships. Dr. McKenzie also leads a team responsible for BCBSM's enterprise-wide behavioral health strategy. Dr. McKenzie serves on the State of Michigan Certificate of Need Commission and was a former board member and president of the Michigan Academy of Family Practice Foundation. She graduated from Northeast Ohio Medical University and completed her residency at St. John Providence Health System in Southfield, Michigan. In 2017, she completed her MBA with a focus in medical management at the University of Massachusetts Amherst.

Ashya Smith

Ashya Smith is a 2023 Rebecca Copeland Memorial Intern at CHRT. She is mainly working with the health policy team. She graduated from the University of North Carolina, Chapel Hill's Gillings School of Global Public Health, with a master's in health policy in 2023. She is interested in black maternal health care, health equity, reducing health disparities, and improving healthcare access. While at the University of North Carolina, Smith interned for Birth Detroit and the United States of Care. In these roles, she learned how to use policy to advocate for marginalized communities. Smith also worked on kidney policy research projects as a policy associate at Arbor Research Collaborative for Health for two years. In 2019 Smith earned a bachelor's degree from the University of Michigan in international studies, focusing on global health and environment. During her undergraduate career, she interned at the Black Aids Institute as a UCLA Public Health Scholar, worked in sickle cell research in Ghana, and assisted in diabetes and food insecurity research at the University of Michigan School of Public Health.

Brady Kinnersley

Brady Kinnersley is CHRT's financial specialist. Kinnersley works with CHRT's business development and programmatic teams on project budgets and spend down reports. Before joining CHRT, Kinnersley was a grants accounting analyst at the University of Toledo in Ohio. He has experience in reviewing, analyzing, and evaluating the grant budget process, developing financial reports, and giving oversight on externally funded grants and contracts. Kinnersley is an alumnus of Pi Sigma Epsilon, a professional sales and marketing business fraternity. He is currently pursuing a master's degree in finance (MBA) and holds a bachelor's degree (BA) in finance from the University of Toledo.

Brent C. Williams

Medical Director , University of Michigan Complex Care Management Program Brent C. Williams, MD, MPH, is the medical director of the University of Michigan Complex Care Management (CCMP) program and a professor of Internal Medicine at the University of Michigan. As medical director of the U-M CCMP program since 2007, Dr. Williams has developed clinical programs to improve care and decrease inappropriate health care expenses among high-utilizing patients with combined medical, mental health, substance abuse disorders, and/or poverty and homelessness. Complex care management programs have been developed in collaboration with the Office of Clinical Affairs, Michigan Medical Home Work Group, primary care practices, and the Office of Population Health headed by Dr. Maria Han. Dr. Williams is the primary liaison for the University of Michigan Health System (UMHS) with community mental health (CMH) services, and co-chairs a task force developing joint clinical programs between UMHS and CMH. He also serves on the Washtenaw Health Initiative (WHI) Steering Committee and on multiple WHI work groups related to safety net clinics and mental health services. In medical education, Dr. Williams serves as director of the U-M Medical School Global Health and Disparities Path of Excellence, a co-curricular pathway providing medical students the opportunity to participate in summer research activities across the globe and develop leadership skills through in a series of community-based learning experiences, seminars, and structured learning experiences. An active primary care physician, Dr. Williams has published articles related to medical education and faculty development, and recently co-edited a book on the care of hospitalized older patients.

Deana Smith

Deana Smith is CHRT's associate director of community initiatives. She is responsible for providing project management support to community-based collaborative initiatives. She also provides analytic support with a focus on the intersection of health care and supportive human services, with an emphasis on aging research and policy issues. Prior to joining CHRT, Deana held several leadership positions in the non-profit and behavioral health sectors. She has more than 20 years of experience as a manager and director. Deana holds a master's degree in social work and a bachelor's degree in psychology, both from the University of Michigan. She is also a licensed clinical social worker.

Deidre N. Hurse

Dr. Hurse has an interdisciplinary background in both academic and executive leadership. Her most recent role was serving as the interim executive director of the Michigan Community Health Worker Alliance (MiCHWA), in preparation for the organization's first permanent director. During her tenure at MiCHWA, she guided the organization through its first strategic plan and transition to a federally recognized non-profit. Additionally, Dr. Hurse has leadership experience in health center operations and enabling services, and over 15 years of experience in viral disease prevention. She has led initiatives on the social determinants of health and served as a lecturer in the Department of Public Health and Health Sciences at the University of Michigan-Flint for several years.

Dr. Renu Tipirneni

Dr. Renu Tipirneni is an assistant professor of internal medicine at the University of Michigan Medical School and at the Institute for Healthcare Policy and Innovation (IHPI). Her research focuses on investigating the impact of health reform policies and programs on aging and other vulnerable populations, and on the delivery of care in the health care safety net. Tipirneni's current work includes examinations of access to care under health reform, Medicaid policy (including recent consideration of work requirements for beneficiaries), integration of behavioral and physical health care, and assessments of the social determinants of health in clinical practice. She is a co-investigator on IHPI's evaluation of Michigan's Medicaid expansion (the Healthy Michigan Plan) and is principal investigator of Michigan's Medicaid Health Homes program (MI Care Team) evaluation. She is passionate about the translation of research into health policy and practice. Tipirneni's clinical practice includes primary care and hospital medicine for adult patients at Michigan Medicine and at the VA Ann Arbor Health System. She completed her undergraduate studies at Cornell University; her medical school training at the University of California, San Francisco; her internal medicine residency at Massachusetts General Hospital; and her health services research training in the Robert Wood Johnson Foundation Clinical Scholars Program at the University of Michigan.

Emma Golub

Emma Golub (she/her) is a senior policy analyst at CHRT. She conducts research and analysis on Medicaid long-term care programs, social determinants of health, and other health policy issues in Michigan and across the United States. Prior to joining CHRT, Emma worked in global public health at Abt Associates, where she focused on private sector engagement for health, sexual and reproductive health, HIV, health equity, and the Middle East region. Her work at Abt included an assessment of private sector engagement in South Africa's and India's HIV responses and a landscape analysis of the private health sector in the Middle East and North Africa. Emma's public health career began in Amman, Jordan, on a project working to improve health outcomes for women and children. She is passionate about U.S. and global health and health equity.

Erica Matti

Erica Matti is a senior health policy analyst at CHRT on the health policy team. Prior to joining CHRT, she completed a Population Health Fellowship with Authority Health in Detroit, MI. During her fellowship year, she focused on environmental justice and water access issues in the city. Erica held an interim position as a qualitative researcher with the United Nations World Food Programme in Bogotá, Colombia, evaluating the effect of marketing interventions for women on economic empowerment and risk of intimate partner violence. Additionally, she created and conducted a small qualitative study in Metro Detroit focused on assessing the mental health impacts on Iraqi American families impacted by the change in immigration policies and detainments during the Trump Administration. Erica holds a master's degree in public health (MPH) from Emory University in Atlanta, and a bachelor's degree (BA) in communication sciences and disorders from Wayne State University.

Erin Horne

Erin Horne is a Community Engagement Program Manager at CHRT. Her work surrounds strategic support on racial healthcare equity and justice with the Washtenaw Health Initiative (WHI). She also works closely with Vital Seniors and the Healthy Aging Collaborative to create enduring outcomes for vulnerable elders and their caregivers in Washtenaw County, supported by data and research. Prior to joining CHRT, Erin primarily worked in clinical psychiatric spaces. She has worked for non-profits, hospitals, and Michigan Medicine's Department of Psychiatry Sleep and Circadian research unit. After realizing that policy and systemic flaws hindered effective treatment for clients and patients, she began to pursue macro social work and public health. Her passion lies within diversity, equity, and inclusion informed policy to progress quality healthcare delivery for oppressed identities. Erin holds a master's degree in social work from the University of Michigan with a concentration in management in human services. She obtained her Bachelor's from the University of Michigan - Dearborn in Behavioral and Biological Sciences.

Erin Spanier is CHRT's director of communications. In addition to supporting CHRT staff with client deliverables, Spanier provides communications consulting to local, state, and national health, mental health, and social service organizations. Currently, Spanier and her team are providing communication support to the Social, Behavioral, and Economic COVID-19 Consortium, the Washtenaw County Community Mental Health agency, the Law Enforcement Assisted Diversion and Deflection Program, the Washtenaw Health Initiative, the Promotion of Health Equity Project, and more. Prior to joining CHRT, Erin served as a communications specialist at U-M's Gerald R. Ford School of Public Policy, most recently as editor of State & Hill magazine and associate director of advancement communications. Before moving to Michigan in 2010, Erin spent ten years at Penn State University, serving as a lecturer in the liberal arts department and contributing to development, marketing, and strategic communications initiatives across the university. Erin holds a master's degree in creative non-fiction from Goucher College, a master's degree in education from the New School for Social Research, and a bachelor's degree in English and political science from Albright College.

Jennifer Black

Jennifer is a Project and Compliance Manager at CHRT. As a project manager, she supports CHRT's ongoing work to build a community-integrated health network which will provide services addressing health-related social needs to Michigan communities. As a compliance manager, she supports the operation of CHRT's compliance program, helps to create and implement policies and procedures, and assists with contract development. Prior to joining CHRT, Jennifer spent a decade working for hospitals, academic medical centers, health systems, research institutions, long-term care providers, health care providers, research consortiums, and nonprofit organizations on a wide range of regulatory, strategic, and transactional projects. She has extensive experience working with local, state, and federal agencies, in grants and contracting, and in matters of governance and administration. Jennifer's commitment to initiatives targeting health-related social needs originated during her time as a research assistant on a portfolio of federally-funded, community-based participatory research projects focused on increasing healthy food access and consumption, health education, and physical activity in underserved communities in Detroit, Michigan. She has worked through medical-legal partnerships to assist clients with housing, custody, special education, immigration, and public benefits matters. Jennifer lives in Ann Arbor with her spouse and three young children. She is the President of the Board of Directors of Children's Literacy Network, a Michigan nonprofit organization whose mission is to design and implement literacy-based programs to provide equitable opportunities for children to develop a love of reading and books. Jonathan Tsao

Before joining CHRT, Tsao was involved in program/data management and advancement for several health and social service initiatives in New York City. At Mount Sinai's Institute for Advanced Medicine (IAM), he served as the development manager for HIV care and prevention programs. At the American Cancer Society and Chinese American Medical Society he organized cancer prevention education, community health screenings, and CME-accredited events on health disparities affecting Asian Americans. He further contributed to a multi-year project that identified barriers to Hepatitis B prevention and care among Asian communities. Recently, Tsao completed a fellowship at The Data Incubator program, where he utilized machine learning to identify targeted strategies to reduce spread of COVID-19 and future pandemics. Jonathan holds a master's degree in biostatistics from the Mailman School of Public Health at Columbia University.

Karin Teske

Karin Teske is a senior project manager at CHRT on the research and evaluation team. Kimberly Snodgrass

Nancy Baum

Nancy Baum is health policy director at CHRT. She leads CHRT's work developing and managing health policy projects in health care reform, health status improvement, access to health care, local public health, and behavioral health. Nancy has deep expertise in the areas of mental health and substance use services, including coverage policy and provider payment in Medicaid and private insurance, workforce challenges and innovations, integrated care models and jail diversion programs. From 2010 - 2015, Nancy served as CHRT's team lead for policy analytics, directing data analysis and developing public information to illuminate health care trends in Michigan and across the nation. Prior to her work at CHRT, Nancy was a research health science specialist at the Center for Excellence within the Department of Veterans Affairs Medical Center in Ann Arbor, where she supported a national evaluation of the primary care-mental health integration program. She also served as a lecturer both at the University of Michigan School of Public Health and at the Eastern Michigan University School of Health Sciences. And before moving to Michigan, Nancy worked as a policy analyst at the U.S. Department of Health and Human Services in Washington, D.C., where she reviewed major health care reform proposals, wrote Congressional testimony, and provided technical assistance to Congressional staff. Nancy earned her PhD from the Department of Health Management and Policy at the University of Michigan School of Public Health, and her MHS from Johns Hopkins Bloomberg School of Public Health. She served as a board member for the Washtenaw Community Health Organization (predecessor to Washtenaw County Community Mental Health and the Community Mental Health Partnership of Southeast Michigan) from 2013 to 2015. Poonam Yadav is a member of CHRT's research and evaluation team with responsibilities for the Law Enforcement Assisted Diversion and Deflection (LEADD) program evaluation, Michigan Physicians Survey development and analysis, and the Promotion of Health Equity project. Prior to joining CHRT, Yadav was with the Center for Behavioral Health and Justice at Wayne State University. She has more than four years of experience in research and quantitative data analysis, focusing on identifying, supporting, and diverting individuals with mental health and substance use addiction out of the criminal justice system. Her findings have informed evidence-based policy decisions by jail administrators and staff, as well as community mental health and public safety agencies. From 2019 to 2021, Yadav worked on a sequential intercept model, identifying six different intervention points within the criminal justice system to divert inmates with serious mental illness to proper community-based services. During that time, she was also a Michigan Municipal Executive (MME) Fellow (2019-2020). Yadav earned her master's in public administration from Wayne State University, and is certified in data science (IBM), survey data collection and analysis (University of Maryland), and opioid crisis prevention, education, and practice for non-prescribing providers (University of Michigan).
