Capt. Mike Moore - VP

Captain Mike Moore

Captain Mike Moore is a Vice President with the Pacific Merchant Shipping Association in their Seattle office. Capt. Moore works to promote safe, secure, efficient and environmentally sound maritime trade through advocacy efforts, best practices, public policy engagement and outreach. Captain Moore retired in 2002 as the Coast Guard Captain of the Port, Puget Sound and spent most of his career in marine safety and port operations in Puget Sound, San Francisco and Los Angeles - Long Beach. After retiring from the Coast Guard, Mike served as Executive Director for the Puget Sound Steamship Operators Association before PMSA transitioned into the PNW. As Captain of the Port, he was recognized for implementing a number of marine safety and security initiatives including the formation of a Harbor Safety Committee with voluntary standards of care. Awards include the Legion of Merit, the Vice President Gore Hammer Award, two Legacy Awards from the Pacific States/BC Oil Spill Task Force and he was most recently recognized with the 2018 Puget Sound Maritime Achievement Award. Capt. Moore holds a Master of Marine Affairs degree from the University of Washington and is a graduate of the Coast Guard Academy where he later directed the Marine Science program in addition to teaching and coaching duties. After college he competed internationally and the U.S. Olympic Trials in the decathlon and has coached various sports from youth programs to athletes at the intercollegiate and international levels. He is a member of numerous maritime groups including service as Chair of the Emergency Response Towing Vessel Compliance Group, Chair of the Alaska Maritime Prevention & Response Network, Founding Board Member of the Washington State Maritime Federation and is a longstanding member of the Washington State Ballast Water Work Group and Puget Sound Maritime Air Emission Inventory Steering Committee in addition to his ongoing Harbor Safety Committee service. Civic involvement includes ongoing service as President of Save Our Communities promoting aerospace manufacturing and general aviation at an airport north of Seattle.

Jacqueline M. Moore - VP

Jacqueline M. Moore serves as Vice President for Pacific Merchant Shipping Association (PMSA) in the Long Beach office. Ms. Moore engages with regulators, policy makers and industry to promote feasible and sound maritime environmental and safety matters at the regional, state and federal levels. As a trained scientist, she proudly provides a unique perspective in the public policy forum. Ms. Moore has dedicated her career to the goods movement industry in various capacities in private and government roles. Prior to joining PMSA, Jacqueline oversaw environmental policy, planning, compliance and regulatory activities at the Port of Long Beach and BNSF Railway Company. Ms. Moore also worked in the Office of the Chair, Ombudsman's Office at the California Air Resources Board, aiding businesses in interpreting and complying with air quality regulations. Jacqueline earned a Master of Science in Climate Change with an emphasis in Policy from University College London in the United Kingdom. She is also a California State University graduate.

John McLaurin - President

PMSA president John McLaurin is a recognized authority on West Coast port, trade and transportation issues. John was selected to receive the prestigious 2013 Connie Award by the Container & Intermodal Institute. Connie recipients are recognized for their significant influence on containerization in world trade and transportation. Earlier, John was employed by American President Lines, the American Petroleum Institute and the Marine Spill Response Corporation. He is a University of California Davis graduate, and holds a law degree from Southwestern University. John is a frequent contributor to trade publications and, on a personal side, is active in special education for children and adults with autism.

Jordan Royer

Jordan Royer is Vice President of External Affairs of the association's Pacific Northwest office overseeing advocacy before the ports and cities of Seattle and Tacoma, and the state legislature. With expertise in environmental, regulatory and homeland security issues, Jordan is a resource to members with interest or concern about local or state governmental matters. Jordan joined PMSA in 2007 after serving as a Senior Advisor for Public Safety to Mayor Greg Nickels of Seattle and previously as an aide to U.S. Senator Barbara Boxer. He is a board member of the Manufacturing Industrial Council and previously served on the boards of Washington Ceasefire and Crosscut Public Media. He is a graduate of the University of Washington. In his spare time, Jordan continues to write for Crosscut on politics, transportation and public safety.

Laura Germany

Laura Germany is the Vice President of HR and Administration at PMSA located in their Oakland headquarters' office. She is responsible for the daily operations of PMSA which includes: accounting, bookkeeping, human resources, payroll, daily operations, and website maintenance. She has been with PMSA since 2004. Ms. Germany is a board member of the PMSA Foundation, a non-profit organization that provides funding to various non-profit programs that benefit California and Washington port communities, including programs for students, those with disabilities, and seafarers. She is also the President of Women in Logistics of Northern California (WIL). Prior to joining PMSA, she worked at Pacific Maritime Association.

Michele Grubbs - VP

Michele manages the Long Beach office as Vice President of PMSA. Prior to working for PMSA, Michele was employed by McDonnell Douglas, engaged in various international trade policy and marketing roles in Washington D.C., California and Western Europe. In addition to her responsibilities at PMSA, Michele currently serves on the Advisory Board for the Center of International Trade and Transportation (CITT) at the California State University at Long Beach; is on the Board of Directors of the Southern California Marine Exchange; is a member of Mayor Eric Garcetti's Export Council; is a member of the Board of Directors of the International Seafarers Center of Los Angeles/Long Beach; co-chair of the LA BizFed Transportation Committee; and is a member of the Port of Long Beach Women in International Trade Committee - which hosts a luncheon of over 100 professional women in trade and students from various high schools as part of an effort to provide mentoring and networking for high school students. She also serves on the PMSA Foundation, which provides financial and in-kind support to educational, charitable, environmental and non-profit programs that benefit California and Washington State port communities and promotes awareness of the maritime industry. Over the years Michele has represented PMSA on the Port of Los Angeles "No Net Increase Task Force", and the Ports of Los Angeles and Long Beach Supply Chain Optimization Task Force. She was one of several women honored in 2016 by the Mayor and City Council of Long Beach City, in recognition of "the role women play in transportation in the City of Long Beach." And in March of 2018, Michele was honored as "Woman of the Year" in the 70 th Assembly District by Assemblymember Patrick O'Donnell. Michele testifies frequently before both the ports and city councils of the Los Angeles and Long Beach on a variety of topics that impact international trade. She has also testified before the Federal Maritime Commission, California State Lands Commission, California Coastal Commission and various state and federal legislative committees and panels.

Mike Jacob - Chief Legal Officer, VP

Mike serves as General Counsel and Vice President of the Pacific Merchant Shipping Association. Mike advises PMSA on legal, statutory and regulatory matters, and regularly testifies on behalf of industry at administrative and legislative hearings. He is also the association's liaison with outside counsel and advocates. Mike is a regular lecturer and presenter at industry conferences and events, including for the Pacific Admiralty Seminar, California Maritime Leadership Symposium, the International Bar Association, and the US State Department. Prior to joining PMSA Mike worked in various capacities in the California state legislature as well as providing strategic consulting to local transportation agencies in the Bay Area, including the Port of Oakland and the Bay Area Rapid Transit District. Mike earned a law degree from the University of California, Hastings College of Law and holds a BA in Economics from UC Berkeley. He is a member of the State Bar of California and the US Supreme Court Bar as well as the Maritime Law Association of the United States. Mike is the current Chair of the Advisory Council to the CSU - Cal Maritime School of Letters & Sciences. In addition, Mike is also active in regional land use and housing affordability issues, having served on the Alameda County Planning Commission for 12 years and as current Chairman of a large non-profit affordable housing development company.

Natasha Villa

Natasha Villa is the External Affairs Manager for Pacific Merchant Shipping Association (PMSA) in the Long Beach office. As the External Affairs Manager in maritime public policy and advocacy, Ms. Villa fosters and maintains strategic relationships with external stakeholders, including government officials, non-profit organizations, and industry partners. She serves as a key spokesperson, representing the organization's interests in public forums and collaborating with diverse stakeholders to build consensus. Natasha is a double alum of St. John's University, receiving her Bachelor's degree on the Queens, New York campus in Political Science with a focus on Public Administration. She subsequently went on to complete her Master's degree in International Relations and Diplomacy in Rome, Italy.

Thomas A. Jelenić

Thomas A. Jelenić is Vice President for Pacific Merchant Shipping Association (PMSA). Mr. Jelenic works with policy makers, regulators, industry leaders and other entities to help ensure that sound science and industry issues are part of the discussion.

Thomas Jelenic - VP

Mr. Jelenic has two decades of maritime industry experience, including more than 14 years in environmental and planning positions at the Port of Long Beach, the nation's second busiest seaport, and senior management roles in private consulting and logistics development. His work includes leading successful efforts to manage complex air quality, transportation and greenhouse gas issues related to the shipping industry, and he developed the landmark San Pedro Bay Clean Air Action Plan and the Clean Trucks Program for the Port of Long Beach. Most recently, Mr. Jelenić managed the CEQA review and approvals for the World Logistics Center, the largest private-sector logistics development in California encompassing over 40 million square feet of buildings and facilities covering 4 square miles of property in Moreno Valley, California. He is a graduate of the University of California, Irvine, with dual Bachelor of Science degrees in Environmental Engineering and Civil Engineering with an emphasis in transportation and water resources.
