April Miller

April Miller, the City's first woman Public Works Director, brings years of experience from both the public and private sector, most recently as the Assistant Director of Public Works/City Engineer where she oversees our Capital Improvement Program. Prior to working for San Rafael, April worked as a Project Manager for BKF Engineers. April has experience managing complex development projects including urban streetscape rehabilitation, public and private development sites, trails and parks, schools, utility infrastructure, libraries, and more. April has a Bachelor of Science in Civil and Environmental Engineering from the University of California at Davis and is a licensed professional engineer.

Catherine Quffa

Catherine Quffa brings nearly 15 years of experience working in both the non-profit sector and local government. Catherine has served the City as both a Management Analyst and Assistant Library and Recreation Director, prior to being selected at Library and Recreation Director. Prior to joining the City of San Rafael, Catherine was the Deputy Director at the Golden Gate National Parks Conservancy. At the Parks Conservancy, Catherine oversaw a department whose mission was to find new and innovative ways for Parks and Recreation departments to serve their community. Catherine also spent a number of years in Sub-Saharan Africa, first as a Peace Corps volunteer and then as a Program Manager and Director of Programs and Communications for a local non-profit focused on promoting sustainable agriculture. Her time working with these communities helped her create a deep appreciation for the importance of developing programs based on the needs of those she serves. Catherine holds a bachelor's degree in History from Stanford University and a master's degree in International Environmental Policy from the Middlebury Institute.

Cristine Alilovich

Cristine Alilovich has worked in municipal government for over 25 years. She most recently served as the City of San Rafael's Assistant City Manager for eight years and became the City Manager on June 1, 2023. Cristine brings a wide range of experience to the City Manager position. Her dedication to public service stems from an early career in providing direct mental health services to the community and desire to be a part of making larger scale positive change happen. Prior to coming to San Rafael, she served as the Assistant Director of Finance for the County of Marin and prior to that worked at the County of Sonoma for nine years, in the areas of human resources, risk management, and budget. She has a master's degree in public administration from the University of Southern California and a bachelor's degree from Rutgers University.

Eli is a resident of District 2. He has served on both the San Rafael Planning and Fire Commissions. Professionally, Eli is a Senior Director at a management consulting firm and has partnered with public sector and commercial customers to deliver strategy and technology services for over 20 years. Eli's priorities include Downtown revitalization, affordable housing, homelessness, public safety, mobility, and sustainability. As a result of the pandemic, many community members are increasingly unable to make ends meet and many businesses are now shuttered or on the brink of shuttering. Eli believes that we must continue to examine every plausible option for relief. Eli and his wife Siobhán have resided in San Rafael since 2018. They are proud parents of a young daughter, Caoilionn. Eli holds a BS degree in Nuclear Engineering from the University of California at Berkeley. He also holds a 2 nd degree blackbelt in Kendo.

Lindsay Lara

Lindsay Lara joined the San Rafael City Clerk's Office in May 2014, was appointed City Clerk in 2018 and was elected by the voters of San Rafael in 2020. She is a dedicated public servant, with over 17 years of experience in the public sector. She received here Certified Municipal Clerk designation from the International Institute of Municipal Clerks, and her California Professional Municipal Clerk designation from the University of California, Riverside University Extension. Lindsay is a Marin native, and lives in the Terra Linda neighborhood. Prior to joining the City of San Rafael team, Lindsay began her career in public service at the age of 17, working at the Marin County Superior Court where she focused much of her time and attention to records management, and public records requests.. Since joining the City Clerk's office, Lindsay has sought out opportunities to improve the City's service delivery. She served as a project manager to implement new software to streamline the Conflict of Interest statement filing process, she was responsible for implementing software to allow for online submissions for board, commission and committee applications, creating easier access for residents to serve their community. She implemented a document management system that allows staff and the public to easily find the history of our legislative action, as well as provide our community with the ability to review all records online. She also served on a cross-departmental team that built a new City website, playing an integral role in not just improving the City Clerk's webpages but for the overall organization. When COVID-19 hit and everyone was faced with shutdowns, Lindsay brought our City Council meetings completely digital, utilizing Zoom and YouTube, and made sure to provide the community with every opportunity to provide public comment to the City Council, despite not being able to do so in-person. Lindsay brings enthusiasm and dedication to everything that she does. Some of the goals she intends to achieve as City Clerk include increasing civic participation and diversity on our boards, commissions, committees and the City Council.

Mayor Kate Colin - Chairman

Kate Colin is the first female to hold the office of Mayor since the city was incorporated in 1847. She joined the San Rafael City Council in January 2013 and was a Planning Commissioner the 8 years before that. She has lived in the Sun Valley neighborhood since 1996 with her husband Jeff where they raised their two children. Mayor Kate's goals for the City include focusing on four key policy areas for 2023 - economic growth, homelessness/housing, sustainability (focusing on wildfire prevention and sea level rise) and social justice. She strongly believes in working with the community to find solutions that reflect our community values as well as partnerships with local residents, businesses and neighborhoods to make San Rafael the best it can be. In addition to Kate's role as Mayor of San Rafael, she is the Chair of the San Rafael Sanitation Agency. She also represents San Rafael on several regional boards including TAM (Transportation Authority of Marin), SMART (Sonoma-Marin Area Rail Transit), BayWAVE (Bay Waterfront Adaptation Vulnerability Evaluation) and the BCDC Elected Official Task Force (Bay Conservation and Development Commission). She is a strong advocate for gun safety and is the only elected city official consistently participating in the Marin County District Attorney's Gun Safety Collaborative. Mayor Kate also engages with Mayors across the United States and is a member of the Climate Mayors, Mayors Against Illegal Guns and Mayors for Guaranteed Income. Kate has a MBA from Kellogg Graduate School of Management and a BA from Dartmouth College. She is a life-long athlete who is often seen running the trails or cycling through our city streets.
