Cath has over 25 years of policy experience in the public sector.
She spent the last 6 years as part of the Executive leadership team at the Inland Revenue and was critical to leading their Business Transformation programme. Most recently Cath was the Deputy Commissioner, Customer and Compliance Services - Business where she led the delivery of services to business customers across the country. Prior to this role Cath was the Deputy Commissioner, Policy and Strategy. She was responsible for the delivery of tax policy advice to the government.
Before moving to Inland Revenue, Cath held the position of Deputy Secretary, Macroeconomics and Growth at Te Tai Ōhanga, where she led the Treasury's work on settings to promote economic growth and a stable macroeconomic environment. Cath has held a range of senior leadership positions during her time at the Treasury, including Deputy Secretary, Strategy, Change and Performance.
With a background in economics and international trade, Cath holds a Master's and Bachelor's degree in Economics.

Dominick Stephens is responsible for ensuring that the Treasury's policy advice on lifting New Zealand living standards is supported and strengthened by sound economic theory and evidence.
Prior to coming to the Treasury in 2021, Dominick was Chief Economist at Westpac New Zealand for a decade, leading its team providing forecasts and research on the New Zealand economy. He is a respected analyst, adviser and commentator on a range of economic and market issues, from housing policy to monetary policy and climate change. His responsibilities included membership of Westpac's Sustainability Steering Committee. He was formerly an Economist in the Reserve Bank of New Zealand's forecasting team and modelling unit.
Dominick is from Christchurch and graduated from the University of Canterbury with a Bachelor of Science with Honours in Economics. Dominick is a keen tramper and ice hockey player, and is fluent in Spanish, Finnish and Portuguese.

Dr Caralee McLiesh joined the Treasury as Chief Executive and Secretary to the Treasury in September 2019.
Caralee's previous role as Managing Director at Technical and Further Education (TAFE) New South Wales (NSW), Australia, saw her lead the transformation of TAFE NSW to become a more modern, competitive and sustainable organisation.
From 2008-2018, Caralee held several Deputy Secretary roles at the NSW Treasury. During her time there, she led the development of State Budgets covering AUS$80 billion operating expenditure and AUS$350 billion in assets, and in her most recent role there (Deputy Secretary for the Fiscal and Economic Group), Caralee advised the Treasurer (NSW's equivalent of the Minister of Finance) and government agencies on fiscal and economic policy, coordination of the Budget and state sector accounts, taxation, intergovernmental relations, and balance sheet management.
Her involvement in the development of Australia's first Social Impact Bond for families at risk earned her the Public Service Medal of Australia (2017) for outstanding public service to social impact investment policy and reform in NSW.
Prior to this, Caralee worked at the World Bank in Washington DC, the International Red Cross and the Boston Consulting Group.

James has been at the Treasury since 2004. He has held a number of management and analytical roles covering financial markets, tax strategy, international, economic strategy, business environment, defence and security, Trans-Tasman relations and APEC. In 2011, James was seconded to serve as the Economic Counsellor to New Zealand's Permanent Delegation at the OECD in Paris. As Deputy Secretary, Macroeconomics and Growth, James is responsible for Treasury's advice from the Economic Strategy, Growth and Public Services and Economic System directorates.
Prior to joining the Treasury, James lived in Australia where he spent 10 years with Sydney-based consultancy firm, the Centre for International Economics.
James has a Master of Economics from the Australian National University and a Bachelor of Science with Honours (in economics) from the University of Canterbury.
