My love for optometry developed while conducting undergraduate research studies in virology pertaining to blindness during AIDS at the University of Miami. Since that experience, I have worked closely with some of the nation's leading surgeons in refractive surgery procedures and laser assisted cataract surgery with premium intraocular lenses."

Dr. Emilio Justo is the Founder and Medical Director of the Arizona Eye Institute & Cosmetic Laser Center. First trained as an ophthalmologist, Dr. Justo has gone on to master techniques as a cosmetic and ocular surgeon.
Dr. Emilio Justo founded the Arizona Eye Institute & Cosmetic Laser Center in 1989 and as Medical Director is renowned for his ophthalmology skills and talent as a cosmetic surgeon. His specialties include customized eyelid surgery and cataract surgery. By spending quality time with each of his patients, he is able to focus on the care that each individual needs to consistently provide optimal outcomes.

A driven force of medical prowess, Emilio Justo, M.D., started the Arizona Eye Institute & Cosmetic Laser Center in 1989 and has continued to expand into new and exciting fields of cosmetic surgery. Dr. Justo first trained as an ophthalmologist but then mastered techniques as a plastic surgeon, quickly becoming the Phoenix area's premier cosmetic and ocular surgeon with facilities in both Sun City West, Sun City, and Wickenburg. His ever-present motivation for success lies within the personal connection he forges with each of his patients:
Learn more about Dr. Emilio Justo, the medical director and founder of the Arizona Eye Institute and Cosmetic Laser Center. Born in Cuba, he fled the country as a refugee with his parents in 1965. Dr. Justo pursued his education in medicine and completed his undergraduate and medical school training at the University of Michigan. He started his practice in 1989 in Arizona, where he still lives with his wife.
Born in Havana, Cuba and raised near Chicago, Illinois, Dr. Justo is married with two sons and a daughter and loves spending time with his family. He enjoys theater, music, and traveling and is a fierce sports enthusiast. On several occasions, he has utilized his fluency in Spanish in his travels to Mexico, where he provides modern medical and surgical eye care to the underprivileged.
Dr. Emilio Justo founded the Arizona Eye Institute & Cosmetic Laser Center more than 32 years ago. Since opening, we have proudly been among the first practices in Arizona to implement newer technologies and surgical methods to better serve our patients.

With over thirty years of experience, Dr. Yates has garnered an outstanding reputation for effectively treating eye conditions among his patients, including dry eye syndrome.
Dr. Mark Yates is proud of the three decades of service he has offered patients as a Medical Optometrist with a passion for identifying the unique needs of every individual patient he meets, and transforming their lives. He listens closely to patients to offer superior diagnosis, management and care for many conditions including glaucoma, macular degeneration, diabetic retinopathy, dry eye syndrome, and cataracts. He works side by side with Founder & Director Emilio M. Justo, M.D.
The Arizona Eye Institute & Cosmetic Laser Center is proud to have Mark Yates, O.D., as our Assistant Director of Optometry. He brings three decades of passion for treating and educating patients and ensuring their vision remains strong for their best quality of life. As a Medical Optometrist, he has experience treating vision issues such as glaucoma, macular degeneration, dry eye syndrome, cataracts and routine vision care. Originally from a small town in Missouri, Dr. Yates enjoys helping each patient as a unique individual.
Dr. Yates will oversee routine cases as well as complex medical vision care, and work alongside Founder & Medical Director Emilio M. Justo, M.D., who as the Medical Director and Surgeon will perform surgical procedures including laser eyelid surgery and customized cataract surgery.
"Dr. Yates brings not only an incredible amount of highly skilled experience to the Arizona Eye Institute, but he also brings his kind and caring vision to make a positive difference for our community, and his ability to connect with every patient he sees," Dr. Justo said.
Learn about our optometrist, Mark Yates. Dr. Yates explains that at age 12, his vision issues and his doctor inspired him to become an optometrist. He takes pride in helping his patients in a positive and comfortable environment. He remains dedicated to his patients in Phoenix, providing excellent ocular care.
Dr. Yates has more than three years of experience providing individualized complex and routine vision care to patients. He diagnoses and cares for patients with a wide range of vision care needs, from glaucoma to macular degeneration and dry eye syndrome.
Elaina Bix, R.N., B.S.N., brings a wealth of knowledge, passion and experience as the Director of Nursing and Ambulatory Surgery Center Manager. Elaina lives in Surprise with her significant other and their four children with their shepherd/lab mix dog, Tank. Her career has centered around working in surgery centers, and her passion lies in eye surgery. Before coming to the Arizona Eye Institute, she also worked in an orthopedic surgical center but was missing her true love of vision care. "I love working with eyes. I have seen almost every eye surgery I have been able to and know the huge difference these procedures are making in the lives of patients. I am thrilled to be working among a team known for its care and commitment to each individual patient," Elaina explained.
Holli operates multiple practices as Arizona Ophthalmology Administrator for EyeCare Partners including the Arizona Eye Institute & Cosmetic Laser Center. She brings a passion for leadership in the medical practice industry, and enjoys helping her teams grow to their fullest potential. In her two decades of experience she has worked in every position in an eyecare practice, bringing a strong knowledge to support best practices that result in best care for patients. Holli is from Washington state, but is proud to currently live in Phoenix with her husband and her sons. She enjoys spending time with her family, who are all car aficionados.
