Bethan Davies

Beth is an expert in emergency service operations and manages NCEC's Chemsafe scheme - the national role where NCEC provides free chemical advice to the UK emergency services. In this capacity, she provides technical training to emergency service personnel across a number of subject areas ensuring they are equipped to respond to all manner of chemical incidents, providing appropriate actionable advice tailored to customer requirements. Having worked in emergency response for over a decade, Beth brings a wealth of experience to her role, and is able to provide specialist knowledge and expertise during particularly complex or challenging incidents.

Caroline Raine

  • Regulatory Knowledge Leader
Caroline is a chemical legislation expert, with experience of interpreting and implementing EU legislation relating to hazardous chemical substances. Her knowledge and expertise is wide ranging, covering both supply and transport legislation. This experience has been developed whilst working directly in the chemical industry and through consultancy projects. Caroline is a qualified Dangerous Goods Safety Advisor (DGSA) for the transport of hazardous goods by road and rail, and holds a post graduate certificate in REACH management. Her depth of expertise means Caroline is able to help clients understand and manage their regulatory obligations, providing bespoke advice and guidance on specific regulatory matters and how best to comply.

Chris Hughes

Chris is a Senior Regulatory Consultant in the NCEC team. He has several years' experience working for a major multinational chemical company on the implementation of REACH, as both a regulatory professional and as an environmental scientist. He has developed a detailed knowledge of the regulation, supporting a diverse range of chemicals and industry associations, and is experienced in engaging in regulatory evaluation discussions. He previously chaired and currently works as science advisor to the Ecology Group at Concawe, a technical expert group responsible for addressing environmental aspects of REACH for the European refining industry. As part of this group's activities, Chris is engaged in the ECHA PetCo Working Group, part of the SVHC Roadmap to 2020. He also participates in a number of scientific organisations and research projects, and is author of multiple peer-reviewed scientific publications. Chris' other experience includes GHS and global product notification regulations. In his previous role, he acted as a focal point for coordination of health and environmental hazard and risk information for safety data sheet (SDS) authoring and was responsible for addressing environmental regulatory requirements for a global product launch.

Chris Sowden

As Team Manager of NCEC's emergency responders, Chris works closely with the team of call handlers to ensure they have the skills and experience required to respond to the full range of incident calls they receive, helping clients to manage incidents safely whilst actively working to mitigate risk. Chris has worked in the emergency response area for over ten years and has extensive experience of chemical safety regulations, ensuring that the advice and support our emergency responders provide is appropriate and in-line with industry best practice.

Craig Thomson

Craig has spent the last seven years working with organisations across the world, at every stage of maturity, implement the appropriate emergency response arrangements for their business requirements. He manages a business development team that puts the customer first; ensuring that we understand their business aims and strategies, risk profile and customer base, before making recommendations appropriate to the business.

Ed Sullivan

Job Titles:
  • Hazardous Materials Principal Consultant
Having worked in emergency response since 2004, Ed's background is predominantly in the fire and rescue service as a responder and subject matter expert in hazardous materials and incident command. He is a Hazardous Materials Tactical Adviser, holds a Diploma in Science and is studying for a Master's Degree in Emergency Management and Resilience. Before joining NCEC, he worked with the Fire Service College (FSC) for two years, where he was responsible for hazardous materials course development and its delivery to public and private sector organisations. Ed brings his extensive knowledge and experience to help NCEC clients increase their ability to ensure a safe and effective response to incidents involving hazardous materials.

Emily Briddock

Emily is the business development manager for France and Southern Europe. She specialises in adding value to European organizations by supporting them with complex chemical compliance challenges and managing the risks associated with placing hazardous chemicals on the market. Her support enables customers to protect their stakeholders, the environment, their organisation's assets and reputation. Emily joined NCEC, part of Ricardo Energy and Environment, in December 2021 with eight years of experience in international sales and business development. She has positioned herself as a trusted advisor to her clients who considers their specific organisational needs, aims and risk profiles and delivers tailored solutions in three main areas; risk management, compliance and sustainability. Prior to joining the NCEC, Emily was responsible for the French and Southern Europe territory for a global manufacturer and has used her French, Spanish and Italian language skills to make quick connections and build strong relationships with key stakeholders across a variety of backgrounds and industries.

Emma Pemberton

  • Principal Environmental Chemist / Ecotoxicologist
Emma is an experienced environmental chemist and ecotoxicologist with over 23 years' experience in a research and regulatory setting. Before joining Ricardo, Emma was a technical expert on chemical risk in the Environment Agency, providing specialist knowledge and technical leadership on the environmental fate, behaviour and ecotoxicological impacts of chemicals across the business. Emma was the evidence acquisition lead for the Environment Agency's PFAS working group, developing a cross-business evidence plan for PFAS that identified and prioritised evidence gaps and research needs. She researched and wrote a narrative synthesis of UK environmental monitoring data which evaluated and presented the current evidence base for UK sources, pathways, and environmental levels (see Environment Agency, 2021). Since joining Ricardo she has been involved in a variety of projects including evaluation of risks to drinking water from persistent, mobile and toxic chemicals and organo-phosphate flame retardants, gap analysis of pesticide legislation, evaluation of data used for PBT/vPvB assessment under REACH. Emma is a strategic thinker and has worked closely with chemicals policy colleagues, co-designing, and then producing reports, briefing notes, and presentations, which have been used to communicate the evidence base on chemicals of national concern such as PFAS, mercury, PBDEs, cypermethrin, PAHs. The documents are used to inform policy development and influence behaviour and decision making in managing risks to the environment from chemicals. She has a broad range of regulatory expertise, critically evaluating hazard data and environmental risk assessments for pesticides, veterinary medicines, biocides, and industrial chemicals representing the Environment Agency's concerns at the Advisory Committee on Pesticides, Veterinary products Committee and the Environment Panel. She was an active member of the Water Framework Directive UK Technical Advisory Group (TAG) Chemistry Task team between 2015 and 2021.

Emma Sewell

Emma is responsible for ensuring that all the telephony and IT systems used to deliver NCEC's emergency response service are operational year-round, providing customers with a robust service 24/7. A key element of Emma's role is to ensure our response systems remain resilient regardless of any unforeseen circumstances, safeguarding service continuity and delivering excellence to customers. Before joining NCEC in 2010, Emma worked extensively in the management of helpline services.

Giles Hobson

Giles' role of business manager for the NCEC includes the management of overseas sales partners and new business development outside Europe with a focus on the Middle East and Asia-Pacific regions. Giles brings a wealth of experience to his role, and is able to provide specialist knowledge and expertise to ensure tailored solutions for the companies we work with. Giles is an experienced international sales manager and prior to joining the NCEC in 2012, his responsibilities included the running of the export division of a UK manufacturing company with sales to over 60 countries.

Jonathan Gibbard

Jon is the Practice Director for NCEC, one of Ricardo Energy & Environment's seven divisions. He oversees the strategic direction of the service, brokering new partnerships and networks worldwide to ensure the services and technical guidance provided to clients is equivalent to the highest international standards. Since joining in 2012, Jon has led significant change in NCEC growing the team and customer base over the last 5 years and securing much internal investment (in people, technology and training) to ensure NCEC stays at the cutting edge of chemical emergency response and compliance. Jon leads the practice as well as managing many of the client relationships related to NCEC's chemical emergency response service.

Jonathan Lang

Jon is an emergency response consultant with the National Chemical Emergency Centre (NCEC), part of Ricardo, who supports industry and emergency service organisations to improve their resilience when it comes to chemical emergency response. Jon has a Masters Degree in Forensic Chemistry and has been with NCEC for more than 5 years. He initially worked as one of their chemical emergency responders for two and a half years, during which time he managed over a 1,000 incident calls ranging from transport labelling concerns through to formaldehyde ingestions and large ‘on vessel' chemical fires. Jon also has significant experience in our regulatory team giving him expert knowledge on the requirements for level 1 Emergency Response from a compliance, risk management and best practice perspective. He currently supports our business management team, working with both current and potential clients on understanding their risks and helping them to implement a robust Level 1 emergency response system.

Maria Stearn

Maria is the Chemdata Product Manager and Project Manager for the Hazmat conferences. She is responsible for the delivery and continued development of NCEC's chemical hazard database, Chemdata. Maria has also been responsible for NCEC's Hazmat conferences since 2012 ensuring delegates benefit from a comprehensive programme including practical elements. She has considerable experience in product and project management for Ricardo Energy & Environment. Previous work has included the management of packaging and transport of radioactive materials. Maria joined Ricardo Energy & Environment in 1994 following a BEng in Chemical and Bioprocess Engineering.

Nigel Blumire

Nigel is a consultant at NCEC and an expert at emergency response with several years of experience providing chemical advice to emergency services. He has extensive chemical knowledge from a decade in the pharmaceutical industry with several patents and one drug candidate getting to clinical trials. His laboratory experience has given him a good grounding in the use of chemicals at various scales. He is the secretary of the CTIF Hazardous Materials commission which meets twice a year to discuss incidents and best practice involving dangerous goods across the world. This has provided him with the opportunity to collaborate with European fire officers on lessons learnt and operational guidance. He also attends the annual meetings of the ICE network where discussions have involved emergency response best practice for hazardous material transport. He provides training courses covering COSHH, spill response and specialist first aid to several clients on behalf of NCEC. He also makes significant contributions to the NCEC emergency services, newsletters and other publications.

Sian Shore

Sian has many years experience managing regulatory compliance across complex supply chains in the international chemicals industry. She has carried out regulatory compliance audits in some of the largest chemical plants in Europe, and has been responsible for regulatory compliance of products in Europe, Africa and Russia. Currently, she heads our SDS and poison centre teams and is supporting a number of our customers maintain compliance with both. She has previously been a part of working groups within Concawe and Cefic in support of their activities related to REACH. She also has many years experience on panels related to analytical chemistry within the Energy Institute, CIA and represented UK industry at CEN. As well as her regulatory experience, Sian is an experienced project manager and can support you in developing a bespoke strategy for your regulatory compliance.
