Dr Lim Yean Teng

Dr Lim Yean Teng graduated from the Faculty of Medicine of the National University of Singapore. After completing his training in internal medicine, he underwent cardiology training at the Epworth Hospital in Melbourne, Australia and the Cardiac Department at the National University Hospital (NUH) in Singapore. He then spent 18 months at the Division of Cardiovascular Disease in the Department of Medicine at the University of Alabama in Birmingham, USA. He received further training in Interventional and Nuclear Cardiology and subsequently went for further training in Peripheral Intervention Fellowship at the Prairie Heart Institute in Springfield, Illinois in the United States. Dr Lim's special interests include percutaneous coronary intervention, clinical and nuclear cardiology. Dr Lim is recognised as a key opinion leader in the cardiology field in Singapore and the region. Before going into private practice, he served in public hospitals for 24 years. Apart from his role as a Senior Consultant Cardiologist, he was a university academic for 17 years, and served as Chairman, Medical Board and Head of the Cardiac Department at NUH. He was also a member of the Senior Management and Co-Director of the Heart Institute of the National Healthcare Group. He was Chairman of the National Committee for Cardiac Care and Specialists' Training Committee (Cardiology). He currently serves as Chairman, Medical Fee Benchmarks Committee and is a member of the Specialists Accreditation Board under the Ministry of Health and Medicine Advisory Board under the Health Sciences Authority.

Mr Chua Song Khim is the Deputy Chief Executive of the National University Health System (NUHS) responsible for Population Health efforts, Regional Health System Office, Alexandra Campus Development, National University Polyclinics, Family Medicine, Group Nursing, Group Allied Health, NUHS Diagnostics and NUHS Pharmacy business units. He was appointed in January 2017 while concurrently being the Chief Executive Officer, NTUC Health until he relinquished his NTUC position in June 2018. As the CEO of NTUC Unity Healthcare and Executive Director of NTUC Eldercare Cooperatives in 2012, he led integration efforts to form NTUC Health Cooperative in 2014. Today, NTUC Health is the largest health co-operative in Singapore (one of NTUC's social enterprises), providing a comprehensive suite of health and eldercare services including dental, family medicine, senior day care, homecare, nursing homes and senior wellness centres. Mr Chua was appointed the Chief Operating Officer of NUH in 2001 before assuming the Chief Executive Officer position from July 2001 to July 2008. During his term at NUH, the hospital became the first hospital in Singapore to be accredited by the Joint Commission International (JCI) besides being ISO certified for ISO 9001:2000 (Quality Management), ISO 14001:1996 (Environmental Management System) and OHSAS 18001:1999 (Occupational Health and Safety Management System). NUH also received Spring Singapore's People Excellence Award and the Singapore Service Class. Mr Chua was instrumental in the master planning of the Kent Ridge campus that saw the development of the NUHS Tower Block and the new Medical Centre with the Kent Ridge MRT station, as well as positioning NUH to allow the creation of NUHS in 2007. In 2008, Mr Chua left NUH and took up the position of Group Chief Executive Officer of public listed company China Healthcare Ltd (Econ Healthcare), that owns and operates a network of nursing homes and eldercare services in Singapore and Malaysia. Mr Chua holds a Bachelor's degree in Computer Science from the National University of Singapore (NUS) and a Master's degree in Health Services Administration (Policy & Management) from the University of Michigan, Ann Arbor (USA). Over the years, Mr Chua had received numerous awards, including the National Day Commendation Medal, NTUC Commendation Medal (Gold), Ministry of Health's Health Leader Award and the Republic of Singapore Navy's National Servicemen of the Year award (Commendation). He is a Board member of St Luke's Hospital; Chairman of the MOH's Healthcare Productivity Implementation Taskforce (HPIT); a member of the Future Economy Council Essential Domestic Services Sub-Committee as well as a member of the Advisory Committee, School of Sports, Health and Leisure of Republic Polytechnic. Mr Chua also serves as an Elder in Bethesda Christian Centre. He was a Board member of Jurong Health Services Fund, the former Chairman of the Agency for Integrated Care's Strategic Advisory Committee - Quality Improvement for the Intermediate & Long Term Care sector, a member of Ministry of Health's City for All Ages Committee, and a member of Healthcare Tripartite Committee for Workforce Innovation and Productivity.

Mr Foo Hee

As Deputy Chief Executive of the National University Health System (NUHS), Mr Foo Hee Jug leads the Group Operations team to drive integration and improve patient experience to achieve greater efficiency. Supported by the NUHS Group Chiefs, he also oversees the cluster's digital, technology, cybersecurity and data portfolios, with a focus on the implementation of national systems as well as the digital transformation of NUHS' operations and care processes. Mr Foo served more than 10 years as the founding Chief Executive Officer of Ng Teng Fong General Hospital (NTFGH) and the former Jurong Health Services cluster. Under his leadership, Singapore's first integrated healthcare development - comprising an acute hospital and a community hospital built from the ground up - took shape and opened in 2015 and have become iconic landmarks in the west with multiple awards for its patient-centred features. Now part of the NUHS, the two hospitals play a major role in looking after the health of the population in the west of Singapore. Always at the forefront of change, Mr Foo led NTFGH, Jurong Community Hospital (JCH) and Jurong Medical Centre (JMC) to achieve several groundbreaking firsts in Singapore healthcare. Within three years of opening, NTFGH achieved the highest possible Stage 7 on the HiMSS EMRAM, an international standard evaluating digital maturity in hospitals. The successful implementation of Epic EMR in 2015 introduced digitised patient medical records with data-mining potential for medical informatics. This served as a strong foundation for a common Next Generation Electronic Medical Record (NGEMR) between NUHS and NHG - another nationwide first and a feat during the ongoing COVID-19 pandemic. With 27 years of experience in public healthcare, Mr Foo rose through the ranks and helmed several key positions including Chief Operating Officer (COO) at Changi General Hospital as well as COO at Singapore General Hospital with concurrent appointments as SingHealth's Group COO and Group Chief Procurement Officer. He was responsible for driving infrastructure development, operations effectiveness and efficiency, and quality at the organisational level. He played a key role during the SARS outbreak in 2003 and was conferred the National Day Commendation by the President of Singapore. More recently in 2017, he received both the Republic of Singapore's Public Administration Medal (Silver) and Public Service Medal for his contributions to healthcare in Singapore and the community. Mr Foo serves in various public sector committees and on boards such as the Integrated Health and Information Services (IHIS) Board, the South West Development Council, the Nanyang Polytechnic's School of Health Sciences Advisory Committee, and the MHA's Public Entertainment and Appeal Board. He was the former NS Commander of CID and held the rank of Deputy Assistant Commissioner of Police (NS). The recipient of a Public Service Commission Scholarship, Mr Foo graduated with a Bachelor of Science with Honours (2nd Class Upper) from the National University of Singapore. He also holds a Master of Business Administration and Master of Public Heath (Health Services Management) from the Anderson School, University of California, Los Angeles. Mr Hsieh Fu Hua was appointed to the Board of the National University Health System (NUHS) in April 2017 and he assumed the role of Chairman on 1 January 2019. He was also Chairman of the JurongHealth Board before JurongHealth Campus became a part of NUHS. Active in the community, Mr Hsieh serves on the boards of a number of non-profit organisations. He chairs the Board of Trustees of the National University of Singapore (NUS), and the Singapore Business Federation Foundation Limited. He is also a member of the National Research Foundation's Research, Innovation and Enterprise Council. Previously, he was President of the National Council of Social Service and Chairman of Stewardship Asia Centre as well as the National Gallery Singapore. In business, Mr Hsieh is the Chairman of Asia Capital Reinsurance Group Pte Ltd, Eastspring Investments Group Pte Ltd and GXS Bank Pte Ltd (a Grab-Singtel joint venture for digital banking). He is also a board director of GIC and adviser to the PrimePartners Group, which he co-founded. Mr Hsieh started his career in merchant banking and capital markets in 1974 when he joined Morgan Grenfell Asia Holdings upon graduation, eventually rising to head the organisation. He subsequently served as Group Managing Director of BNP Prime Peregrine Group Hong Kong, CEO of Singapore Exchange, President of Temasek Holdings and Chairman of Tiger Airways Holdings and United Overseas Bank respectively. Mr Ishak Ismail is currently Principal Consultant for i-Grow Partners Pte Ltd and also Senior Advisor to Glamco Aviation Pte Ltd. His previous experiences from 2011 to 2022 were with BAE Systems Hägglunds as Regional Director (Asia), with CWT Limited as CEO Defence Services and with ST Electronics (e-Services) Pte Ltd as Senior Vice-President/General Manager. In 2011, Mr Ismail retired from the Singapore Armed Forces (SAF) in the rank of Brigadier-General after serving more than 29 years. He held various senior appointments and contributed significantly in training transformation for the SAF and in developing leaders. Mr Ismail currently serves as a Member of the Board of Directors for the National University Health System (NUHS) from April 2020. He also leads various national councils - Chairman of Families for Life Council from February 2020 and Chairman of the National Maritime Safety at Sea Council from June 2020. Mr Ismail also volunteers as a Member of Advisory Council on Community Relations in Defence (ACCORD) since 2012 and within ACCORD his focal area is in strengthening and recognising family support for NS. Mr Ismail holds a Masters in Business Administration and a Bachelors of Arts (Economics and Sociology) from the National University of Singapore. Mr Tan Chong Meng was appointed a Director in April 2011. He is currently the Group Chief Executive Officer of PSA International. He also heads the Senior Management Council (SMC) of the PSA Group, an executive team responsible for making key decisions Group-wide. Mrs Mildred Tan is Co-Chair for the Council for Board Diversity and Board Chairman of Singapore Totalisator Board (Tote Board). She was previously Managing Director of Ernst & Young Advisory Pte Ltd from 2002 to mid-2018. She is known for her extensive work in leading large complex organisational transformation both in the private and public sector. Mrs Tan was appointed as Alternate Member of the Presidential Council of Advisors in 2020 and she is also on the Board of Trustees of the Singapore University of Social Services. A career banker with more than 40 years of investment banking and wealth management experience, Mrs Tracey Woon retired in August 2020. Prior to her retirement, Mrs Woon held various senior management positions at international financial institutions, overseeing corporate finance matters ranging from equity fund raising and debt offerings to public company takeovers. She was the Vice Chairman, Asia Pacific Global Wealth Management of UBS AG from 2016 to 2020 where she was responsible for some of UBS's largest clients. She also led the UBS' Women Initiative in Asia Pacific. Before joining UBS, Mrs Woon was the Vice Chairman of Citibank ASEAN Corporate and Investment Banking, encompassing corporate banking and investment banking for South East Asia, and a board member of Citibank Singapore Limited, the retail and consumer arm of Citibank NA in Singapore. Currently, Mrs Woon sits on the boards of National University Health System Pte Ltd, United Overseas Bank Limited, Yeo Boon Khim Mind Science Centre and SPH Foundation. Ms Cham Hui Fong is the Deputy Secretary-General of National Trades Union Congress (NTUC). She is also Group Director, Workforce of NTUC where she oversees partnerships and synergies amongst five workforce segments in NTUC. In her role, she is also in charge of harmonising 4P (Protection, Placement, Progression & Privileges) efforts across all segments. Concurrently, Ms Cham is the Executive Secretary of SIA Engineering Company's Engineers & Executives Union, Singapore Airport Terminal Services' Workers Union and Supply Chain Employees Union as well as ST Engineering's Staff Union. She is also an advisor to the Singapore Airlines' and Scoot's Staff Unions. Within the Labour Movement (LM), Ms Cham is Co-Chairman of the LM Union Cluster, Member of the Industrial Relations Council, Training Council and Membership Council. She is also Member of the Board of Governors of the Ong Teng Cheong Institute of Labour Studies. Representing workers and the labour movement, Ms Cham sits in several tripartite committees that examines issues in wages as well as workplace and employment practices. Prof Aymeric Lim is the Chief Executive Officer of the National University Hospital (NUH), a 1,250-bed tertiary care hospital of the National University Health System and principal teaching hospital of the NUS Yong Loo Lin School of Medicine and the NUS Faculty of Dentistry. He is a Senior Consultant at the hospital's Department of Hand & Reconstructive Microsurgery, and a Professor with the Department of Orthopaedic Surgery, National University of Singapore (NUS). Before serving as NUH's CEO, Professor Lim held various leadership positions at both institutional and national levels. He was Group Chairman, Medical Board of the NUHS (2017-2020) and its Group Chief Human Resource Officer (2018-2019). Prior to that, Professor Lim was NUH's Chairman, Medical Board (2008-2016). He served as Vice-Dean in the Dean's Office, NUS Yong Loo Lin School of Medicine in 2017. Professor Lim was the Commanding Officer of a Combat Support Hospital in the Singapore Armed Forces from 2009 to 2015. In 2012, he was appointed founding Dean of the Healthcare Leadership College, MOH Holdings, a position he held till 2021. In 2023, Professor Lim was conferred the NTUC May Day Awards Medal of Commendation for his contributions made to improving among others, staff welfare and work prospects. He received the Public Administration Medal (Gold) (COVID-19) in 2022 for his contributions to Singapore's fight against the pandemic. He was conferred the Long Service Medal at the National Day Awards in 2022, and the Public Administration Medal (Silver) at the National Day Awards in 2018. In 2012, he received the Commendation Medal (Military) at the National Day Awards. With almost 30 years of experience, Professor Lim is an internationally recognised hand and reconstructive microsurgeon, subspecialising in peripheral nerve surgery, brachial plexus, stroke and thoracic outlet syndrome. He has published extensively in these areas. His research on the intra-muscular innervation of the muscles of the forearm has led to new clinical work in the field of tendon and nerve transfers. For his outstanding achievements in the advancement of hand and reconstructive microsurgery, peripheral nerve surgery and his contributions to shaping the safety culture of healthcare services, Professor Lim was awarded the Singapore Ministry of Health's National Medical Excellence Awards - Outstanding Clinician Award in 2019. A strong advocate of humanitarian work, Professor Lim has led medical missions to places like Taiwan, Afghanistan, Cambodia, Zambia and Bandar Aceh in Indonesia.

Professor Chris Peck has spent the past two decades at the University of Sydney where he has had several leadership roles including Dean of the Faculty of Dentistry and Vice Chancellor's delegate for the Westmead Precinct, Australia's largest health precinct. As Dean, Professor Peck focused on unifying strategies in research and education including integrating the faculty's fundamental, clinical and population health research to deliver positive impact to local and regional communities. Importantly, the faculty prioritised rapid translation of research findings through its education programmes, which were reformed to include short courses embedded within formal degrees. As Vice Chancellor's delegate, Professor Peck was responsible for leading the development and implementation of the University's academic strategy and was the lead academic for the design and build of a new hospital, that were the first phases of its new campus in western Sydney. The focus was on improving health and wellbeing through community and industry collaboration with heath and non-health disciplines. Professor Peck's leadership has extended to chairing the Board of Directors of the Australian Dental Council, which accredits Australia's dental courses and assesses dental practitioners. During his term, he led the revision of dental practitioner competencies including importantly a focus on Aboriginal and Torres Strait Islander health, priority populations, and interprofessional collaborative practice, established academic partnerships, and grew the Council's international activities. Professor Peck has also led a State ministerial taskforce into dental health services that created a decadal dental strategy for Australia's largest state, and has led the development of a state-wide dental specialist services plan. He has led the Australasian Council of Dental Schools and successfully led representation of dental schools to state and federal governments to improve resourcing for clinical activities within academia. Professor Peck is an internationally renowned clinical pain research who works closely with fundamental researchers to help understand better underlying mechanisms of persistent pain. He has been funded over the past two decades through Australia's National Health and Medical Research Council and has co-developed models explaining the impact of pain on normal function, brain mechanisms underlying persistent oral and facial pain and a standardised international classification of orofacial pain. He continues with international collaborations across Europe, Asia, and North and South America. This work is supported and disseminated through his clinical activities as an orofacial pain clinical expert where he works in interdisciplinary teams to help patients manage pain. He has led international research and clinical groups including the International network for Orofacial Pain and related disorders and the Australian and New Zealand Academy of Orofacial Pain, resulting in improved research outcomes and clinical management. Professor Peck has engaged extensively with community to improve health and wellbeing. This has included working with local and regional disadvantaged communities to improve access to oral health care through student and clinician outreach services and mentoring and training community members. He graduated from the University of Sydney with A Bachelor of Dental Surgery (1988), Master of Science in Dentistry (1995) and Graduate Diploma of Science in Medicine (Pain Management) (2002) and obtained his PhD from the University of British Columbia (2000).

Prof James Donovan Best

Professor James Best was the Dean of the Lee Kong Chian School of Medicine from 2014 to 2021. A medical graduate of the University of Melbourne in 1972, Prof Best has practised endocrinology in Australia, Hong Kong, the United States of America and the United Kingdom. He joined the University of Melbourne as deputy head of the Department of Medicine at St Vincent's Hospital after having worked there from 1982 to 1989. In July 2007, he was appointed head of the Melbourne Medical School, which today is ranked among the top 20 medical schools worldwide by Times Higher Education. Prof Best has taught extensively during his career, especially on diabetes, metabolism and on the medical interview. Prof Kenneth Mak

Professor Kenneth Mak is Director-General of Health at the Ministry of Health Singapore. In this role, Professor Mak is the principal medical adviser to the Singapore Government and provides professional input and guidance to other Ministries and public agencies on health and healthcare related issues. Professor Mak oversees the provision of all health services in Singapore. Within the Ministry of Health, he ensures that clinical services are delivered seamlessly across multiple settings by the public healthcare system. He leads in developing and implementing national healthcare policies in areas such as population health, healthcare regulation, communicable diseases and non-communicable diseases, healthcare professional standards as well as the development and enhancement of the performance of the nation's healthcare system and services. Professor Mak works closely with Singapore's Regional Health Systems and healthcare institutions on care integration as well as on Singapore's long-term healthcare transformation strategy. During the COVID-19 pandemic, Professor Mak advised the Multi-Ministry Taskforce as well as other governmental agencies in crafting Singapore's overall strategy for managing the outbreak and oversaw the integrated public health response to control the spread of COVID-19 in our community. Professor Mak is a familiar face in Singapore as he appeared regularly in the media conferences of the COVID-19 Multi-Ministry Taskforce. Professor Mak is the Registrar of the Singapore Medical Council, which is the Professional Board that ensures that medical practitioners, registered for clinical practice in Singapore, are competent and fit to practice medicine, upholding high standards of clinical practice and maintaining public confidence in the medical profession. Professor Mak is a general surgeon with subspecialty interests in hepatobiliary and pancreatic surgery, as well as in trauma surgery. He maintains his clinical practice as a Senior Consultant surgeon in the Department of Surgery, at Khoo Teck Puat Hospital, Singapore. His previous administrative appointments include Chief of Surgery at three public hospitals in Singapore and Chairman of the Medical Board at Khoo Teck Puat Hospital, Singapore. Professor Mak was Deputy Director of Medical Services (Health Services Group) in MOH from 2015 to end-2019. He was appointed Director of Medical Services in 2020 and this appointment was redesignated in May 2023 to Director-General of Health to better reflect his role as the main overseer of clinical and public health of Singaporeans. Professor Mak retired from voluntary military service in 2021, as a Colonel with the Singapore Armed Forces. He had held various command and staff appointments at Battalion, Brigade and Division level.

Prof Teo Yik Ying is Dean of the Saw Swee Hock School of Public Health, National University of Singapore (NUS). He also helms the iOmics Programme at the Life Sciences Institute, and is an Associate Faculty Member of the Genome Institute of Singapore. A keen researcher by nature, Prof Teo has gained international recognition for his work in genomics, where his focus is in the development and application of mathematical and statistical techniques to understand the genetic causes of human diseases and genetic evolution in worldwide populations. He has conducted large scale genomic studies on populations from Africa, Europe and Asia, and currently chairs an international consortium investigating the genetic diversity of cosmopolitan and indigenous populations in Asia. Prof Teo majored in statistical genetics, having completed his doctoral training at the University of Oxford after obtaining a Distinction for his Masters in Applied Statistics at Oxford and graduating top of the cohort for the Bachelor programme in Mathematics at Imperial College, United Kingdom. He pursued his postdoctoral training with the Wellcome Trust Centre for Human Genetics, where he was concurrently appointed as a Lecturer at the Statistics Department in Oxford. Prof Teo has previously served as the Director for the Centre for Infectious Disease Epidemiology and Research, where the Centre works closely with the Singapore Ministry of Defence to develop capabilities for disease surveillance, consultation and research to deter and to control potential infectious disease outbreaks. He was also the Founding Director of the Centre for Health Services and Policy Research, which approaches systems-level healthcare issues from a multidisciplinary perspective, connecting healthcare workers, patients, researchers, policy- and decision-makers to tackle complex themes in the fast-changing nature of health services delivery. For his contributions and achievements to academic and public health, Prof Teo was the recipient of numerous awards, including the Singapore Youth Award (2011), the Young Scientist Award by the Singapore National Academy of Science (2010), the NUHS-Mochtar Riady Pinnacle Young Achiever Award (2015), and the Outstanding Young Persons of the World award in the category of Academic Leadership and Achievements (2015). He was also conferred numerous scholarships during his education, including the Public Service Commission scholarship (1997), the Shell Centenary Scholarship (2000), the Lee Kuan Yew Postgraduate Scholarship (2003) and the NUS Overseas Graduate Scholarship (2003). Prof Thomas Loh is a Senior Consultant with the Department of Otolaryngology - Head & Neck Surgery (ENT) at the National University Hospital. In his recent previous role as Deputy Group Chairman, Medical Board (GCMB), Prof Loh helped to develop the organisation structure of the specialties in NUHS institutions to unify clinical service lines across the cluster. He was part of a team that developed the NUHS Clinical Service Plan to right-site clinical care to ensure timely access of care, distribute manpower optimally, and set policies and standards at the cluster level. As Deputy GCMB, Prof Loh also worked with the Clinical Risk Committee of the NUHS Board to ensure and improve the quality and safety of our healthcare services. Prof Loh was part of the team leading NUHS' coordinated response to the COVID-19 pandemic as a cluster. He served as our main point of liaison with the Ministry of Health and led NUHS teams in dormitory operations and mass swabbing and serology exercises. He also supported the set-up and management of Community Care Facilities and Swab Isolation Facilities. In his role as Group Director, Leadership Strategy, NUHS, Prof Loh was involved in driving leadership development through the various NUHS and MOH courses. He oversees smooth transition of clinical leadership across the cluster. In his clinical role, Prof Loh served three terms (2007 to 2018) as Head, Department of Otolaryngology - Head & Neck Surgery (ENT) at the National University Hospital (NUH). Prof Loh is also the Chairman of the Operating Theatre Committee in NUH. He has served in Otolaryngology Specialist Training Committees and in Residents Advisory Committees. Prof Loh specialises in head and neck cancer surgery. He leads the Head & Neck Tumour Group at the National University Cancer Institute, Singapore (NCIS). He has contributed to research in nasopharyngeal and other head and neck cancers with peer reviewed grants and publications.
