Angela Castro

Angela Castro is Deputy CEO for the Regional Transportation Commission of Southern Nevada (RTC). In her role, Castro works directly with the CEO, serving as chief of staff and overseeing all strategic and public-facing initiatives that encompass public transportation, traffic management, roadway planning and funding. She directs state and federal government affairs and public policy; purchasing and contracts; traditional and digital marketing; transit advertising; community engagement; media relations and messaging. Castro also manages the agency's transportation demand management program, Club Ride. Castro oversees a talented and dedicated team focused on building and strengthening the RTC's brand values through the implementation of sound public policies, collaborative initiatives, efficient and effective procurement of goods and services and progressive marketing and media relations efforts critical to supporting the RTC's mission today and in the future. Before joining the RTC, Castro held several important marketing or media positions with the Las Vegas Monorail, MGM International and the Southern Nevada Water Authority. Prior to her 2022 promotion to Deputy CEO, Castro served as the RTC's Chief Strategy, Policy and Marketing Officer. Castro moved to Las Vegas to attend the University of Nevada, Las Vegas, where she earned her Bachelor of Arts degree in public relations. She later earned her Master of Business Administration degree from Regis University. She is a graduate of the Las Vegas Metro Chamber's Leadership Las Vegas program. She serves on the Board of Directors for Opportunity 180. She is a member of the Asian Community Development Council Board and Nevada Public Radio Community Advisory Board. In 2018, she was named to Vegas Inc.'s distinguished "40 under 40."

David Swallow

David Swallow is a civil engineer with over 25 years of transportation-related experience and has been with the Regional Transportation Commission of Southern Nevada (RTC) since January 2001. As Deputy Chief Executive Officer, David oversees the RTC's planning, engineering, and funding programs for transportation infrastructure, development of new transit facilities and systems, implementation and support of new technologies, and coordination between roadway and freeway operations. His team comprises a number of departments, including the Metropolitan Planning Organization, Southern Nevada Strong, Capital Project Development, Streets & Highways, Information Technology, and the region's Traffic Management Center. David has been a resident of Las Vegas for more than 30 years. He is a licensed professional engineer in the state of Nevada and earned both Bachelors and Masters of Science degrees in Civil Engineering from the University of Nevada, Las Vegas.

M.J. Maynard is the Chief Executive Officer of the Regional Transportation Commission of Southern Nevada (RTC), the only agency nationwide that is responsible for public transportation, traffic management, roadway and construction funding, and regional and transportation planning - all under one roof. Recognizing that mobility shapes our communities and economies, M.J. proudly leads the RTC as connector of the region's business sector, its more than 2.3 million residents and 40-plus million annual visitors. She is passionate about building and sustaining a transportation system with a robust roadway network and efficient public transit that connects the Las Vegas Valley, improves air quality, and creates economic opportunities for people and businesses. M.J. recognizes that deploying the latest transportation advancements is imperative to moving Southern Nevada forward. Her embrace of technology has made the RTC one of the most technologically advanced transportation agencies in the country - from self-driving cars to sustainable infrastructure planning and funding to the future of public transportation. During her 16-year history with agency, she has launched multiple groundbreaking initiatives, including on-demand mobility options; the rideRTC smartphone app; the largest transit service expansion in the agency's history; bike share and e-bike program expansion; On Board, the region's mobility plan; a traffic signal technology pilot that responds to real-time incidents; and the state's first hydrogen fuel cell electric buses. M.J. worked in Las Vegas' hospitality industry for more than 25 years prior to joining the RTC, where she served as Vice President for Hard Rock Hotel and Casino for more than a decade. In this role, she oversaw a culturally diverse staff of more than 750 employees and was responsible for managing a multi-million-dollar annual budget that included capital expansion projects. Considered a national leader and trusted voice of the transportation industry, M.J. serves on numerous national and local industry boards, including the American Public Transportation Association's (APTA) 25-member executive committee and as vice chair of its board of directors. She also serves on the board of directors for Women's Transportation Seminar (WTS) International, an organization dedicated to attracting, sustaining, connecting and advancing women in transportation. M.J. is a board member of the Hydrogen Fuel Cell Bus Council, an organization that works to protect the HFC bus market via legislation and regulation.

Marc Traasdahl - CFO

Marc Traasdahl is the Chief Financial Officer for the Regional Transportation Commission of Southern Nevada (RTC). He brings more than 25 years of broad accounting experience to the position from public, private and non-profit agencies, including a Big 8 CPA firm. Marc is passionate about the work he and his team do to maintain a healthy bottom line and to provide accurate financial reporting for critical decision-making across all transportation services. He and his team are proud of the clean audit reports and reviews they have received year after year from external auditors, the Federal Transit Administration (FTA), the National Transit Database (NTD) and several departments of the State of Nevada. Most significantly, Marc has led financial programs that have resulted in $52 million in interest savings through refunding several bond issues, and $128 million in fuel expense savings and additional grant opportunities by converting the RTC's transit fleets to Compressed Natural Gas. His meticulous financial approach is critical in the oversight of the Fuel Revenue Indexing program, grant funding allocations and inter-local funding agreements. Marc oversees all elements of finance, purchasing and contracts, fare policy & collection, short- and long-term operating and capital budgeting, grant reporting and administration, and the agency's asset management system. As a religious and community volunteer, Marc spends time providing food and resources to underserved populations and leadership training and activities for youth.
