Colonel David L. Musgrave

COL Musgrave joined the Armed Forces Insurance Board of Directors in July 2023. COL Musgrave retired from the U.S. Army Chemical, Biological, Radiological and Nuclear Corps after almost 34 years. He now serves as a member of the Senior Executive Service (SES) as the Director, On-Site Inspection and Building Capacity Directorate (OB) for the Defense Threat Reduction Agency (DTRA) located at Fort Belvoir, Virginia. During COL Musgrave's career, he served in a variety of assignments including Commanding Officer of Pine Bluff Arsenal in Pine Bluff, Arkansas, manufacturing specialized ammunitions and smoke capabilities and depot level production and maintenance of chemical defense equipment. Served as Aide-de-Camp/Advisor to General Lloyd J. Austin III during Operation New Dawn in Iraq, and Commanding Officer of the Bluegrass Chemical Activity in Richmond, Kentucky, responsible for the safe and secure storage of over 523 tons of weaponized chemical nerve agents scheduled for destruction under the Chemical Weapons Convention Treaty. COL Musgrave holds a Master of Science Degree from the Eisenhower School National Defense University; a Master of Arts from the Naval War College, a Bachelor of Science from Middle Tennessee State University and is a graduate of the Senior Executives in National and International Security Executive Education program from the Harvard Kennedy School of Executive Education. His military awards include the Defense Superior Service Medal with oak leaf cluster, the Legion of Merit, the Bronze Star with oak leaf cluster and various other awards and ribbons.

Colonel Norman D. Greczyn

COL Greczyn spent 30 years in the U.S. Army in a variety of assignments in armor and cavalry units. He served in Operations Desert Shield and Desert Storm in an armored brigade attached to the 2nd Marine Division. After retiring from the Army in 2002, COL Greczyn worked for six years at AFI as Director of Marketing and later, Director of Programs. He also earned a Chartered Property Casualty Underwriter (CPCU) designation. COL Greczyn holds a bachelor's degree in Engineering from the United States Military Academy and has a graduate degree in English literature from Duke University. He is also a graduate of the Command and General Staff CGSC and the US Army War College.

Danny R. Walker

CMSgt Walker joined the Armed Forces Insurance Board of Directors in July 2011. With a combined effort of 25 years in the U.S. Air Force and the Kansas National Guard, CMSgt Walker has been an active-duty member and a traditional guardsmen holding numerous positions including roles in Computer Operations, Maintenance Systems Analyst for Aircraft Maintenance, Plans and Programs for Information Technology systems, Visual Information and most recently as a Human Resource Advisor for the Kansas National Guard focusing on diversity, demographic shifts, and formal mentoring programs. Retiring from the Air National Guard in March 2012, CMSgt Walker currently works for Waddell & Reed in the Kansas City area as Manager of IT Asset Management with his team focusing on Hardware and Software Asset Management using ITIL and IT Asset Management methodologies and strategies to manage key corporate IT Assets. CMSgt Walker earned a bachelor's degree in Computer Information Systems from FriendsUniversity. He is a Certified Six Sigma Black Belt (CSSBB), Certified Information Technology Asset Manager (CITAM), Certified Software Asset Manager (CSAM) and certified in ITIL Foundations.

David A. Rodriguez

CMSgt Rodriguez joined the Armed Forces Insurance Board of Directors in July 2023. CMSgt Rodriguez retired in 2011 with over 26 years in the Army National Guard and the Kansas Air National Guard. Prior to his retirement, he served as the state Command Chief for the Kansas Air National Guard. While in this position, he was a key member of the Adjutant General's Staff and was the highest ranked Kansas Air National Guard enlisted member in the state. He was responsible for welfare of 2100+ Airman and assessed organizations morale and welfare through feedback from military personnel. Since his military retirement, CMSgt Rodriguez has been working in the Agriculture Industry for Skyland Grain, LLC in Southwest Kansas. He was member of their Senior Staff and held the position of Director of Financing, Public Relations, and Marketing and as their CEO in 2014 & 2015. He was instrumental in growing the Cooperative from 12 locations in SW Kansas and SE Colorado and $50 million in gross sales, to 45 locations in Kansas, Colorado, Oklahoma, and Texas and $450 million in gross sales. CMSgt Rodriguez is supportive and active in local and regional Business and Community involvement. He was a member of the Kansas Cooperative Council's Education and Legislative Committee, and served as Board of Director with other Co-op General Managers overseeing and guiding Co-op Convenience Stores in Kansas, Colorado, and Nebraska. He served on Library Board, Advisor for Emergency Management Committee, Rotarian, and Commander of American Legion Post 79 in Ulysses, KS.

Dr. Christina D. Love

Dr. Love joined the Armed Forces Insurance Board of Directors in July 2023. Dr. Love currently serves as the Director of the Spouse Development Office at Army University, Fort Leavenworth, KS. She previously served as a Senior Leadership Instructor/Senior Executive Service (SES) Strategic Leader Development and Mentor Program Lead for the Army Management Staff College. Dr. Love spent 21 years as a military spouse committed to supporting military families and the Army community. Her career spans over 20 years working with diverse backgrounds fostering an inclusive organizational culture that values innovation, collaboration, diversity, trust, and employee engagement. She has extensive experience translating opportunities into accomplishments, in community engagement, cross-functional coordination, and educational development. She earned her Doctorate of Executive Leadership from the University of Charleston in West Virginia. She holds a bachelor's and master's degree from Prairie View A&M University (PVAMU) in Prairie View, Texas. She has always been committed to public service in various organizations. Her current professional affiliations include being a Member of the American Association for Adult and Continuing Education, the International Association of Women, and Delta Sigma Theta Sorority, Incorporated. She is currently serving in the 4th Cohort of the 2022-2023 National Leadership Academy's Delta Fellows Program.

Gen. Stanley E. Clarke III

Lt. Gen. Stanley E. Clarke III was the Director, Air National Guard, the Pentagon, Washington, D.C. He was responsible for formulating, developing and coordinating all policies, plans and programs affecting more than 105,700 Guard members and civilians in more than 89 flying wings and 175 geographically separated units across 213 locations throughout the 50 States, the District of Columbia, Puerto Rico, Guam and the Virgin Islands. General Clarke was commissioned in 1981 as a distinguished graduate of the ROTC program at the University of Georgia and graduated from undergraduate pilot training at Sheppard AFB, Texas, in 1983. He was a command pilot with more than 4,000 hours in the A-10, C-26 and the F-16. Before assuming the Director position with the Air National Guard, General Clarke served as the Commander, Continental U.S. North American Aerospace Defense Command Region - 1st Air Force (Air Forces Northern), Tyndall Air Force Base, Fla. His command comprised of four direct reporting units, 10 aligned Air National Guard units, and a large number of active air defense alert sites - including aircraft, air defense artillery, and up to 15,000 active duty, National Guard, Air Force Reserve and civilian personnel. He has served in various operational and staff assignments including Senior Defense Official/Defense Attaché in Turkey. He has commanded a squadron, fighter wing and air expeditionary wing. He previously served as the Deputy Director of the Air National Guard and as the Assistant Adjutant General for Air, Alabama Air National Guard.

LTC Garcia

LTC Garcia joined the Armed Forces Insurance Board of Directors in July 2021. LTC Garcia hails from Gunnison, CO and was commissioned into the Corps of Engineers through Rider College ROTC in 1992. She held a variety of command and staff positions in combat, construction and USACE Engineer units and served on brigade, division, corps and theater army staffs. She has five deployments to Africa, Eastern Europe and the Middle East. LTC Garcia and her family lived in Germany for nine years during her career. LTC Garcia retired in 2017 and is now a leadership instructor at the Command and General Staff College (CGSC). LTC Garcia started the Women's Support Network in 2019 to link women who are students in CGSC with women who are graduates or current members of Army University. When not working, she enjoys spending time with her husband and family, golfing, gardening, and being active in St. Paul's Episcopal Church. LTC Garcia received a bachelor's degree in Biochemistry from Rider College and a graduate degree in Information Systems Management from Central Michigan University. Her military education includes the Engineer Officer Basic Course, the Field Artillery Officer Advance Course, the Command and General Staff Officer Course and Advanced Military Studies Program where she earned a second graduate degree in Military Arts and Sciences from the School of Advanced Military Studies (SAMS). LTC Garcia is a certified Project Management Professional (PMP).

LTC Johnson

LTC Johnson joined the Armed Forces Insurance Board of Directors in July 2018. LTC Johnson hails from Port Arthur, TX and is a 1994 graduate of the United States Military Academy at West Point. He served in the United States Army for 21 years as an Army Aviator retiring in 2015 at the rank of Lieutenant Colonel. During his military career, he answered the call to combat on three different occasions, serving a total of 40 months in Iraq and Afghanistan. LTC Johnson is now the owner of LaborMax Staffing, a staffing firm in the St. Louis, MO area. His passion continues to be service to others with a focus on military veterans, mentoring school age children in business and entrepreneurship, mentoring young fathers and helping local business grow. LTC Johnson is a Rotarian and serves on the board of the American Fallen Warriors Memorial Foundation. He also serves as treasurer for the Henry Leavenworth chapter of the Association of the United States Army, as well as volunteers with Junior Achievement and the Parkville Women's Clinic. He is enrolled at the University of Kansas School of Business as a Master of Business Administration student.

Arlen Briggs is the President and Chief Executive Officer for Armed Forces Insurance. With more than 30 years of experience in the insurance industry, Mr. Briggs began his leadership career in the accounting field as an auditor for Ernst Young in Kansas City, Mo., where he specialized in financial services and insurance, auditing clients including UMB Bank, Commerce Bank and Trust Co, Blue Cross and Blue Shield of KC, Federated Rural Electric Insurance Company and Medical Defense Associates Insurance Company. To further his experience in the insurance field, he moved to Zurich Insurance Company, where he worked on both commercial and personal lines products for Universal Underwriters Insurance Co. and Universal Underwriters Insurance of Texas and advanced to the management level in the Management Planning & Reporting Department. In 1994, he joined Armed Forces Insurance as the Assistant VP, Finance and Asst. Treasurer, with responsibilities over Finance, Accounting and Billing Operations, including the AFI Billing Customer Support call center. In 1996, he added the Payment Assistance call center to his responsibilities. In 1999, he was part of the team that formed Armed Forces Insurance Agency, where he served as Treasurer and as a member of the Board of Directors. Mr. Briggs was promoted to the position of Chief Financial Officer in 2010 with responsibilities over Finance & Accounting, Human Resources and Strategic Planning. In 2012, he assumed the duties of Chief Risk Officer with responsibility over Armed Forces Insurance Exchange's Regulatory Compliance, Pricing and Product Development areas. In 2017, he was named the Executive Vice President for Armed Forces Insurance and in 2018 he added the AFI Underwriting staff and functions to his responsibilities. In March 2020, he was promoted to President and Chief Executive Officer for AFI and its subsidiaries and is a member of the Armed Forces Insurance Exchange Subscribers Advisory Committee and Board of Directors. Mr. Briggs also supports the insurance industry and local charities in several capacities. Mr. Briggs serves as a member of the Board of Directors for the Kansas Association of Property Casualty Insurance Companies, sits on the Audit Committee for the Kansas Insurance Guaranty Association, serves as the member representative for Armed Forces Insurance Foundation, serves as the Chairman of the Endowment Committee of the First United Methodist Church of Leavenworth, serves on the Board of Directors for the Saint Luke's Cushing Foundation and serves as a trustee of a private charitable trust that supports local area youth. Mr. Briggs received a dual bachelor's degree in Finance and Accounting from Kansas State University. Among his accomplishments, he is a licensed Certified Public Accountant (CPA), a member of the American Institute of Certified Public Accountants, a Chartered Global Managerial Accountant (CGMA) and a graduate of the Leavenworth-Lansing Chamber of Commerce's "Leadership Leavenworth/Lansing Program".

Mr. Gregg R. Bermond

Mr. Bermond joined the Armed Forces Insurance Board of Directors in July 2023 Mr. Bermond is currently a Director of Kansas Mutual Insurance Company. He has over 35 years experience in the property and casualty reinsurance and insurance industry specializing in underwriting, pricing, and client management with increasing responsibilities throughout his career. He began his career with American Family Mutual Insurance Company and later took a position with Employers Reinsurance Corporation. He joined Endurance Reinsurance Corporation of America in 2006 as Vice President. In 2014 until his retirement, he worked at Guy Carpenter & Company, LLC as Senior Vice President in its Regional/Mutual reinsurance broking segment. Mr. Bermond graduated with a B.S. in Business Administration, Majoring in Marketing from Missouri Western State University. He also holds the CPCU and ARe professional designations.

Mr. Kenneth A. Selzer

Mr. Selzer joined the Armed Forces Insurance Board of Directors in July 2019. Mr. Selzer was elected as the Kansas Insurance Commissioner in 2014 and served in that position from 2015-2019. He previously worked in the reinsurance industry for more than 30 years, most recently as an Executive Managing Director for Aon in its Reinsurance Solutions Group. In addition to his credentials as a Certified Public Accountant, Mr. Selzer has earned a number of other professional designations, including CPCU, ARe and FLIMI. Mr. Selzer currently serves on the advisory council for the Kansas State University College of Business and is a member of the KSU Foundation Board of Trustees. He has been inducted into the KSU Accounting Hall of Fame. Mr. Selzer graduated with honors with a B.S. in accounting from Kansas State University. He earned a Master's degree in Business Administration from the University of Southern California.

Mr. Paul E. Heacock

Mr. Heacock joined the Armed Forces Insurance Board of Directors in 2007. A skilled businessman and entrepreneur, Mr. Heacock has had a long and distinguished career in the consulting and insurance industries. Mr. Heacock retired from his position as the chief information, technology and marketing officer of MutualAid eXchange, an Overland Park KS faith-based Property and Casualty Insurance Company. Mr. Heacock was a member of the original management team of Frankona America, the American operation of a German insurance conglomerate. As the senior financial and technology officer, corporate secretary and member of the board of directors, he led the design, construction and ongoing strategy development of all financial, administrative and information technology systems. As the founder and president of Human Dynamics in Overland Park, KS. Mr. Heacock led the e-learning and performance consulting practice specializing in designing and building just-in-time knowledge delivery and performance support systems. He regularly counseled key clients on these topics, as an expert in effective business processes and knowledge delivery systems. He also co-designed "Profit and Cash - The Insurance Game," a one-day business simulation workshop that helps insurance company employees, producers and vendors understand how they can directly impact their employer's results. Mr. Heacock began his professional career in the finance and accounting operations of General American Life Insurance Company in St. Louis MO. Mr. Heacock also currently serves on the board of, the Cameron Insurance Companies. He recently completed 15+ years of service on the boards of the Harry S. Truman Neurological Center for Children and the Missouri Insurance Education Foundation. Mr. Heacock earned a bachelor's degree in finance from St. Louis University. He also holds several industry designations, including CLU, FLMI, ARe, ACS and AIAF.

Mr. Scott T. Forland - Chairman

Mr. Forland joined the Armed Forces Insurance Board of Directors in July 2021. Mr. Forland is Senior Legal Counsel for SS&C Technologies, Inc., the world's largest hedge fund and private equity administrator, as well as the largest mutual fund transfer agency, using software and solutions to service over 20,000 clients across the globe in the financial services and healthcare industries. He has over 20 years of in-house legal experience with property and casualty insurance companies, agencies, and affiliated organizations doing business across the United States. He was the Executive Vice President, Chief Legal Officer and Corporate Secretary for MII Management Group, Inc. and the Vice President - Legal Services and General Counsel for Dodson Management Corporation, both of which companies were the attorneys-in-fact for reciprocal insurers like Armed Forces Insurance. He has an extensive corporate law background in contracting, corporate governance, corporate record keeping, regulatory compliance, and development of company policies and procedures. His responsibilities have included supervision of legal and governmental affairs, compliance, insurance operations, information technology, administration and human resources. Mr. Forland previously served on the Board of Directors for the Kansas Association of Property & Casualty Insurance Companies and the Missouri Insurance Coalition. He was a Governing Committee member of the Kansas FAIR Plan and has been active in many community organizations. Mr. Forland graduated with honors with a B.A. in Economics and Political Science from the University of Minnesota. He earned a Juris Doctor from the University of Minnesota Law School and was admitted to the Bar in Missouri (1986) and Kansas (1987).

Ms. Becky S. Blades

Ms. Blades joined the Armed Forces Insurance Board of Directors in June 2013. With three decades of experience in the marketing and public relations field, Ms. Blades has helped organizations with business reputation management, creative brand building, and innovative marketing. As a consultant, she serves businesses in diverse industries and the highest levels of strategy development and crisis management. Ms. Blades has founded and built departments, companies, and high-results programs, and has particular knowledge in aviation, professional services, and financial services. She has an energetic style that is entrepreneurial and strategic. Ms. Blades founded the communications firm Blades & Associates, which merged with Trozzolo Communications in 2003. She served as Chairman of Trozzolo Communications Group from 2005 to 2013. Ms. Blades' business and professional affiliations include participation on corporate boards, civic organizations, and community service organizations. She has also received numerous honors, awards, and distinctions. She has published numerous articles and has authored two books. Ms. Blades is an honors graduate of the University of Missouri School of Journalism, where she earned her bachelor's degree. She is accredited in public relations management by the Public Relations Society of America.
