- Community Engagement Manager
As Community Engagement Manager, Alex Otthofer serves as Lancaster City Alliance's primary liaison with City residents and small businesses, particularly those in Lancaster's Spanish speaking community.
Alex earned a Bachelor of Arts in Spanish and International Studies from Millersville University, and studied a semester abroad at the Universidad de Burgos in Spain. His professional background began with bilingual customer service experience at a local eCommerce company.
In 2021, he joined the Lancaster City Alliance team as Programs and Outreach Coordinator, forging new connections with City residents and small businesses.
Alex currently lives in Lancaster's SoWe Neighborhood, enjoying all the amenities that city life has to offer. Outside of work, you will likely find him Downtown with his dog, Casper, and partner, Chris. Alex is also an advocate for Lancaster's LGBTQ+ Community and served several years as Board President of the Lancaster Pride Association.

Energetic, adaptable, and level-headed when it counts, Anne Williams is the Lancaster City Alliance Director of Communications. Prior to coming to the Lancaster City Alliance, Anne served two Pennsylvania Governors where she specialized in health and human services media relations and outreach. She also worked in the Marketing Department at Capital BlueCross.
A 2001 Graduate of Susquehanna University with B.A in Public Relations and a minor in Sociology, Anne has also completed the YWCA Racial Justice Institute Foundations Workshop, is a 2020 graduate of Leadership Lancaster Core Class, and a 2009 graduate of the Pennsylvania Leadership Development Institute.

Passionate about keeping it simple and being present in the moment, Anne delights in sharing a meal with family and friends, outdoor adventures, and the antics of her dog Pip.
Anne serves on the Lancaster Office of Promotion Advisory Board and is Chair of the Board of Trustees for the Adamstown Area Library.

As Director of Administration and Relations, Colleen Wagner is responsible for the management and cultivation of investor relations emphasizing on volunteer engagement to support and carry out the vision of Lancaster City Alliance. Colleen is ideally suited to execute the strategic vision and goals of Lancaster City Alliance. Colleen leads the organization's Diversity, Equity and Inclusion (DEI) programs and initiatives.
With a background in business management and significant career experience, Colleen oversees internal processes such as policies, benefits, technology and budgeting.
Colleen volunteers her time as President of the Board of Trustees for La Academia Partnership Charter School.

As Executive Director of the Downtown Investment District & Director of Clean and Safe Services, David Aichele is responsible for overseeing the Downtown Investment District, the operational, financial and contractual obligations of the Ambassadors and Downtown Investment District Clean Team as well as Lancaster City Alliance's public safety initiatives.
Dave is a graduate of the Pennsylvania Municipal Police Officers Training Academy, Pennsylvania Fire and Criminal Justice Academy, and has received numerous Certifications of Training from Federal, State and Local agencies. He is a graduate of the 2007 Leadership Lancaster Class and is a Certified Specialist in Crime Prevention through Environmental Design.

Fran Denlinger is the Lancaster City Alliance Office Manager overseeing internal processes and procedures and assisting team members in their various roles. She brings two decades of broad experience in office management to the team at LCA. With a B.A. in Environmental Studies from the University of Pennsylvania and Master of Landscape Architecture from The Ohio State University, Fran utilizes design thinking in her approach to supporting our organization's streamlining and planning efforts.
With a passion for supporting youth and education, Fran is a PA Emergency certified teacher and serves in special and general K-12 classrooms in Lancaster County.

As Director of Community & Economic Development at the nonprofit Lancaster City Alliance, Jeremy Young facilitates real estate development projects and business recruitment/expansion in the City of Lancaster; plays an active role in several key neighborhood revitalization initiatives including those in southwest ("SoWe") and southeast Lancaster City; administers a residential/business façade improvement program and plans streetscape enhancement projects; tracks progress on and works with community leaders to advance the implementation of Building On Strength, the City of Lancaster's 15-Year Economic Development Strategic Plan; coordinates a Finance Squad to identify creative funding solutions to facilitate the plan's implementation; and coordinates an interagency City Transportation Planning Roundtable.
In addition to his work with Lancaster City Alliance, he serves on the boards of directors of the Redevelopment Authority of the City of Lancaster, the Lancaster City Land Bank Authority, the Lancaster Property Reinvestment Board, and the Spanish American Civic Association, and previously served on the C&I Council Board of Directors. He earned a Bachelor of Arts degree in Geography from Millersville University of Pennsylvania, and earned a Master of Urban and Regional Planning degree and a Graduate Certificate in Real Estate Development from Portland State University (Portland, OR). Jeremy and his family proudly live in southwest Lancaster City.
Jeremy - What makes Lancaster cool? Lancaster City's historic architecture is truly world-class. I love strolling through Downtown and city neighborhoods taking in the wide array of styles from the colonial period through the Victorian era and into the roaring 1920s when urban life was at its peak. Some of the best treasures are found, though, and some its coolest grit is seen, when venturing off onto the unbeaten path and down city alleys-where the undiscovered potential still remains.

As Team Social Media & Engagement Manager Kathlene Carroll Sullivan is responsible for creating timely and relevant daily content on Lancaster City Alliance's social media platforms. She also assists the Lancaster City Alliance (LCA) Team as a photographer for special events, marketing needs, and fundraising. Kathlene also manages the Member Intra Marketing Committee and serves as a liaison to the merchant and professional community to plan the monthly Merchant Meetings.
Before becoming a part of the Lancaster City Alliance Team Kathlene was active in the Downtown Lancaster community with social media and marketing for merchants and non-profits. She has a lifetime of experience as a small business owner and brings that perspective and passion for entrepreneurship to her role in the LCA.
"I have lived in Lancaster City for almost twenty years, but it still feels new to me every day. There is an energy here that is so unique and keeps me young at heart. This City has become my ‘second-act' home and also my family."

Kathlene - What makes Lancaster cool? The rich culinary scene in the City of Lancaster is an extraordinary array of cool places to visit and discover new flavors, exceptional chefs, and stellar food from favorite cafes & restaurants. I am able to experience the diversity of cuisines that include: American, African, Asian, Australian, Ethiopian, French, Greek, Irish, Indian, Italian, Jamaican, Latin, Mexican, Nepalese, Thai, Trinidadian and Vietnamese. Twice a year I eagerly await Lancaster City Restaurant Week as an opportunity to explore some new cool spot or visit ones that have become old friends. It is a deliciously cool way to get to know my second act City!

Lori serves as Team Coordinator for Lancaster City Alliance providing administrative support to the President. She also supports community programs such as the Building On Strength economic development plan, the Downtown Investment District, and Lancaster's thriving merchant community.
Prior to joining the Lancaster City Alliance Lori served as General Manager of The Hotel Lancaster and was a partner in the hotel's revitalization. Lori also brings 33 years of experience as the Executive Assistant to the Chairman and CEO of Willow Valley Associates, Inc.
A lifelong resident of Lancaster County, Lori appreciates the opportunity to experience the revitalization of our city as a resident of downtown Lancaster. "The farmland and countrysides of Lancaster County are beautiful, but the positive energy you feel in the City is amazing. The restaurants and shops, theatres and historical sites, and lovely green spaces like Musser and Binns Park, offer no shortage of things to do and experience."

Marshall Snively serves as President of Lancaster City Alliance. His areas of focus include leading economic development initiatives, coordinating marketing programs, and implementing a business retention, expansion and recruitment strategy for Lancaster City.
Marshall was the Vice President and Interim President of the James Street Improvement District in Lancaster. Prior to moving to Lancaster, Marshall served as Special Projects Director for a Baltimore real estate development company focusing on restoring and strengthening existing urban communities through the redevelopment of historic properties and new construction.
