Catina (Tina) R. Shannon was appointed to the Board of Curators in 2022. Currently the director of Government Relations for Ameren Missouri, Shannon earned her Bachelor of Science in criminal justice/political science from Missouri Western State University in St. Joseph, Missouri, and her Master of Public Administration from DeVry University - Keller School of Management in St. Louis. She previously served as the legislative representative for Ameren Missouri and as the conference coordinator for the Missouri Legislative Black Caucus Foundation Inc. Shannon also served as the deputy director of Legislative Affairs and the director of Constituent Affairs for the Office of Gov. Bob Holden and as the chief of staff for Missouri Sen. Paula J. Carter. Shannon is a member of Delta Sigma Theta Sorority Inc. and a board member of the Missouri Society of Governmental Society, the Friends of the Governor's Mansion, the United Way of Mis-Missouri Fund Allocation Board and St. Louis AMIKids Organization.

Dr. John B. Moseley

Dr. John B. Moseley has served as the 21 st president of Lincoln University since January 2022. In his first eighteen months in the role, Dr. Moseley has led the efforts to jumpstart the momentum toward growth at the University. With enrollment and access among his top priorities, Moseley has led a restructure of the admissions staff to include regional recruiters and implemented the Blue Tiger Advantage Scholarship program, which automatically awards scholarships to qualified students. These initiatives resulted in an increase in total enrollment for fall 2022, following a decade of decline. Additionally, the University entered into agreements with several community colleges to assist students with moving from a two-year to four-year degree. The University is using Moseley's vision for these and similar partnerships in the future to expand possibilities for students. A champion for the University since 2014, Moseley has leveraged his current role to secure historic state support. For the first time since it was federally mandated in 2000, the University received nearly $10 million, the full state match for its federal land grant funding, in May 2022 and maintained the full funding following the 2023 legislative session. With a belief instilled in him by his parents, Moseley's leadership focus is on taking care of the people who take care of the students. With that in mind, he was able to secure more than $2.1 million for the University to rejoin Missouri Consolidated Health Care, the state employee insurance plan, as well as partnering with the Board of Curators to commit $2 million for wage increases for faculty and staff. Moseley has more than 20 years of higher education experience, including 14 years at Historically Black College or University (HBCU) campuses. He was born and raised in Warren County, North Carolina, and he attended East Carolina University where he earned a Bachelor of Science and a Master of Arts in Education. In the spring of 2021, Moseley completed his Doctorate in Educational Leadership and Policy Analysis at the University of Missouri. Moseley resides in Jefferson City, Missouri, with his wife, Dr. Crystal Moseley, an assistant professor at Lincoln University, and their daughter, Jillian.

Dr. Stevie Lawrence II is currently serving as Acting President of Lincoln University while Dr. Moseley is on leave. Dr. Stevie Lawrence II is currently serving as Acting President of Lincoln University while Dr. John Moseley is on leave. Dr. Lawrence joined Lincoln University as Provost and Vice President of Academic Affairs on July 1, 2023. Prior to this role, he served the Southern Regional Education Board as vice president for postsecondary education, where he led the board's postsecondary programs and developed initiatives to support postsecondary state offices and institutions. Lawrence also was the founding dean of the University College at Fort Valley State University in Georgia. In this position, he worked on innovative strategies that increased student retention, persistence and graduation. In addition, he has academic experience from the University of North Carolina System Office, Shaw University, Virginia Union University and Halifax Community College. Lawrence is a 2022-23 American Council on Education (A.C.E.) fellow, a 2020-21 American Association of State Colleges and Universities (AASCU) Millennium Leadership Initiative (MLI) protégé, and a member of the Higher Education Leadership Foundation (H.E.L.F.). Lawrence holds a Doctor of Philosophy in urban higher education from Jackson State University, a Master of Public Administration from North Carolina Central University and a Bachelor of Arts from North Carolina A&T State University.

Jeremy Faulk joined Lincoln University of Missouri as chief of staff in June 2022. Faulk serves as an adviser and strategic partner to the president of the university, remaining focused on Lincoln's vision, mission and goals in collaboration with senior university leadership and external stakeholders. Faulk supports and sustains a culture of service, professionalism and continuous improvement in all organizational departments at Lincoln University. A native of Charlotte, North Carolina, Faulk has spent more than 15 years working in higher education, specifically in student affairs, athletics and campus operations. He holds a master's degree in student affairs and athletic administration in higher education from Ball State University in Muncie, Indiana; he earned his undergraduate degree from North Carolina A&T State University in Greensboro.

Judge Richard G. Callahan - President

Judge Richard G. Callahan is a resident of Jefferson City, Missouri, and was appointed to the Board of Curators in September 2020. He received both his Bachelor's Degree and Law Degree from Georgetown University. Judge Callahan was appointed by President Barack Obama to serve as the United States Attorney for the Eastern District of Missouri; during those eight years he handled a wide variety of cases including the 2012 Ferguson shooting of Michael Brown, the 2008 car bombing in a Clayton parking garage, and the recovery of lunar material that had been smuggled out of NASA some forty years earlier. During his years as a judge the St. Louis Post Dispatch described his courtroom as "a switchyard of controversial cases" as he dealt with campaign finance reform, correction officers' union rights, voter ID laws, the state child abuse registry, and state funding for public schools. In suits brought by the Innocence Project he freed individuals who had been wrongfully convicted and imprisoned for decades. Judge Callahan's thirty-year career as a prosecutor includes time with the Circuit Attorney Office in St. Louis, the Attorney General Office, and sixteen years as the elected prosecutor in the state Capital. He currently serves as a Senior Judge accepting individual assignments from the Missouri Supreme Court.

Richard R. Popp

Richard Popp was appointed to the Board of Curators in March 2019. He received the B.S. in Accounting from the University of Missouri-Columbia and the J.D. from Harvard Law School. He recently retired from Central Bancompany in Jefferson City, MO, after thirty-seven years with the company. Prior to retirement, his title was EVP - Chief Risk Officer (CRO). As CRO, the following company units reported to him: internal audit; loan review; compliance; information security; insurance; and loan operations. As part of the CRO role, he was also jointly responsible for company credit quality with other members of management. He was the person primarily responsible for loan policy and senior lender meetings as well as the general oversight of commercial lending. Curator Popp is married to Debbie Popp, and they have four children and several grandchildren.

Terry Rackers

Terry Rackers of Jefferson City, Missouri, was appointed to the Board of Curators in September 2020. He attended the University of Missouri and earned a degree in Business Administration. Curator Rackers got his private, commercial, multi engine, instrument and flight instructor ratings. He was a flight instructor his last two years in college and went to work flying for Trans Mo Airlines. He worked for Central Bank flying their King Air. He and his business partners owned Jefferson City Flying Service, Central Missouri Aviation in Columbia, and operated the airport at Lake Ozark. He was President of Jefferson City Flying and Central Missouri Aviation. He also served as Chief pilot at Jefferson City Flying and Director of Operations of Central Missouri Aviation. He was an accident prevention counselor and designated Examiner for the FAA for Private Pilot, Commercial Pilot, Multi Engine, and Instrument Rating. He received the Wright Brothers Master Pilot award from the FAA for over 50 years of accident free, incident free and violation free flying. He is type rated in 10 different aircraft. He sold his business and retired in 2017. He is on the board of Learning in Retirement and the incoming Treasurer, and is Vice President of the St. Mary's Foundation. He is married to the former Sally Zavoral and they have three children, Jeff, Jill, and Lindsay. Sally and Terry have seven grandchildren.

Vernon V. Bracy

Vernon Vito Bracy was appointed to the Board of Curators in March 2019. He graduated magna cum laude with a B.S. degree in Mass Communications from Lincoln University, where he attended on an athletic scholarship, playing intercollegiate basketball for four years. He serves as the Chief Executive Officer/President of Renaissance Voice Communications in St. Louis, Missouri. Former positions include Senior Vice President for Sales at Veatch Ophthalmic Instruments, Health Care in Tempe, AZ, National Director of Sales, Background Screening, for Merchants Information Solutions in Phoenix, AZ, Principal at Ubiquity Financial in St. Louis, MO, and held several executive positions with AON Corporation in Chicago, IL. Bracy serves on the Advisory Board of Soldan International High School S.T.E.M; as a Kendall Bluff Trustee; and the Pattonville School District Board S.T.E.M. He is a member of Sigma Pi Phi Eta Boule' Fraternity. Curator Bracy is married to Adrian E. Bracy, and they have one son, Donovan.

Victor B. Pasley

Victor B. Pasley was appointed to the Board of Curators in March 2019. He received his B.S. in Education from Lincoln University and the M.S. in Education from Northern Illinois University, DeKalb, IL, and the Professional Management Development, PMD, from Harvard Business School, Harvard University, Boston, MA. He retired from the Xerox Corporation in 2010, after 32 years as a member of their executive team. He served as the Vice President, Sales and Marketing, Managed Services, Rochester, New York; Vice President, Sales Operations, Mid Central Customer Business Unit, Indianapolis, Indiana; Region Marketing Manager, Business Manager and Account General Manager (State of Indiana/Kentucky), Chicago, Illinois; and held Managerial Assignments for Local, Regional and Headquarters for the Xerox Corporation. Prior to that, he served as an Instructor and Assistant Principal for Ellis Junior High School, Elgin Public Schools, School District U-46, in Elgin, IL. He served as a Captain in the United States Army from 1969-1972, Republic of South Vietnam. Curator Pasley, an avid golfer, is very active in the community in which he lives. He is a lifelong member of the YMCA and has served on its boards in Chicago, IL, Rochester, NY, and Indianapolis, IN. He also served on the Board of the Jr. Achievement of Central Indiana. He has served on the Lincoln University of Missouri Foundation Board from 2006 to 2019 and was the Foundation's President from 2007 to 2011. He is married to his college sweetheart, Pamela Brown, and on July 7, 2018 they celebrated 50 years of marriage. They are the proud parents of three children and seven grandchildren.
