Bhabesh Hazarika assumes the role of Economist at the esteemed National Institute of Public Finance and Policy (NIPFP) located in New Delhi. Presently, he serves in the capacity of Assistant Director at the Sixteenth Finance Commission, Government of India on a deputation basis. His scholarly pursuits span a breadth of economic domains, notably encompassing public policy, public finance management, development economics, the economics of decision-making, and entrepreneurship. Dr. Hazarika's academic journey commenced with his doctoral studies in Economics at the Indian Institute of Technology Kharagpur, with a focus on the Microentrepreneurship Development in the Unorganized Sector Economy. Prior to this, he obtained his Master of Arts degree in Economics from Gauhati University, Guwahati. Drawing from a rich reservoir of experience in areas such as social sector policy, state finances, and the rigorous assessment and monitoring of governmental programs, Dr. Hazarika has established himself as a notable figure in the academic sphere. His scholarly contributions extend beyond theoretical frameworks into practical realms, evidenced by his prolific publication record in esteemed peer-reviewed journals including Technological Forecasting and Social Change, Eurasian Business Review, Journal of Developing Areas, Asia Pacific Management Review, Asian Journal of Women's Studies, Journal of Small Business & Entrepreneurship, and International Journal of Social Economics. Dinesh Kumar Nayak

Dinesh Kumar Nayak is an economist currently associated with the National Institute of Public Finance and Policy in New Delhi. He has earned his Ph.D. in Economics from the Centre for the Study of Regional Development, School of Social Sciences at Jawaharlal Nehru University (JNU) in New Delhi. Prior to his doctorate, he completed his M.Phil. in Economics from the same institution and holds an M.A. in Economics from Sambalpur University in Odisha, India. Dr. Nayak has held the position of Economist at the National Institute of Public Finance and Policy since February 2016, following his role as a Research Associate at JNU from April 2011 to January 2016. His research has been extensive and impactful, with ongoing projects including assessments of public expenditure and financial accountability, analysis of state-level tax and non-tax revenues, and examinations of economic and social performance differences among Indian states. His completed research projects span a variety of topics, such as state finances in India, quarterly reports on the Indian economy, public financial management, and the impact of conditional cash transfers on health interventions. Dr. Nayak has also contributed significantly to the study of employment generation, financial globalization, agrarian transitions, and rural development. Dr. Nayak has authored numerous analytical reports, media reports, policy briefs, working papers, journal articles, and book chapters, reflecting his deep engagement with economic issues and policy analysis. He has presented his research at various international conferences and has been active in public talks and teaching activities, sharing his expertise on state finances, economic policies, and fiscal management. He is a member of several professional societies, including the International Institute of Public Finance and the Indian Econometric Society, and has received travel grants and fellowships for his scholarly contributions. Dr Sacchidananda Mukherjee

Dr Sacchidananda Mukherjee is a Professor at the National Institute of Public Finance and Policy (NIPFP). NIPFP is one of the premier think tanks in Asia working on public finance and fiscal policy issues. Before joining NIPFP, he was with the International Water Management Institute (IWMI), Hyderabad and the World Wide Fund for Nature (WWF)-India, New Delhi. His areas of research include public finance and fiscal policy in general and Goods and Services Tax (GST), Value Added Tax (VAT), Performance Assessment of Tax Administration, Restructuring and Reorganization of Tax Administration, Tax Compliance Behaviour, Revenue Potential Estimation, Tax and Non-Tax Revenue Mobilization in particular. Dr Mukherjee has studied at the Madras School of Economics, Chennai (Ph.D. in Environmental Economics from the University of Madras) and Jawaharlal Nehru University (JNU), New Delhi (M.A. in Economics). Mita Choudhury is a Professor at the National Institute of Public Finance and Policy. She is a graduate in Engineering, with a Ph.D in Economics from the Indira Gandhi Institute of Development Research, Mumbai. Her research has focussed on issues related to health financing in India, within the broad ambit of research on issues related to human development. Lately, she has been involved in research related to public financial management in the health sector. Lekha S. Chakraborty is a Professor at NIPFP and an elected Member of the Governing Board of Management at the International Institute of Public Finance (IIPF) Munich, the world association of public finance economists. She is a pioneer economist in institutionalizing gender budgeting in India, with Chief Economic Advisor, Ministry of Finance, Govt. of India, in 2004. She is also a research affiliate at the Levy Economics Institute of Bard College, New York. Her areas of interest are macroeconomics of public finance, fiscal federalism, climate financing, extractive sector economics, financing human development, and gender budgeting. She is the recipient of Infoys Best PhD Thesis Award from the Indian Institute of Science (IISc) in Bangalore. Her latest book is 'Fiscal Policy for Sustainable Development in Asia Pacific: Gender Budgeting in India' (published by Palgrave Macmillan). She is also the author of "Fiscal Consolidation, Budget Deficits, and Macroeconomics" by Sage Publications. Her book has received endorsement reviews from Dr. Y. V. Reddy, former Governor of the Reserve Bank of India, and also from Professor Vito Tanzi, former IMF Executive Director Fiscal Affairs, and Professor Lant Pritchett of Harvard University. She is co-author of the book "Social Sector in Decentralized Economy: India in the Era of Globalization," published by Cambridge University Press. She has worked for the IMF, ILO, the World Bank, UNESCAP, the UNDP, UN Women, and the Commonwealth Secretariat on short stints. Her work experience on macro-fiscal policy and human development spans across 8 countries: Sweden, Canada, Morocco, the Philippines, South Africa, Sri Lanka, Vietnam, and Mexico, and more frequently in the Asia-Pacific region. He served as Member, Advisory Council to the Fifteenth Finance Commission of India; Member-Secretary, Committee on Fiscal Statistics appointed by the National Statistical Commission; Chairman, Kerala Public Expenditure Review Committee-a statutory committee appointed by the Government of Kerala; and Research Associate, Levy Economics Institute, New York. He also served as Member of the Third Union Territory Finance Commission, appointed by the Ministry of Home Affairs, and as Consultant to the Eleventh Finance Commission of India. He was Chief of Social Policy at UNICEF and the Chief of Field Office at UNICEF Kerala and Tamil Nadu. Chakraborty has held short-term visiting positions in the Department of Economics at the University of Ottawa, the University of Carleton, the Centre for Development Studies, Trivandrum, and also taught the Indian Public Finance module at the Indira Gandhi Institute for Development Research, Mumbai. He testified before the Select Committee of the Upper House of India Parliament in June 2015 on the Constitution Amendment Bill on GST. His book titled "GST in India: A Simple Tax in a Complex Federal System" was published by Orient Back Swan in 2019. He has also researched extensively on the decentralization and development of states in India.
