Aakash Gupta is an Economist at NIPFP, Delhi. He is a PhD scholar at the Centre for Economic Studies and Planning, Jawaharlal Nehru University, Delhi. Earlier he has completed his MPhil and MA in Economics from the same Centre.
Amandeep Kaur is working with National Institute of Public Finance and Policy, New Delhi as an Economist since 2016. She has worked in the areas of federalism ; Power sector debt and its impact on state finances pre and post -UDAY. Her current research focuses on PFM issues particulary for climate change, Nutrition & Children.
Amey Sapre works as an Associate Professor at NIPFP. In his previous years at NIPFP, he worked as an assistant professor and as a Consultant in the Macro Finance group. Prior to joining NIPFP, he worked as a teaching assistant in Economics at Indian Institute of Management (IIM) Ahmedabad, IIM Indore and as a UGC-SAP Research Fellow for sponsored research programmes in areas of development and agriculture in Madhya Pradesh. He studied at the Symbiosis International University, Pune and has a Ph.D in Economics from the Indian Institute of Technology (IIT) Kanpur. His research interests include national accounts statistics, public finance and macroeconomics.

Bhabesh Hazarika assumes the role of Economist at the esteemed National Institute of Public Finance and Policy (NIPFP) located in New Delhi. Presently, he serves in the capacity of Assistant Director at the Sixteenth Finance Commission, Government of India on a deputation basis. His scholarly pursuits span a breadth of economic domains, notably encompassing public policy, public finance management, development economics, the economics of decision-making, and entrepreneurship.
Dr. Hazarika's academic journey commenced with his doctoral studies in Economics at the Indian Institute of Technology Kharagpur, with a focus on the Microentrepreneurship Development in the Unorganized Sector Economy. Prior to this, he obtained his Master of Arts degree in Economics from Gauhati University, Guwahati.
Drawing from a rich reservoir of experience in areas such as social sector policy, state finances, and the rigorous assessment and monitoring of governmental programs, Dr. Hazarika has established himself as a notable figure in the academic sphere. His scholarly contributions extend beyond theoretical frameworks into practical realms, evidenced by his prolific publication record in esteemed peer-reviewed journals including Technological Forecasting and Social Change, Eurasian Business Review, Journal of Developing Areas, Asia Pacific Management Review, Asian Journal of Women's Studies, Journal of Small Business & Entrepreneurship, and International Journal of Social Economics.
In addition to his academic pursuits, Dr. Hazarika actively engages with various professional associations, holding memberships in esteemed bodies such as the Development Studies Association, International Association for Research in Income and Wealth, Southern Economic Association, and Indian Society for Ecological Economics. Furthermore, he generously contributes to the academic community by serving as a referee for several international journals and conferences, thereby fostering scholarly exchange and ensuring the integrity of academic discourse.
Dinesh Kumar Nayak is an economist currently associated with the National Institute of Public Finance and Policy in New Delhi. He has earned his Ph.D. in Economics from the Centre for the Study of Regional Development, School of Social Sciences at Jawaharlal Nehru University (JNU) in New Delhi. Prior to his doctorate, he completed his M.Phil. in Economics from the same institution and holds an M.A. in Economics from Sambalpur University in Odisha, India.
Dr. Nayak has held the position of Economist at the National Institute of Public Finance and Policy since February 2016, following his role as a Research Associate at JNU from April 2011 to January 2016. His research has been extensive and impactful, with ongoing projects including assessments of public expenditure and financial accountability, analysis of state-level tax and non-tax revenues, and examinations of economic and social performance differences among Indian states.
His completed research projects span a variety of topics, such as state finances in India, quarterly reports on the Indian economy, public financial management, and the impact of conditional cash transfers on health interventions. Dr. Nayak has also contributed significantly to the study of employment generation, financial globalization, agrarian transitions, and rural development.
Dr. Nayak has authored numerous analytical reports, media reports, policy briefs, working papers, journal articles, and book chapters, reflecting his deep engagement with economic issues and policy analysis. He has presented his research at various international conferences and has been active in public talks and teaching activities, sharing his expertise on state finances, economic policies, and fiscal management.
He is a member of several professional societies, including the International Institute of Public Finance and the Indian Econometric Society, and has received travel grants and fellowships for his scholarly contributions. In addition to his research and teaching, Dr. Nayak is involved in advisory activities and has served as a co-coordinator and discussant at various seminars and conferences. Dr Sacchidananda Mukherjee is a Professor at the National Institute of Public Finance and Policy (NIPFP). NIPFP is one of the premier think tanks in Asia working on public finance and fiscal policy issues. Before joining NIPFP, he was with the International Water Management Institute (IWMI), Hyderabad and the World Wide Fund for Nature (WWF)-India, New Delhi. His areas of research include public finance and fiscal policy in general and Goods and Services Tax (GST), Value Added Tax (VAT), Performance Assessment of Tax Administration, Restructuring and Reorganization of Tax Administration, Tax Compliance Behaviour, Revenue Potential Estimation, Tax and Non-Tax Revenue Mobilization in particular. Dr Mukherjee has studied at the Madras School of Economics, Chennai (Ph.D. in Environmental Economics from the University of Madras) and Jawaharlal Nehru University (JNU), New Delhi (M.A. in Economics). He has published papers in national and international journals of repute.
Dr. H K Amar Nath is presently an Associate Professor and Head, Public Finance Information System (data bank) at National Institute of Public Finance and policy. He has over 25 years of experience in the field of public policy, particularly in Analysis of State finances, Subsidies, Decentralization and Human development. He has various publications in edited books, working papers and journals. He had been part of Indian delegation to South Africa on decentralization issues and consults with World Bank, UNDP and ADB and also associated with Ministry of Human Resources and Ministry of Health in various committees

Mita Choudhury is a Professor at the National Institute of Public Finance and Policy. She is a graduate in Engineering, with a Ph.D in Economics from the Indira Gandhi Institute of Development Research, Mumbai. Her research has focussed on issues related to health financing in India, within the broad ambit of research on issues related to human development. Lately, she has been involved in research related to public financial management in the health sector. She has been associated with the background research for various government Committees on the health sector, and has been a member of some of the committees on allocation and expenditure constituted by the Ministry of Health and Family Welfare. She has worked on health issues both at the Central and the State-level, and has contributions in the context of intergovernmental transfers for health. She has also authored a number of studies carried out for the Ministry of Health and Family Welfare, World Health Organization (India), NITI Aayog (National Institution for Transforming India), Planning Commission and the UNDP.

Lekha S. Chakraborty is a Professor at NIPFP and an elected Member of the Governing Board of Management at the International Institute of Public Finance (IIPF) Munich, the world association of public finance economists. She is a pioneer economist in institutionalizing gender budgeting in India, with Chief Economic Advisor, Ministry of Finance, Govt. of India, in 2004. She is also a research affiliate at the Levy Economics Institute of Bard College, New York. Her areas of interest are macroeconomics of public finance, fiscal federalism, climate financing, extractive sector economics, financing human development, and gender budgeting.
She is the recipient of Infoys Best PhD Thesis Award from the Indian Institute of Science (IISc) in Bangalore. Her latest book is 'Fiscal Policy for Sustainable Development in Asia Pacific: Gender Budgeting in India' (published by Palgrave Macmillan). She is also the author of "Fiscal Consolidation, Budget Deficits, and Macroeconomics" by Sage Publications. Her book has received endorsement reviews from Dr. Y. V. Reddy, former Governor of the Reserve Bank of India, and also from Professor Vito Tanzi, former IMF Executive Director Fiscal Affairs, and Professor Lant Pritchett of Harvard University. She is co-author of the book "Social Sector in Decentralized Economy: India in the Era of Globalization," published by Cambridge University Press. She has worked for the IMF, ILO, the World Bank, UNESCAP, the UNDP, UN Women, and the Commonwealth Secretariat on short stints. Her work experience on macro-fiscal policy and human development spans across 8 countries: Sweden, Canada, Morocco, the Philippines, South Africa, Sri Lanka, Vietnam, and Mexico, and more frequently in the Asia-Pacific region. She was twice an awardee of the Shastri Indo-Canada program from the Department of Foreign Affairs and Trade (DFAIT), Government of Canada. She has been a visiting professor at various universities and delivered lectures at the London School of Economics, American University (Washington, DC), Uppsala University (Sweden), Carleton University (Canada), and the University of Utah, US. She has papers in national and international journals. Manish Gupta is an Associate Professor at the National Institute of Public Finance and Policy, New Delhi. Prior to this he has served as Assistant Professor and Economist at the Institute. Mukesh Anand is an Associate Professor with the National Institute of Public Finance and Policy. After graduating in Chemistry he completed Master's degree in Business Management from Calcutta University and a doctorate in Economics from Indira Gandhi Institute of Development Research. He has contributions in the broad areas of social security, pensions, subsidies, fiscal federalism and resource transfers to the sub-national level, trade liberalization, indirect tax reform, and fuel pricing. He was a member of the teams preparing the state development reports of Assam, Maharashtra, Uttar Pradesh, Andaman & Nicobar Islands, and Meghalaya. He has organized several short-duration training programmes for officers at different levels in differing services of government of India as well as with some state governments. He has also been a short-term consultant for World Bank and DFID. He has occasionally refereed for Indian Economic Review, Indian Economic Journal, and ASCI Journal of Management.

Pinaki Chakraborty is a Visiting Distinguished Professor at NIPFP and the Vice-Chairman of the Institute of Development Studies, Jaipur. Prior to this, he was the Director and Professor, National Institute of Public Finance and Policy, New Delhi, and Economic Advisor to the Fourteenth Finance Commission of India.
He served as Member, Advisory Council to the Fifteenth Finance Commission of India; Member-Secretary, Committee on Fiscal Statistics appointed by the National Statistical Commission; Chairman, Kerala Public Expenditure Review Committee-a statutory committee appointed by the Government of Kerala; and Research Associate, Levy Economics Institute, New York. He also served as Member of the Third Union Territory Finance Commission, appointed by the Ministry of Home Affairs, and as Consultant to the Eleventh Finance Commission of India. He was Chief of Social Policy at UNICEF and the Chief of Field Office at UNICEF Kerala and Tamil Nadu.
Chakraborty has held short-term visiting positions in the Department of Economics at the University of Ottawa, the University of Carleton, the Centre for Development Studies, Trivandrum, and also taught the Indian Public Finance module at the Indira Gandhi Institute for Development Research, Mumbai.
He testified before the Select Committee of the Upper House of India Parliament in June 2015 on the Constitution Amendment Bill on GST. His book titled "GST in India: A Simple Tax in a Complex Federal System" was published by Orient Back Swan in 2019. He has also researched extensively on the decentralization and development of states in India. He has co-authored two books titled "State Level Reforms, Growth, and Development in Indian States" published by the Oxford University Press in New York in 2014 and "Social Sector in a Decentralised Economy: India in the Era of Globalization," published by Cambridge University Press. He regularly publishes in various national and international journals. He has an MPhil in Applied Economics and a PhD in Economics from the Centre for Development Studies, Trivandrum.
Pratap Jena works on sub-national public finance, public financial management, and fiscal decentralization. He has helped a number of State Governments in India in preparing medium term fiscal plans under their Fiscal Responsibility and Budget Management Acts. He coordinates training on Public Financial Management for Central and State Governments officials at NIPFP and abroad.

Radhika Pandey is an Associate Professor at the National Institute of Public Finance and Policy (NIPFP). Prior to this, she taught at the National Law University (Jodhpur). Dr Pandey was the lead coordinator for the Ministry of Finance instituted Task-Force on Public Debt Management Agency. She has also worked as a member of various research teams, such as for the Working Group on Foreign Investment chaired by U.K. Sinha; the Financial Sector Legislative Reforms Commission chaired by Retd. Judge. B.N. Srikrishna; and the Report of the Committee to Review the FCCBs and Ordinary Shares (Through Depository Receipt Mechanism) Scheme, 1993 chaired by M. S Sahoo. Dr Pandey holds a Ph.D and M.A. in Economics from JNV University (Jodhpur), and a B.A. (honors) in Economics from Banaras Hindu University, Varanasi (Uttar Pradesh). Her research interests include Business Cycles, Capital Controls and Financial Sector Regulation, among others.

Rudrani Bhattacharya is an Associate Professor at the National Institute of Public Finance and Policy, New Delhi. Her primary research area includes inflation and monetary policy, international finance, growth, development and Dynamic Stochastic General Equilibrium modelling for emerging market economies. She has obtained her Ph.D. in Quantitative Economics from the Indian Statistical Institute, New Delhi Campus.

Sri Hari Nayudu joined as an Economist at NIPFP in February, 2016. He did his Ph.D (Economics) from University of Hyderabad, India, Topic "Sovereign Debt Crisis: The case of some Emerging Economies". He did his M.Phil and Masters in Economics from University of Hyderabad. His areas of Interests are Macro and Open-economy Macroeconomics.
Vrinda Gupta has recently completed her PhD in Economics from IIT Delhi. Her work focuses on the interaction of the global financial cycle, monetary policy and macroprudential policy. Previously she was associated with Centre for Social and Economic Progress (Brookings India), UNESCO, New Delhi cluster office and ICRIER where she worked with late Dr. Isher Judge Ahluwalia on issues of sustainability. She is a gold medallist in Masters (Development Economics) from South Asian University and holds a Bachelors (Economics) from Daulat Ram College, University of Delhi.
