Mr. Carl O Brondel, CHMM, REM is a Senior Advisor, Environmental, Health & Safety Services (EHS). He has over 25 years of corporate level EH&S experience and brings an unmatched skill in risk management and insurance program development. Mr. Brondel has a Bachelor's Degree in Biology; and is a Certified Hazardous Materials Manager (CHMM) and Certified Registered Environmental Manager (REM). He is responsible for all technical and staff management for the EH&S practice area, including handling the asbestos, lead, mold, radon and industrial hygiene work.

Mr. Christopher W. Warren

Mr. Christopher W. Warren, CSP, CHST, CUSP is a Senior Advisor of Environmental Health & Safety for Partners. He leads Partners' dedicated professional EHS Compliance staff. Before joining Partners, Mr. Warren successfully served as the Chief of Safety for the Department of Public Utilities for the City of Cleveland for six (6) years. Overall responsibility included Cleveland Water, Cleveland Public Power, Water Pollution Control, Office of Radio Communication, City Fiscal Department, and TV 20. He is a Board-Certified Safety Professional (CSP) in Comprehensive Practice, a Certified Construction Health and Safety Technician (CHST), and a Certified Utility Safety Professional (CUSP) with more than 20 years in the construction industry. During that time he gained extensive experience as an Environmental Health and Safety Professional where he's held positions with the overall responsibility for the oversite of environmental remediation projects, Hazardous Materials Abatement and Disposal, heavy civil new and renovation construction projects, major building construction, underground utility installations, transmission distribution system construction, and other critical infrastructure-related projects.

Mr. Dan B. Brown - President

Mr. Dan B. Brown, CP, CPG is the founder and President of Partners. He is responsible for business development and senior project oversight. Mr. Brown directs regulatory negotiations regarding Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA [Superfund]), Resource Conservation and Recovery Act (RCRA), Ohio Voluntary Action Program (VAP), Bureau of Underground Storage Tank Regulations (BUSTR) and other programs. He has often provided expert testimony services and environmental program development services to both regional and national corporations. Mr. Brown has maintained his credentials as a Certified Professional (CP) since the inception of the VAP, directing work on various brownfield projects, including the issuance of No Further Action (NFA) Letters and the receipt of Covenants Not-to-Sue (CNS). Having served as a project manager, senior project manager, senior hydrogeologist, and senior program manager on numerous projects, Mr. Brown has acquired a vast amount of knowledge and experience in the areas of remediation, brownfields, due diligence, and expert services. Mr. Brown holds a Bachelor of Science degree in Geology from Fort Lewis College in Durango, Colorado. He is a Certified Professional (#127) under the Voluntary Action Program, a Certified Professional Geologist (CPG, #9270), and is affiliated with numerous organizations. In addition, he is also a past Council President of Orange Village, Ohio. Currently, Mr. Brown sits on the Board of Directors of the Town of Eagle (Colorado) Chamber of Commerce.

Mr. John A. Zampino

Mr. John A. Zampino is the Director, Assessment, Remediation & Revitalization and Ohio VAP Certified Professional #280. Over his 27 year career he has compiled extensive experience in the areas of environmental due diligence and the assessment of soil, groundwater, soil gas and indoor air. Mr. Zampino is familiar with Ohio's underground storage tank regulations, solid waste landfill post closure groundwater and explosive gas monitoring, and groundwater modeling. As an Ohio VAP Certified Professional, Mr. Zampino has combined his technical experience and regulatory knowledge to plan and execute complex brownfield redevelopment projects. As a VAP Certified Professional, he has issued No Further Action letters and received Covenants Not to Sue for residential as well as commercial/industrial land uses. Mr. Zampino's focus is to not only provide quality environmental consulting, but strive to assist his clients in developing and executing comprehensive plans to manage environmental risks as they may relate to property transfers and future redevelopment. He strives to provide his clients with the necessary information to make sound decisions and complete successful projects. Mr. Zampino holds a Bachelor of Science degree in Geology from Kent State University, Masters of Science degree in Hydrogeochemistry from Case Western Reserve University, and an Executive Juris Doctorate from Concord School of Law. He remains active in Ohio's VAP and stays apprised of regulatory changes as a participant in Ohio's VAP five year rule review team and advisory committee member.

Mr. John B. Chapman

Mr. John B. Chapman is an Associate Director, Third Party Reviews at Partners. He provides third-party reviews and technical advice for environmental projects located throughout the United States and Puerto Rico. To date, Mr. Chapman has reviewed more than 1,200 projects providing advice to his clients regarding the requirements for adequate environmental studies for purposes of developer risk tolerance, lender/investor requirements and environmental costing. Mr. Chapman is particularly knowledgeable in the area of Affordable Housing. Prior to focusing on third-party reviews, Mr. Chapman managed Phase II subsurface investigations and remedial activities at sites regulated by the United States Environmental Protection Agency (USEPA), Nuclear Regulatory Commission (NRC), the Ohio Voluntary Action Program (VAP), Ohio's Bureau of Underground Storage Tank Regulations (BUSTR), and the Ohio Environmental Protection Agency (Ohio EPA). Mr. Chapman also managed large site assessment and remedial projects in various states, including technical review, budget management, agency negotiation, and Client interaction.

Mr. John T. Garvey, CP, PG, CPG, is the Vice President for Partners. For Brownfield related projects, he is responsible for senior project oversight, project quality and development of technical staff. He provides expertise in the areas of due diligence, site assessment, contaminant fate and transport, risk assessment and assisting clients in managing the difficulties unique to brownfield redevelopment projects. He has provided expert testimony and consulting for litigation relating to chlorinated solvent and petroleum releases, Phase I ESA appropriate inquiry, and groundwater resources cases. Mr. Garvey was an invited participant in the Voluntary Action Program (VAP) five (5) year rule review/revision process and has been active as a Certified Professional (CP) in the VAP as a member of the workgroup preparing the vapor intrusion guidance for the Ohio Environmental Protection Agency (Ohio EPA). Mr. Garvey holds a Bachelor of Science degree in Geology from Edinboro University, and a Masters of Science (MS) degree in Engineering Geology from the University of Akron. He is a Certified Professional (#118) under the Voluntary Action Program; a Certified Professional Geologist (CPG #9639); and a Professional Geologist (PG) in the Commonwealth of Pennsylvania (PG-001383-G).

Mr. Matthew T. Mangino

Mr. Matthew T. Mangino is the Director, Finance & Administration and manages the financial and administrative functions across our enterprise. Mr. Mangino holds a Bachelor of Science in Accouting degree from the University of Akron, Ohio where he graduated cum laude. He has over 10 years of experience in combining cross-functional competencies in all phases of corporate accounting procedures, information systems, internal controls, financial analysis and staff management; with a specialty for process improvements and efficiencies. Mr. Mangino currently oversees the Finance, Information Technology, Human Resources & Administrative departments here at Partners. As a member of the senior leadership team, he is responsible for the strategic organization of these areas and overall financial strategies by aligning business metrics with the operational functions of our technical practice areas and maintaining cost control at a profitability level in congruence with revenue growth.

Mr. Rick D. Vince is an Associate Director, Brownfield & Remediation Services and a VAP Certified Professional with Partners. He coordinates field activities for Phase II property assessments, UST closures/cleanups, Ohio Voluntary Action Program (VAP) / Clean Ohio Revitalization Fund (CORF) / Clean Ohio Assistance Fund (COAF) brown field redevelopment projects, solid waste landfill redevelopment projects. His project experience has included subsurface site investigations and assessments for major oil companies' sites, including project management and oversight of UST closure activities, plume delineations, remedial options and soil/groundwater system installations for sites ranging from corner gas stations to multi-million gallon bulk terminal facilities. UST projects have included production of reports in compliance with Ohio's Bureau of Underground Storage Tank (BUSTR) regulations, conducting free product recovery (FPR), preparation and implementation of Remedial Action Plans (RAPs), groundwater monitoring, and coordination/filing claims with the Petroleum Underground Storage Tank Release Compensation Board (PUSTRCB). Other contaminants of concern for subsurface investigations of non-UST related industrial and commercial properties have included organics, solvents, PCBs and metals.

Mr. Robert A. Walters is a Associate Director, Environmental Compliance for Partners. Mr. Walters has 30 years of experience in environmental consulting and engineering, assisting clients ranging from small manufacturers to Fortune 50 multinationals by applying proactive, cost-effective, and value-enhancing environmental solutions. In his current role, he directs a team of engineers, geologists and environmental scientists to deliver Partner's full range of environmental services including compliance assessment / implementation / management; site assessment and remediation; environmental management systems; and sustainability program support. He holds a B.S. in Chemical Engineering and is a licensed Professional Engineer in three states.
