David Dunnington was appointed supervisor of the Consortium's Case Management department, effective May 17, 2021. David has been a case manager at our Milford office since May 2020 and has ten years of case management experience and most recently worked with Delaware Tech. David has a Bachelor's in Criminal Justice and a Master's Degree in Management, both from Wilmington University. David served on the executive board of the Mid-Eastern Association of Educational Opportunity Program Personnel (MEAEOPP), president of the Delaware State Trio Organization (DSTO), and is a member of Phi Beta Sigma (Delta Gamma Sigma Chapter).

Suzan Abdallah is the Director of Prevention & Outreach Services for the DHC, and she oversees four of the agency's programs: HIV community planning, HIV counseling and testing, PrEP navigation, and Re-engagement. Suzan has more than six years' experience working in the field of HIV prevention and control. Suzan holds a Medical degree, and a master in Public Health from University of Medical Sciences in Sudan. In her position as the Service Navigation Supervisor, Suzan is responsible for managing the counseling and testing and re-engagement activities of the Consortium; assisting clients in obtaining PrEP for HIV prevention by linking them to available resources; and planning and executing education and outreach events including an annual statewide PrEP conference.

Tyler Berl, was brought on as the Delaware HIV Consortium's Executive Director to lead our team of 20+ HIV services experts, program supervisors, leaders in community organizing and policy analysis, and other professionals. Tyler has dedicated his career to empowering and elevating the voices of underserved and socially-isolated populations to foster the changes that they want to see for and in their communities. Before joining the Consortium, Tyler served as Manager of Community Development & Advocacy for Housing Alliance Delaware, where he developed and promoted local, state, and federal policies to reduce homelessness, incentivize the creation affordable housing, and finance community redevelopment initiatives. He began his career at the same organization that he heads today, the Delaware HIV Consortium, where he worked as the Manager of HIV Community Planning. In that role he acted as lead author of the Delaware Integrated HIV Prevention and Care Plan: 2017-2021, the state's comprehensive plan for improving its continuum of HIV prevention and care services.
Tyler attended the University of Delaware where he received a Master's Degree in Urban Affairs and Public Policy (2014), with a focus on U.S. health care policy, and a Bachelor's Degree in Communications (2011). He was born and raised in Lewes, Delaware, and now calls Philadelphia his home.
