Captain Al Mendoza

Captain Al Mendoza began his career with the Los Angeles Police Department on May 16, 1994. He worked Southeast, Van Nuys, Wilshire, Pacific and Metropolitan Division as a Police Officer. As a Sergeant, he worked assignments at 77th, Harbor, Office of Operations, Operations South Bureau, South Traffic Division, and Internal Affairs. Captain Mendoza promoted to Lieutenant with assignments in Van Nuys, Southwest, and Transit Services Bureau. He promoted to Captain in April of 2019 and was assigned the Commanding Officer of Topanga Patrol Division. In February of 2020, Captain Mendoza was assigned as the Commanding Officer of Wilshire Patrol Division and subsequently was promoted to Captain II and assigned as the Commanding Officer of Central Traffic Division. In April of 2022, Captain Mendoza promoted to Captain III and was assigned as the Area Commanding Officer for Hollenbeck Division. In January of 2024 Captain Mendoza was assigned to Southwest as the Area Commanding Officer. Captain Mendoza is an Army veteran having served four years active and four years in the California National Guard. His greatest accomplishment while on active duty is graduation with RANGER Class 1-93. He has been married to his wife Kari for over 26-years. They have a daughter who is a High School History Teacher and a son who recently completed a tour with the United States Army, assigned to 2nd Ranger Battalion. He is currently applying to become a Police Officer in the Southern California Area. Away from work Captain Mendoza enjoys travelling, golfing, and cycling. Captain Celina Robles began her career with the Los Angeles Police Department (LAPD) on May 1, 2006. In 2015, she was promoted to the rank of Detective at Olympic Division, where she worked Crimes Against Persons and Major Assault Crimes, and later handled homicide cases under Operations - West Bureau Homicide. In 2016, Robles was promoted to the rank of Sergeant at Southeast Division where she worked as a field supervisor. Following her year at Southeast Patrol, she transferred to Pacific Division where she was often tasked with the duties of acting Watch Commander. As a Sergeant II, she was assigned to Operations - Central Bureau and the Office of Operations, where she was assigned as the Commander's Aide to the Department Homeless Coordinator and assisted with the implementation of the Unified Homeless Response Center for citywide services. In 2020, Robles was assigned as the Planning Chief and coordinated the LAPD's public safety response during the civil unrest. In 2021, Robles was promoted to the rank of Lieutenant and assigned to Newton Area as the watch commander. As a Lieutenant II, she served as the adjutant to the Assistant Chief for the Office of Special Operations, which is comprised of Counter - Terrorism and Special Operations Bureau, Detective Bureau, and Transit Services Bureau. Robles was promoted to the rank of Captain in 2023 and appointed as the Hollenbeck Division Patrol Commanding Officer. Her priorities are officer safety and wellness and to provide the highest level of quality service to the community, while continuing to strengthen public trust through service and constitutional policing. Captain Robles attended the University of California, Davis and graduated in 2003 with a Bachelor of Arts in Sociology with an emphasis in law, and obtained her Master of Science degree in Criminal Justice in 2009 from the California State University of Long Beach. She is also a graduate of the LAPD Leadership, POST Management courses, and completed the Texas A&M Engineering Extension Service (TEEX) training for emergency response. Captain Robles also completed the Public Safety Leadership Program from the University of Southern California. Captain Robles is the President of the Latin American Law Enforcement Association, where she advocates for professional development, employee wellness, and community engagement. She is also a member of the Los Angeles Women Peace Officers and Associates, the Hispanic American Police Command Officers Association, and the Law Enforcement Association of Asian Pacifics. She is also the team captain for the LAPD women's basketball team and currently an active member of the LAPD patrol rifle cadre. Captain Garrett Peyton has had the honor of serving the community members of Los Angeles for over 21 years. Captain Peyton was born and raised in Southern California and received his bachelor's degree from California State University Northridge. Captain Peyton is a second-generation Los Angeles Police Officer who followed in his father's footsteps and joined the Los Angeles Police Department in 2002. Captain Peyton is married and has two children. After graduating from the academy, Captain Peyton completed his probation at Foothill Area and then transferred to West Valley Area. While assigned to West Valley Area, he had the opportunity to work various uniformed and plainclothes assignments, which included patrol, Property Crimes Detail, and the Vice Unit. In 2007, Captain Peyton was upgraded to Police Officer III and assigned as a Field Training Officer. On January 4, 2009, Captain Peyton was part of Topanga Area's grand opening and continued his work as a Field Training Officer. While assigned to Topanga Area, he was also given the opportunity to work specialized assignments, which included the Special Problems Unit, the Parole Compliance Unit and the Topanga Area Property Crimes Detail. In 2013, Captain Peyton was promoted to Sergeant and assigned to West Valley Area, serving as a field supervisor, and working the Complaint Unit. As a Sergeant II, he worked as an investigator assigned to Internal Affairs Group, Administrative Investigation Section. In 2015, Captain Peyton transferred to the Office of Operations and became the Officer-In-Charge of the Field Deployment Unit. Captain Lozano arrived at North Hollywood Division June 2021, and assumed the duties as the acting Patrol Commanding Officer. On October 10, 2021, Captain Lozano was promoted to Captain, North Hollywood Patrol Division. Captain Lozano arrived at Foothill Area October 23, 2022 and assumed the duties as the Area Commanding Officer. Captain Lozano grew up in the Southern California area. After graduating from Santa Fe High School, he enlisted in the United States Marine Corps. Four years later, after completing his commitment honorably, he applied to the Los Angeles Police Department to serve the citizens of Los Angeles. Captain Lozano earned a Bachelor of Science Degree in Criminal Justice Management from Union Institute and University. Raymond Lucas

Captain Raymond Lucas was born in Kenya and moved to his home in England until the age of seven. In 1976, he immigrated to the United States and grew up in North Hollywood. Captain Lucas began his law enforcement career in 1995 at Burbank Airport Police, followed by work as a Park Ranger and supervisor, while concurrently serving as a Reserve Police Officer for South Gate Police Department. Captain Lucas transferred to the Los Angeles Department of General Services Police working a variety of patrol and investigative assignments, including Training Coordinator, Background Investigator, Internal Affairs Sergeant and Watch Commander. He joined the Los Angeles Police Department in January 2013, maintaining his Lieutenant rank as part of a transfer of the Los Angeles Department of General Services Police into the Los Angeles Police Department. Captain Lucas was assigned as a Watch Commander at Security Services Division, Hollywood Patrol Division, and Devonshire Patrol Division. He was selected to a Lieutenant II assignment as the Detective Commanding Officer for Devonshire Area in 2019. Captain Lucas was promoted to the rank of Captain in 2023 and assigned as the North Hollywood Patrol Commanding Officer. Captain Lucas is proud to oversee patrol operations in the same community where he was raised. Captain Lucas holds a Bachelor of Science degree in Biology and a Master of Dispute Resolution degree from Pepperdine University. He is a graduate of the Department's West Point Leadership Program and the Federal Bureau of Investigation's National Academy Session 283 in Quantico, Virginia. As an avid runner and marathoner, Captain Lucas has competed in several Baker to Vegas Challenge Cup Relays. Captain Lucas and his wife have two adult children, both serving in the United States Air Force. In his spare time, he enjoys outdoor activities and is a vintage automobile enthusiast.

Captain Rodolfo Lopez grew up in the Highland Park area of Northeast Division and attended Verdugo Hills High School. He holds a Bachelor of Science Degree in Criminal Justice from Cal State Los Angeles, and a Master of Art from Cal State Dominguez Hills. Captain Lopez is a graduate of the Supervisory Leadership Institute (SBSLI)and completed the Public Safety Leadership Program (PSLP) from the University of Southern California. He recently completed the first cohort of the Police Leadership Academy (PLA)at the University of Chicago. Captain Lopez joined the Los Angeles Police Department in 1990. After graduating from the Police Academy, he worked all four Department bureaus in patrol and in specialized units and in various ranks. He promoted to Sergeant in 1998, and was assigned to Van Nuys Area, and later transferred to the Chief's Office, Internal Affairs, and Media Relations. In 2016, he was promoted to Lieutenant and worked as a Watch Commander in West Los Angeles and as an Officer in Charge of Pacific Area, managing beach operations at Venice Beach. He was upgraded a year later and started up a new platoon in the elite unit of Metropolitan Division. He later became the Officer in Charge of the Mounted Platoon, where he worked for four years. In 2020, he hung up his spurs and was promoted to the rank of Captain, starting his third tour in Van Nuys Area. Captain Lopez oversaw the day-to-day operations of over 150 sworn and civilian personnel. Captain Lopez was upgraded as the Assistant Commanding Officer of Force Investigation Division, which investigates all categorical use of force, including officer involved shootings. In early 2022, Captain Lopez became the Area Commanding Officer of Southwest. He will oversee all public safety operations in the Southwest part of Los Angeles, including notable landmarks such as Leimert Park, Exposition Park, the Coliseum, Banc of California Stadium, Baldwin Hills Crenshaw, and Plaza, the surrounding area of USC. In 2024, Captain Lopez became the Area Commanding Officer of Topanga. At this command he oversees one of the City's geographically larger areas at approximately 32 square miles, which includes the neighborhoods of Canoga Park, West Hills, Woodland Hills, and Winnetka.

Bio Deputy Chief Ruby Flores was appointed to the Los Angeles Police Department in 1994. After her Police Academy training, Deputy Chief Flores served in various patrol assignments, including Northeast Area, 77th Street Area, and Southeast Area, where she advanced to the position of Field Training Officer. Deputy Chief Flores returned to the Police Academy as an instructor and developed expertise in police education and training, curriculum development, domestic violence, community policing, hate crimes, crisis communications, and diversity. In 2002, Deputy Chief Flores was promoted to Police Sergeant and served in three of the four geographic Bureaus of the City. Deputy Chief Flores advanced to Police Sergeant II and served as an Assistant Watch Commander, Central Traffic Division; Development Team, Real-Time Analysis and Critical Response (RACR) Division, Assistant Officer in Charge of Media Relations Section, and as Aide for two Chiefs of Police. In 2012, Deputy Chief Flores was promoted to the rank of Police Lieutenant and was assigned to Rampart Area, where she served as a Patrol Watch Commander. She was then assigned to the Office of the Chief of Staff as the Department Relations Liaison. In 2015, Deputy Chief Flores was promoted to Police Captain and assigned as the Commanding Officer of Community Relationship Division (CRD), where she leveraged her experience and emerging technologies for more effective community engagement. In 2016, Deputy Chief Flores advanced to Police Captain III and assumed command of Hollenbeck Area. In 2017, she was promoted to Police Commander and assigned to Community Policing and Policy Group. In 2018, Deputy Chief Flores moved on to Operations-Central Bureau as the Assistant Commanding Officer. In addition to the daily operations and oversight of five commands, she was responsible for implementing a Community Liaison Officer (CLO) program in each of the five Gang Enforcement Detail (GED) units within the Bureau. This program has since been institutionalized Department-wide, where a CLO is assigned in each of the 21 geographic area GED units. Upon completing her tour at Operations-Central Bureau, Deputy Chief Flores was assigned to Training Group as the commanding officer in 2019. She was the Department Training Coordinator, the Tactics Training Review Committee Chair, the Use of Force-Policies and Procedures Committee member, and the Co-Chair of the Use of Force Review Board and the Uniform and Equipment Committee. In a groundbreaking move in December 2020, Deputy Chief Flores achieved a significant milestone in her career when Chief Michel Moore appointed her as the first Diversity, Equity, and Inclusion (DEI) Officer for the Department. In this pioneering role, she took on the responsibility of not only establishing but also leading the Diversity, Equity, and Inclusion Group, which encompasses the Ombuds Section, Community Engagement and Professional Development Section, and the Racial and Identity Profiling Act (RIPA) Unit within the overarching Diversity, Equity, and Inclusion Division. Under Deputy Chief Flores's visionary leadership, this multifaceted command aimed at fostering a more inclusive and equitable environment within the police force. The Ombuds Section worked to address internal concerns and conflicts, ensuring a fair and transparent resolution process.
