Statewide Independent Living Councils (SILCs) are established under Title VII of the Rehabilitation Act of 1973, as amended. NYSILC conducts surveys, develops reports, and has an active committee structure that addresses significant issues impacting New Yorkers with disabilities. Council meetings are held quarterly, currently in hybrid format with in-person and remote participation via Zoom, and are open to the public.
