Councilman Justin Musella

Residing with his wife Courtney in the Powder Hill neighborhood in town, Councilman Musella has made it his primary focus to keep Parsippany the safe, prosperous, and community-oriented township we all know and love. Ensuring local service organizations thrive, Musella has actively participated in street cleanups, food banks, and taken an active role in the local chapter of Kiwanis, an organization that services the most vulnerable in our community. A 2013 graduate of Emory University, Musella received his BA in Political Science and has worked exclusively in sales within the booming financial technology services industry. Bringing his own perspective on cost-effective and intuitive ways of streamlining Town Hall, Musella will help this administration keep taxes low and ensure municipal services work for all. Also insisting on direct communication with residents, Musella has an open-inbox policy. Frank Neglia

Biography: Frank was elected to the Council in November of 2021 to fill a 4 year term starting on January 1, 2022. Frank has been a Parsippany resident since 1966 and has attended Northvail Elementary School, Brooklawn Junior H.S. (as it was known then) and Parsippany Hills High School class of 1975. Frank has his AA from CCM and attended Rutgers, and University of Maryland obtaining numerous Facilities and Fire safety related certifications in addition to John Jay College of Criminal Justice obtaining a Security Certification. Frank has been actively involved in various activities in town.. He was named Rotarian Citizen of the year for the Town of Parsippany 2008 and Lakeland Hills YMCA 2014 Citizens of the Year. Frank was also instrumental in forming various shared services with the Town of Parsippany including the SRO program with Mayor Barberio in 2014 which became a model for many other districts.

Judy Hernandez

Judy Hernandez resides in the Glacier Hills neighborhood of Parsippany with her husband. A New York native she came to Parsippany in 2000. She is a civil engineer and has worked in environmental consulting and construction in New York City on water and wastewater infrastructure. She has a Bachelor of Engineering in Civil Engineering from Manhattan College. While raising her children she participated in Parsippany School District activities, Girl Scouts, Parsippany town and Parsippany school sports and Glacier Hills Neighborhood Association Committees. Judy has sat on the Parsippany Planning Board, the Parsippany Environmental Advisory Committee, the Parsippany Open Space Committee and was a trustee on the board for the Parsippany Child Day Care Center. Judy's belief is that many issues, such as the economy, environment, public health and national security, intersect and that local civic engagement and education is key to solving those problems. With Parsippany on the threshold of planning for the next generation there is opportunity to bring smart and sustainable economic and environmental strategies to build a more resilient Parsippany. Matt McGrath

Matt McGrath has been a resident of Parsippany for over 18 years, having purchased his family's ancestral home back in 2005. He and his wife live with their four children in Intervale section of town. Through his town council role, Matt sets an example for his children by demonstrating the value of community involvement and responsibility. He hopes to instill in them the importance of positively contributing to their town and inspiring them to become future leaders, servants, and helpers in their community. While raising his family, Matt has been actively involved in the community. Coaching town sports, supporting school activities, and participating in food and personal protective equipment distribution programs for local emergency responders. His commitment to the community extends to supporting faith based homeless programs, global children's food programs, and volunteering with Habitat for Humanity. Matt's continued engagement in the community has equipped him to understand and address the needs and concerns of Parsippany residents. Bringing 25 Years of experience in technology and business, Matt's expertise includes leading global teams supporting diverse customers with different compliance and security requirements. Developing educational programs to simplify understanding complex technology. As well as creating go-to-market strategies and innovative sales programs. Matt is dedicated to promoting transparency, accountability, and progress as a member of town council ensuring Parsippany remains a thriving and vibrant community for families and business alike. Paul Carifi Jr.

Biography Council President Paul Carifi, Jr. was selected in September 2011 by the Republican Committee to fill an unexpired term on the township council. He was elected by the residents of Parsippany that same year. Paul has been a resident of Parsippany for 50 years and is the proud father of twin boys. He is a graduate of the Parsippany School system having attended Eastlake Elementary School, Brooklawn Junior H.S. and Parsippany Hills High School class of 1984. Paul received a Bachelor of Arts from East Stroudsburg University in Sociology / Criminal Justice and is also a graduate of the New Jersey Chief's of Police West Point Leadership and Command Program as well as the New Jersey Certified Public Managers Program.
