The Pennsylvania Intergovernmental Cooperation Authority (PICA) was established in 1991 in response to a severe fiscal crisis in the City of Philadelphia. Created by the Pennsylvania General Assembly in partnership with the City of Philadelphia, PICA was authorized to provide financial oversight, issue bonds, and require the City to develop and adhere to Five-Year Financial Plans.
