Abigail Webber Abate

Mrs. Abate began with Regulatory Economics Group in January 2007. She is a Certified Public Accountant (CPA) licensed in Virginia. As a senior consultant with REG, Abby supports experts in rate proceedings and performs a broad range of accounting and analytical tasks for regulated oil pipelines. Mrs. Abate received her Masters in Accounting at George Mason University.

Astin Housley

Mr. Housley joined Regulatory Economics Group in August 2021 while attaining his M.A. in Economics from George Mason University. Previously, he spent a decade in the consumer energy business, brokering power and natural gas contracts, assessing both legacy and alternative energy projects, evaluating tariffs and rate cases, and aiding firms in decarbonizing their electric supply via tangible investments and financial instruments. He maintains a keen interest in the future of energy markets and their intersection with macroeconomics and geopolitics. Education Colorado School of Mines, B.S. Connor Davis

Mr. Davis began with Regulatory Economics Group in July 2023. Previously, he worked in the federal auditing industry assisting with a large government client. Jakki Woods

Ms. Woods began with Regulatory Economics Group in January 2018. She has nearly 5 years of work experience as an accountant in public practice. She is a Certified Public Accountant (CPA) licensed in Virginia. As a manager, Jakki supports experts in rate proceedings and performs a broad range of accounting and analytical tasks for regulated oil pipelines. Ms. Woods received her Masters in Accounting: Taxation from Gonzaga University.

Karen E. Paul

Ms. Paul has more than 25 years of experience in the liquids pipeline industry, and has been a consultant to the industry for over 15 years. She provides various consulting services to clients regarding regulatory accounting issues, compliance with the FERC Uniform System of Accounts, Form 6 reporting, cost of service analysis, strategic planning and litigation support. In addition to her work with U.S. pipelines, she has assisted pipeline clients in Canada and South America. Prior to becoming a consultant, Ms. Paul was employed by Chevron Corporation. The majority of her Chevron career was with Chevron Pipe Line Company, where she held various supervisory and analytical positions within the accounting and business planning groups. Her industry experience includes accounting policy, internal and external reporting, business planning and analysis, tariff analysis and rate filings, rate litigation, business process standardization and improvement, and SAP implementation and upgrades.

Michael Webb - VP

Dr. Webb has more than twenty-four years of energy industry experience. Dr. Webb has extensive experience in all aspects of energy regulation at the Federal, State, and International levels. His testimony, on behalf of investor class was favorably cited in decision of the Delaware Court of Chancery resulting in a judgement in favor of the class and damages in excess of $800 million. He has participated in numerous projects involving the calculation of cost-based rates. He has also prepared several applications for authority to charge market-based rates on interstate oil pipelines. He has prepared whitepapers and met with FTC Staff to gain approval for mergers on behalf of oil companies. Dr. Webb holds a PhD in economics from George Mason University in Fairfax, Virginia and has published in the journals Public Choice and Natural Gas & Electricity. His academic interests include applied microeconomics, industrial organization, and auction theory. He has taught courses in Law and Economics, the Economics of Regulation, and the Economics of Energy at the graduate and undergraduate level for over ten years.

Robert G. Van Hoecke

Mr. Van Hoecke has more than thirty years of experience in the oil pipeline business. For twelve years, Bob held various positions with Williams Pipe Line Company ("WPL"), including Manager of Regulatory Affairs. Since leaving WPL, Bob has provided consulting services to energy industry, primarily relating to cost of service, market studies and strategic planning. Bob has provided expert testimony in numerous matters relating to competitive market analysis, pipeline tariffs, cost of service and business practices. On several occasions, Mr. Van Hoecke has provided expert testimony regarding just and reasonable rates for the Trans Alaska Pipeline ("TAPS") under various alternative cost of service methodologies. Mr. Van Hoecke has provided expert testimony on behalf of oil pipeline companies for over 20 years. He has presented testimony more than 50 times on matters involving cost-of-service issues, rate design issues, competitive issues, as well as more general analyses of pipelines and the regulatory issues they face. He has presented testimony at the FERC, STB, the Regulatory Commission of Alaska ("RCA"), and before Federal and state courts. Mr. Van Hoecke has conducted presentations and workshops every year since 1993 at the annual Accounting and Regulatory meeting of the Association of Oil Pipelines. In addition, Mr. Van Hoecke has given presentations for the American Petroleum Institute, Pipeline Technical School and Executive Enterprises.
