Benji Ficklin

As the Division Leader of APC Construction, LLC's Deep Foundations Division, Benji is responsible for managing, planning, directing, and administering policies and goals regarding his division's profitability, performance, work competency, and growth. Benji manages and directs day-to-day activities of his division staff in accordance with established policies, practices, and procedures. Further, Benji assists directly in establishing long and short-term planning of objectives for our regional Baton Rouge office, manages overall planning and implementation of division projects, provides appropriate staff, resources, and direction required to fulfill business development, financial, estimating, and operational goals. Benji's 28 years in the Deep Foundations Industry, combined with his leadership and his breadth of industry knowledge, bring great value to APC and our clients.

Bobby Rodriguez

Job Titles:
  • Division Lead - Field Services
As the Division Leader of APC Construction, LLC's Field Services Division, Bobby is responsible for overseeing internal operations, building customer relationships, maximizing the Field Services Division's operating performance and achieving financial goals. Prior to joining APC, Bobby was in Operations for a large oilfield services contractor located in Hobbs, New Mexico. Bobby's 33 years of experience within the Industrial, Oil & Gas Production and Commercial Electrical industries, along with his proven leadership are integral to the success of the Field Services Division.

Burt Ogilvie

  • Director of Client Development
As the Director of Client Development of APC Construction, LLC, Burt is responsible for the business development aspects of the entire company. Furthermore, Burt identifies new business opportunities and markets and builds and maintains successful relationships with prospective and existing clients. He collaborates with APC's Executive Board on the firm's overall business strategy to determine and craft our long-term objectives and evaluate current business performance, while maximizing business reach and overall growth potential. Burt is skillfully involved in promoting APC's interests within numerous regional and national construction trade organizations as well. Burt's experience prior to joining APC includes 8 years in industrial sales, as well as 10 years working in operations at a large, industrial contractor in Baton Rouge, Louisiana. He earned a bachelor's degree in Business from Texas Christian University.

Jacque Ballay - EVP

As the Executive Vice President of APC Construction, LLC, Jacque is responsible for overall business operations, client development, high-level recruitment efforts, marketing, and executing growth strategy for APC's Building Construction division. Furthermore, he provides on-going support and expertise to management personnel, assisting in establishing and surpassing all set goals, objectives, and procedures for all functions of the company. Jacque began his leadership career while serving in the U.S. Army 75th Ranger Regiment leading teams of special operations forces. Following his military service, Jacque served several years with a U.S defense contractor AMTI, an operation of Science Applications International Corporation (SAIC), where he gained invaluable experience negotiating government contracts and ensuring that they accurately resourced across a wide variety of remote and highly secure environments. Prior to joining APC, Jacque was hired by a Louisiana general contractor where he was tasked with the development of a Federal construction division by drafting and implementing a strategy which resulted in numerous Federal agency construction contracts. Jacque's military and professional experience, combined with his ability to motivate and lead teams to success, has been key to the growth of APC.

Keith Porta - President

As the Founder and President of APC Construction, LLC, Keith is responsible for overall business operations, client development, high-level recruitment efforts, marketing, and executing growth strategy for APC's Heavy/Civil, Deep Foundations, and Field Service Divisions. After graduating from Louisiana State University, Keith worked for an environmental contractor prior to starting APC in 2006, knowing early on in his professional career that his goal was to establish and cultivate a thriving construction firm. Under his entrepreneurial leadership, APC has successfully grown into one of the premier contractors servicing Industrial, Federal, and Energy clients across the country and abroad. Keith named his company after his late father, Dr. Armengol Porta Caldera, a cardiologist who emigrated to the United States from communist Nicaragua in the late 1970's. He ingrained in Keith the core values of hard work, perseverance, dedication, and the importance of the "work-family", and these values are the cornerstone on which the company has found success. Keith is heavily involved in the Southern Region Minority Supplier Development Council as a Board Member holding the position of the Regional MBEIC Chair servicing Louisiana, Mississippi, Alabama, and Arkansas.

Keith Waguespack

As the Division Leader of APC Construction, LLC's Municipal Division, Keith is responsible for managing, planning, directing, and administering policies and goals regarding his department's profitability, performance, work competency, and growth. Keith manages and directs the day-to-day activities of his department staff in accordance with established policies, practices, and procedures. Further, Keith assists directly in establishing long and short-term planning of objectives for our regional Baton Rouge office, manages overall planning and implementation of department projects, provides his department with appropriate staff, resources, and direction required to fulfill business development, financial, estimating, and operational goals. Prior to joining APC, Keith was in similar roles at both an oilfield service contractor and a large, heavy/civil contractor both out of Baton Rouge, LA.

Robert Morgan

Job Titles:
  • Financial Controller
As the Financial Controller of APC Construction, LLC, Robert is responsible for improving our organization's financial performance as well as directing all accounting, human resources, and information technology initiatives within APC. Further, Robert manages accounting records, evaluates and manages risk, ensures compliance with accounting operations of several national and international filings, publishes financial statements, analyzes financial data, monitors expenditures, forecasts revenue, coordinates audits, and ensures accuracy of financial information. Robert also handles all banking, insurance, and surety relationships. Along with his active status as a Certified Public Accountant (CPA), Robert also holds a Chartered Global Management Accountant (CGMA) designation and is a member of various professional organizations including LCPA, AICPA and CFMA. Prior to joining APC, Robert was the Financial Controller for a very large heavy/civil contractor based in New Orleans, LA for over 30+ years. Robert's experience in WIP analysis, sales and use tax issues, periodic closing processes, technology integrations, tax preparation and ERP migration are invaluable to the successful operations of APC.

Shelly Ferguson

  • Corporate Safety Director
As the Corporate Safety Director of APC Construction, LLC, Shelly is responsible for directing, developing, and overseeing the general health and safety policies and procedures of APC. In addition, Shelly ensures all job sites are compliant with OSHA standards, as well as all client job-specific requirements. Additional responsibilities include providing and managing programs that ensure a safe workplace to include safety orientations, skills-training, emergency preparedness, proper job instruction, hazardous material disposal procedures, and the use of personal protective equipment. Furthermore, Shelly implements initiatives to engage our workforce and provides an avenue towards achieving an incident-free work environment; these initiatives prevent accidents, occupational illnesses, and exposure to long-term health hazards. Prior to joining APC, Shelly had similar Corporate Safety Director roles for other industrial contractors across Southeast Louisiana, as well as experience overseas in the logistics field. She brings with her more than 20 years of overall industrial construction experience.
