Captain Billy Halvorson has more than 24 years of local policing experience. Halvorson came to the Eugene Police Department in January 2020, following 22 years with the Lane County Sheriff's Office. While at the Lane County Sheriff's Office, Halvorson served in both Corrections and Patrol as a deputy, promoted to patrol sergeant for five years and eventually to lieutenant for three years, serving as both a patrol lieutenant and corrections lieutenant. Halvorson served within a variety of roles at the Sheriff's Office, including 12 years as the lead major collision reconstructionist; oversight of all sections of the Patrol Division; and manager of multiple special staffing contracts with the State of Oregon, Bureau of Land Management, and Cities of Creswell and Veneta. He also assumed lead roles in county-wide disaster mitigation and event management such as area floods, ice storms, wildfires and the law enforcement presence and response around the Oregon Country Fair. Halvorson started with the Eugene Police Department as an officer on January 3, 2020, was promoted to lieutenant on November 22, 2020 and to captain on June 19, 2022. Halvorson is currently assigned to the Operations Support Division and Central Lane Communications Center.

Captain Harrison joined the Eugene Police Department in 1998 as a volunteer Police Cadet and was hired as a Police Officer in 2002.
Captain Harrison has worked as a Patrol Officer, Drug Recognition Expert, Field Training Officer a was a member of the SWAT Team. Captain Harrison was promoted to Sergeant in 2013 where he worked on patrol before moving to Recruitment, Hiring and Background Investigations. In 2018, he was promoted to Lieutenant and became a patrol watch commander, then moved into the Investigations Division in 2020. For the next four and a half years, he served as both a Lieutenant and an Acting Captain in the Investigations Division, commanding the Violent Crimes Unit, Property/Financial Crimes Unit, Special Investigations Unit, Major Collision Investigations Unit, Forensic Unit and Evidence Control Unit. Captain Harrison's time as an Acting Captain, for such an extended period of time while the department worked through other promotional processes and pay placement, was remarkable and led to his selection for promotion to Captain.
Captain Jake Burke began his public safety career as a Reserve Police Officer with Monmouth police department from 1995 to 1998. He was hired as a full-time officer by the Salem Police Department in 1998
Serving for over 25 years, Captain Burke held many positions, including FTO, patrol officer, instructor, and member of the Mobile Response Team. He received multiple commendations and awards for his work with the community and dedication to service. Captain Burke spent nearly 16 years of his career in the investigations division, working all areas of persons crimes, property, crimes, and youth services.
During his career, Captain Burke held the ranks of Corporal, Sgt, Lieutenant, and Deputy Chief of the Investigations Division. Captain Burke earned recognition as the Salem Police Department Officer of the Year, Detective of the Year, and the department Distinguished Service award. Captain Burke was also recognized for his dedication and work with local child advocacy groups and partnering agencies.
Captain Burke was born in Eugene, Oregon and graduated from Thurston high school in Springfield. He attended Western Oregon State College, where he received his Bachelors Degree in Criminal Justice.
Captain Burke is married and has three children. Many of his family and friends live in the Eugene community and Jake, and his family, are excited to be part of this community and service with the Eugene Police Department.
Captain Wright has more than 19 years experience in law Enforcement. Captain Wright began his career in 2002 as a Reserve Police Officer with the Albany Police Department. Captain Roy Wright started his career with the Eugene Police Department in October 2004. Captain Wright returned to the Albany Police Department in 2009 before rejoining us in 2011.
Captain Wright has served on Patrol, and the following teams: Crowd Control Bike Team, Crisis Negotiations Team, Special Weapons and Tactics, Major Collisions Investigations, Downtown Team, Honor Guard, and Peer Support and Resiliency Team. Captain Wright has led the Peer Support and Resiliency Team over the past few years and has been instrumental in helping navigate some significant and life altering events for our employees. Captain Wright is a Veteran having served in the United States Navy and Oregon Air National Guard. In 2019 Captain Wright served as a Field Training Officer before being promoted to Sergeant and Lieutenant in 2023. Shortly After Captain Wright's promotion to Lieutenant he was selected as an Acting Captain and assigned to lead the Patrol Division. Captain Wright's outstanding work as an Acting Captain led to him competing, and being selected, to promote to the rank of Captain.

Klaree Boose, PhD, is the acting strategic initives manager in the Office of the Chief. Boose began her career at EPD in April of 2020 as the Records Unit manager in the Operations Support Division, where she worked to improve the unit's structural efficiencies and established the department's Public Records Office. Boose is a member of the City of Eugene's Community Safety Steering Committee and has served as EPD's team lead on the City's Community Safety Initiative Metrics Team. Prior to working at EPD, Boose taught in the Department of Anthropology and the Clark Honors College at the University of Oregon. She has volunteered for numerous nonprofit organizations, including serving as executive director, president and advisor. Boose earned a doctorate and master's in biological anthropology from the University of Oregon.

Public Information Director Melinda McLaughlin, APR, has been Eugene Police Department's public information director since 2006 and is a member of its senior staff. McLaughlin blends 35 years of media and accredited public relations work with more than a decade of service as a Lane County Sheriff's Office reserve patrol deputy. With a background in broadcast journalism, McLaughlin has worked news media, public relations, advertising, intergovernmental relations, crisis communications, emergency communications, social media, digital production, fundraising, and market research. Her career spans business, media, not-for-profits, professional world-ranked motor sports as a racer and a columnist, PR agency work and government service. At one point, McLaughlin worked simultaneously as the sole public information officer for two county governments. McLaughlin attended the University of Oregon's Robert D. Clark Honors College, and graduated from the UO with a B.A. in Journalism in 1984. She was named a Rotary Paul Harris Fellow and Springfield-Twin Rivers Rotarian of the Year 1998-1999. McLaughlin has instructed at FEMA's Advanced Public Information Officers Course in Maryland.

AIC Deputy Chief Shawn Adams has a notable 27 years of experience encompassing many different areas of policing. Deputy Chief Adams came to Eugene from the Salem Police Department, initially as a captain before becoming AIC deputy chief. During his tenure at Salem Police Department, Adams moved up the ranks from police officer, to corporal, then sergeant, and has spent 11 years serving as a lieutenant. Adams has a strong operational background and impressive resume. Of special note: the numerous years he has served as the Emergency Operations group commander. This operations group consists of SWAT, CNT, Explosives Disposal Unit, and Rapid Deployment unit teams. He has also served in the Criminal Investigations Division, overseeing person and property crimes, gang enforcement and their crime lab. Then-Captain Adams joined EPD on November 18, 2019, and was assigned to the Investigations Division. In 2022, he became acting in charge deputy chief before his appointment as deputy chief in 2023.

Division Manager Tim Schuck heads the Finance and Administration Division at the Eugene Police Department. He began his career at EPD in February of 2011 as a service improvement analyst working in the Office of the Chief. He later became the Crime Analysis Unit manager, which has played an integral part in our data-led policing efforts. Schuck is a member of the City of Eugene Investment Advisory Board as well as a member of the City's Deferred Compensation Committee. He was awarded Eugene Police Department's Civilian Employee of the Year Award in 2012. Prior to joining EPD, Schuck was an administrator for a local utility and prior to that he was a manager at a high-tech manufacturing company. He earned a master's degree in business administration as well as a bachelor's degree in management from Northwest Christian University.
