LaToya Dowdell-Burger is serving in her first full term on the Groveport Madison Schools Board of Education. On July 8, 2020, she was appointed to fill the remainder of the term held by former Board member Bryan Shoemaker. She was elected to her current seat in the November 2021 election.
LaToya graduated from Fort Hayes Metropolitan Education Center in Columbus, Ohio, and moved to Groveport in 2006.
She is an eleven-year United States Army Veteran with more than 16 years of experience in Human Resources, Workforce Development, Health Administration, Business Development, and Media/Public Affairs. She also served in Kuwait during Operation Iraqi Freedom. She has attended several military schools, U.S. Government Leadership Academies, and the Ohio Christian University Leadership/Ministry.
She also served as the Marketing Director for the Oakley Full Gospel Baptist Church, Marketing Director for the Kingdom Image Awards, and currently serves as the Marketing Director for Greater Ebenezer Cathedral of Praise.
LaToya enjoys singing, writing music, and "anything artsy." She and her husband have a blended family with seven children with age differences spanning nearly two decades. She also is a proud grandmother of three.
This is Libby's third term on the Groveport Madison Schools Board of Education.
Libby has more than 30 years of experience working in accounting and related fields. She is currently employed by Tosoh America in Grove City as a Domestic and International Tax Manager.
Working with area youth has been an important part of Libby's life. As a former youth leader at the Groveport United Methodist Church, Libby worked extensively with middle and high school students throughout the community.
Libby and her husband, Todd, have lived in the Three Rivers neighborhood of the Groveport Madison School District since 1994. They have one daughter, who graduated from Groveport Madison High School in 2015.

Seth Bower is serving in his first term as a member of the Groveport Madison Schools Board of Education, having been elected in November 2021.
Seth grew up in the Columbus area, graduating from Pickerington North High School in 2004. He earned a Bachelor of Arts degree in history from Ohio University in 2008.
Seth is a single father of three (who all attend Madison Elementary School). Seth states, "I decided to move to the Groveport Madison area after looking at several school districts. Groveport Madison Schools was the perfect fit for my family. It's become where my three children and I are very comfortable, and we truly consider it to be our home."
Seth works for the City of Groveport as the Recreation Director at the Groveport Recreation Center.
He has been involved in two of the school district's levy campaigns, co-chairing the May 2018 campaign. He also serves on the Board of Groveport Madison Human Needs.
