She graduated from Georgetown University Law Center in 1980 with a Juris Doctor degree and was admitted to the District of Columbia Bar the same year. She was admitted to the Maryland Bar in 1987 and now practices in both jurisdictions. Early in her career, Ms. Walter worked for the U.S. Railway Association on highly complex litigation arising from the bankruptcies of several Northeast railroads and the formation of Conrail. Ms. Walter affiliated with Michael D. Herman, Esq. & Associates as an Of Counsel attorney in 2015. Prior to that, Ms. Walter had her offices in Takoma Park, Maryland. Herman has been a practicing attorney since 1992. Michael has held numerous legal and political positions during his career. He previously served as an associate attorney in a large Washington, D.C. legislative law practice, working with Congressional committees, staff and clients to maintain an effective Washington presence for large international and domestic corporations. He later served eight years as an Assistant State's Attorney in Prince George's County before becoming Chief of Staff to the Prince George's County Executive. As a prosecutor, Michael spent most of his career prosecuting felonies and vehicular homicides. He tried numerous cases of first impression in Maryland and nationally. He has tried more than 500 cases and has conducted more than 100 jury trials. As Chief of Staff, he oversaw several county agencies, and developed an appreciation and keen understanding of legislative processes in the state and county, as well as administrative and regulatory processes, including land use and zoning. He served as supervisor over the County Office of Law, which employed more than 40 attorneys. He also oversaw the entire federal, state, and county government relations and legislative practice. He later acted as Prince George's County's principal lobbyist to the Maryland General Assembly after leaving county government in 2009. Michael opened his own law firm in 2010, where he specializes in business law, litigation, land use/zoning, personal injury, and government relations. His clients range from small to mid-sized businesses, non-profit organizations, as well as individuals. The firm has since expanded to include other attorneys and practice areas. He accepted his first immigration case in 1986 and has litigated many hundreds of cases before the Executive Office for Immigration Review and the Department of Homeland Security. His practice emphasized immigration litigation and defense of removal, including waivers of inadmissibility, cancellation of removal, and political asylum and Convention Against Torture relief, as well as non-immigrant student and business visas, family and business based adjustment of status applications family, and naturalization. Prior to receiving his law degree, he was an adjunct professor at the University of Colorado where he taught "Middle East Politics and the International System." Rex was an adjunct professor at The Washington College of Law, The American University, Washington, D.C. where he taught "Refugee and Asylum Law." He is a former chair for the Washington, D.C. chapter of the National Immigration Project of the National Lawyers Guild. Rex has lectured and written extensively on the immigration consequences of criminal convictions.
