Christine Black joined CSI in January 2017 as a temporary Human Resource Generalist, working her way up to her current role as the Chief Human Resources Officer. She has over 15 years of experience in the Human Resources field. Christine holds a Bachelor's degree in Human Resource Management, graduating from Bay Path University in 2014. She earned her Master's degree in Leadership and Negotiation in 2019. Christine holds a fundamental belief that a successful Human Resources team is one that incorporates a customer service philosophy, supports staff through sound policies, programs and practices; provides expert consultation, services, and solutions; and fosters a culture dedicated to fair and equal treatment, open communication, personal accountability, trust, and mutual respect.

Fernando Muñiz has served as Chief Executive Officer of Community Solutions, Inc. (CSI) since December 2017. Fernando joined CSI after serving as Deputy Commissioner of the Connecticut Department of Children and Families (DCF). In that capacity, he oversaw human resources, training, finance and information systems for an agency with an $850 million operating budget and 3,200 employees. Before his appointment as Deputy Commissioner, he served as DCF's Chief of Quality and Planning and as a Program Director in the Bureau of Continuous Quality Improvement. Prior to his state service, he was the Executive Director of the Connecticut Justice Alliance where he advocated for reform of the state's juvenile justice system. Fernando holds a Bachelor of Arts degree in Psychology from Fairfield University, a Master's degree in Public Administration from New York University and a Multi-System Integration Certificate from Georgetown University. He serves on the boards of the Connecticut Community Nonprofit Alliance, the Community Foundation for Greater New Haven, Capital Workforce Partners and the Rhode Island Coalition for Children and Families. Previously, he served as the President of the New England Association of Child Welfare Commissioners and Directors, and on numerous local and national boards.

Jessica A. Chiavara

Judith McCusker

Ms. McCusker worked as a professional educator, drug and alcohol intervention specialist, and program director for a domestic violence agency prior to her CSI career. Her time at CSI started in Brief Strategic Family Therapy as a clinical supervisor and program director. Later, she joined the training department as a trainer and quality assurance coach for both the juvenile and adult programs. In 2014, Ms. McCusker became the Internal Manager for CSI training and in 2015, she became the Director of Training and Quality Assurance. She works with staff in the adult programs, juvenile programs, juvenile detention, and both juvenile and adult probation through both coaching and training. She received a Bachelor's degree from Mount St. Mary's University in Emmitsburg, Maryland and a Master's in Community Counseling at Fairfield University in Connecticut. Ms. McCusker is also a member of AST and is certified in the MBTI.

Kimberly Selvaggi - Chief Strategy Officer

Kim Selvaggi brings 20 years of experience as an innovative leader in human services to the Community Solutions team. Until the recent merger, Ms. Selvaggi was the Executive Director of LISA, Inc., a non-profit organization that provides residential and community-based programs for youth in the child protection system. Her leadership helped reduce inefficiencies, steady the organizational culture, and improve the quality of services provided for system-involved youth. Prior to joining LISA, Inc. Ms. Selvaggi was the President of TaylorLane Consulting, LLC, providing consultation, training, and technical assistance for non-profit, state, and federal agencies in the United States and Canada. She co-authored the Trauma Informed Effective Reinforcement System (TIER) for Girls, a comprehensive, gender responsive behavior motivation system, the Gender Responsive Policy and Program Assessment (GRPPA) instrument for the National Institute of Corrections, and several female responsive curricula. She is also a Certified Training Associate for Dr. Stephanie Covington's Voices curriculum. For 12 years, Ms. Selvaggi was a member of the Center for Best Practices at State of CT Judicial Branch, Court Support Services Division. She headed the implementation of female responsive and trauma-informed programs throughout CT, driving policy and practice change. Her work to deinstitutionalize status offenders and disseminate research and evidence-based practices resulted in significant improvements in detention, probation, and in the network of alternative services across Connecticut. She is currently the Treasurer of the Board of Directors at the Connecticut Women's Consortium and a member of the Children's League of Connecticut. Ms. Selvaggi holds a Bachelor's degree in Urban Studies from the University of Connecticut.

Kristen Cappelletti

Ms. Cappelletti joined CSI in 2015. Ms. Cappelletti has dedicated her career to ensuring those in need receive a high level of quality services and are always treated with dignity and respect. Kristen has led quality assurance initiatives for a variety of service oriented businesses such as supportive housing environments, shelters, outpatient clinics, employment services, and home based treatment. Kristen's experiences have included direct responsibility for program operations, regulatory compliance, auditing, policy writing, oversight of 3 rd party billing for outpatient services, provider credentialing, and participation in the Behavioral Health Partnership, data management, grant writing, CARF accreditation, and training. In addition, Kristen serves on the Board of Directors for Region 15's Before and Aftercare Program. At CSI Ms. Cappelletti oversees all quality assurance aspects of the programs. Ms. Cappelletti coordinates and implements internal Operations Systems and Processes, Training, Contract and Regulatory compliance initiatives, including policy alliance, data collection, electronic database management and audit preparation, analysis and corrective action planning on behalf of Operations. Ms. Cappelletti is an eminently organized, self-motivated leader. She brings to CSI a vast array of diverse skills that help us build dynamic systems and teams, which are versatile and responsive to the needs of the persons we serve.

Marlene Thomas - CFO

Ms. Thomas joined CSI in 2002 with an extensive career in finance with area CPA firms. She also operated an accounting business which provided accounting services to small businesses. Within CSI, Marlene directly oversees the following departments: Accounting, Contracts, Human Resources, Information Technology, Internal Audit, Compliance with state(s) and federal fiscal requirements. Ms. Thomas also indirectly oversees facility maintenance and food services departments. Ms. Thomas is a graduate of Bay Path University with a Bachelor's degree in Business Administration and Accounting. Ms. Thomas is also a graduate of the Hartford Leadership Development Roundtable program.

Sherry Albert - COO

Ms. Albert has been in the criminal justice field for over 30 years. She is responsible for the administrative oversight of 47 programs serving adults and juveniles and has been responsible for the startup of well over 50 programs. This includes adult offenders referred by Departments of Correction, Federal Bureau of Prisons, Probation, Parole, Courts, Judicial Departments, Sheriff Departments and Departments for Children, Youth and Families. Adult program models include Residential Reentry, Residential Work Release, Alternative Incarceration Centers, Community Court, Day Reporting Centers, Employment Reentry and Aftercare. Sherry champions the use of evidence-based tools and curricula in the design of all programs. For youth programs, Ms. Albert operates multiple Evidence based models, including 3 Blue Print Plus Models. Programs she has implemented include residential, non-residential and home-based models serving children and families. In addition to her work in criminal justice, past work in the Human Service field includes the management and supervision of such programs as Section 8, Energy Assistance, Weatherization, Rental Assistance and Eviction Prevention. Ms. Albert is the Executive Co-Chair of the Criminal Justice Sector of the CT Nonprofit Alliance, an active member of ACA, ICCA, APPA and AWEC. Ms. Albert is also past President of the Board for the Coalition to End Homelessness, Past Chair of the Greater Hartford Reentry Council, and past Secretary of the Board for the national organization Advancing Evidence Based Practices. She holds a Bachelor's degree in Legal Studies and Sociology with a concentration in Criminal Justice from the University of Massachusetts.

Terri Williams

Ms. Williams has more than 27 years of experience in the criminal justice field. Prior to her return to CSI, she oversaw the executive branch continuum of juvenile justice as the Deputy Secretary of Juvenile Services for the Kansas Department of Corrections (KDOC). Ms. Williams helped lead comprehensive juvenile justice policy and legislative reform in Kansas, working closely with all branches of government and national organizations such as the Council of State Governments and the PEW Charitable Trust Public Safety Performance Project. The system reform resulted in what is regarded as some of the most evidence-based, progressive juvenile justice code and policies in the nation. She has held various executive level positions with KDOC, having served as the Deputy Secretary of Community and Field Services, overseeing adult parole and community corrections functions in the state, as the Administrator of the Kansas Parole Board, and the State's first Director of Release Planning. Ms. Williams previously worked for CSI holding positions as Area Director and Vice President of Adult Development. Ms. Williams earned Bachelor's degrees in Psychology and Corrections from Washburn University and a Master's degree in Public Administration from the University of Kansas. Ms. Williams is an associate member of the Council of Juvenile Correctional Administrators (CJCA) and was previously a member of the CJCA executive board and Midwest chairperson. She has served on the Board of Governors for the American Correctional Association, as the past co-chair of the Waterbury Re-Entry Council, and also served on both the Kansas Human Trafficking Advisory Board and the Kansas Juvenile Justice Oversight Committee. She is a member of the Association of Women Executives in Corrections and currently serves on the Board of Directors for the Performance-based Standards (PbS) Learning Institute. She was appointed as a member of the Kansas Advisory Group on Juvenile Justice and Delinquency Prevention (KAG) in 2018 and was appointed as the Chairperson of the KAG in 2019 by Governor Laura Kelly.
