Heather Roberts is the Human Resources Director and first began with COPE in March 2002 as a Case Aide. She worked as a Case Manager and also worked in the Management Information Systems Department before moving to Human Resources (HR) in February 2005 as a Human Resources Assistant. In the HR Department, Heather was a Human Resources Specialist and then Human Resources Coordinator and has gained a wide range of HR experience including payroll, benefits administration, leave administration, and assisting employees and supervisors with various concerns. Heather became the Human Resources Director in November 2012 and now oversees the general functions of the HR Department including the administration of employee benefits and leave, payroll, training, and recruitment. Heather has a Bachelor's degree in Chemistry from Michigan State University and was first certified through the HR Certification Institute as a Professional in Human Resources in 2007. She has been certified as a Senior Professional in Human Resources since January 2011. Heather has two beautiful daughters, Olivia and Phoebe. Her favorite past-time is being with family and friends.

Rod Cook - CEO

Rod Cook brings 23 years experience to his position as Chief Executive Officer of COPE and its subsidiaries. He holds a B.S. degree from the University of Arizona and earned an M.B.A degree in Health Care Management. In addition to other challenging positions, in 2005 Rod served as COPE's Financial Officer; and in 2000 he served as its Clinical Administrative Director and Housing Director. Rod is a veteran of the U.S. Navy having served for 6 years as a reactor electrical operator aboard the nuclear powered ship, USS Arkansas. Rod enjoys fishing, travel, snowmobiling and restoring a collectible 1980 Corvette.

Siobhan O'Boyle is the Chief Operations and Compliance Officer for COPE Community Services, Inc. encompassing the areas of Quality, Compliance, Risk, Utilization, Licensing, Court Services, and Data Validation. In her position, she is responsible for the overall quality of the services COPE provides. Siobhan views the departments she oversees as the administrative support/oversight of clinical services. Siobhan started working at COPE in July 1993. She held several clinical positions before joining the Quality Management Department in 1999. Siobhan has a Bachelor's Degree in Education from the State University of New York, Cortland College, and a Master's of Business Administration in Healthcare Management from the University of Phoenix. Siobhan is a Certified Professional in Healthcare Quality and a Certified Professional Coder. Siobhan's favorite thing to do is spend time with her family; her two boys are her greatest joy. She loves to run and has run several marathons.
