Andrea Howard

Andrea Howard is principal planner for Parker Development Company. Since joining the company in 1994, Andrea has been involved in various aspects of the organization including residential property management, land planning, entitlements, and construction management and administration. Andrea is the project manager for current and forward-planning projects. She manages development applications through the municipal approval process, acts as the project team and public agency liaison, represents projects at public hearings, and ensures compliance with project approvals and local, state, and federal laws. Andrea graduated with a Bachelor of Science in Business Administration, with a concentration in Real Estate and Land Use from California State University, Sacramento (CSUS). Andrea also holds a Master of Science in Urban Land Development from CSUS and is a licensed California Real Estate Salesperson. Andrea has lived in the Serrano community since 2005 and is affiliated with various professional organizations including the American Planning Association, Urban Land Institute, and the North State Building Industry Association. In her free time, Andrea supports the non-profit community as a member of the El Dorado Hills Cabinet of the El Dorado Community Foundation and participates on a number of boards of directors, including the Boys and Girls Club El Dorado County Western Slope, Marshall Foundation, and the El Dorado County Economic Development Corporation.

Bill Parker - President

Bill Parker is president of Parker Development Company, a developer of award-winning master planned communities in the Sacramento area for more than 50 years. Bill was drawn to the family business and joined his father, Harold Parker, in developing Greenhaven in Sacramento, honored nationally as one of the most innovative master-planned communities of the 1950s. Bill took over as president of the family business in 1976 and continued to develop large master-planned communities with major amenities: Serrano in El Dorado Hills and The Parkway in Folsom, as well as Riverlake in Sacramento. In 1997, Serrano won the National Community of the Year award - the same prestigious award his father had won 30 years before for Greenhaven. Under Bill's direction, Parker Development Company ventured into homebuilding, introducing new homes into three of the master-planned communities it created. The results were the top-selling "Destinations" series of homes, which contributed to Parker Development Company being named the 1997 Builder of the Year by the Building Industry Association of Superior California. In 2021 Bill Parker was inducted into the California Homebuilding Foundation Hall of Fame, which honors members of the industry for lifetime achievement. Bill is involved in every aspect of company operations, with a particular emphasis on long-range planning, acquisitions, project development, and project construction. He graduated with a degree in Economics from the University of California, Davis. Bill is a licensed California Real Estate Broker and General Building Contractor. His professional memberships include the North State Building Industry Association, Greater Sacramento Economic Council (formerly SACTO), Sacramento Metro Chamber of Commerce and Sutter Club.

Daniel McAuliffe

Daniel McAuliffe is the property manager for Parker Development Company in the Greenhaven and Riverlake communities. Since joining the company in 1988, Daniel has been involved with various projects as they relate to Parker's portfolio of residential and commercial properties in the Greenhaven and Riverlake communities. He manages all the day-to-day operations and special projects for the properties, including leasing, marketing, renovations, compliance, maintenance and staffing. Daniel is a native to the Pocket/Greenhaven area and has been with the company since its early projects in the area. Daniel is a licensed General Building Contractor with an EPA certification. He is also a member of the Rental Housing Association.

Jennifer Parker Gallaway

Jennifer Parker Gallaway joined her father, Bill Parker, to work part-time in the family business in 2004. She is involved in current and future developments under the title operations, planning & construction associate at Parker Development Company. Jennifer also oversees the quarterly publication of Serrano Magazine and all marketing for the business. Jennifer graduated from San Diego State University with a Bachelor of Arts in Journalism. She minored in political science with an emphasis in state and local Government. Prior to this, she spent 10 years in television news and was an award-winning journalist. Jennifer is a licensed California Real Estate Salesperson and a director of the Parker Family Foundation.

Jim Parker - VP

Jim Parker is vice president of Parker Development Company. He joined the Parker Development Company in 1986, having previously worked in the accounting, finance and tax industry with Price Waterhouse, San Francisco. Jim is involved in most aspects of the company's operations with emphasis on sales and finance, including feasibility analyses, contracts, leasing, property management, insurance, and general administration. He also manages homebuilder relationships within the company's communities and the development of Parker Development homes. Jim has more than 30 years of service as a company board director and officer of various owners' associations for the company's communities. Jim graduated from Stanford University in 1969 and received his MBA from the Wharton Graduate School of Business, University of Pennsylvania, in 1972. Jim's current professional designations include licensed California Certified Public Accountant and licensed California Real Estate Agent.

Kent J. MacDiarmid

Kent J. MacDiarmid is the principal and founder of The MacDiarmid Company since 1993. He has more than 30 years of experience spanning all aspects of land development and real estate financing including project and consultant management, entitlement processing, infrastructure planning and financing, and environmental documentation and permitting. Prior to founding the company, Kent was the vice president of community development for a major land development company in the Sacramento area. In addition, his earliest experience includes 10 years in real estate lending and capital investment as vice president of several major lending and capital investment institutions in California.

Kirk Bone

Kirk Bone is director of Government Relations for Parker Development Company. Kirk joined the firm in 1994 as a project manager for The Parkway in Folsom. His previous experience includes managing site development and home construction for two major Sacramento area homebuilders, as well as project management for other master-planned communities. In his current position, Kirk is responsible for relationships with elected officials and related community groups. Specific activities include work on entitlements, financial plans and other activities that require approval of elected officials. A graduate of the University of California, Davis, Kirk has been active with the Friends of Folsom Parkways, Building Industry Association of Superior California, El Dorado Hills Chamber of Commerce, and the Boys and Girls Club of El Dorado County Western Slope. Kirk currently serves on the Board of Directors of the El Dorado County Chamber of Commerce (President 2009 and 2010) and their Political Action Committee. He also serves as a director on MetroPAC, the political action committee of the Sacramento Metropolitan Chamber of Commerce. In addition, Kirk serves on Citizens Advisory Committees to local government in El Dorado County and Folsom, working on solutions to various issues. During his off hours, Kirk serves on the Board of Trustees for the Episcopal Diocese of Northern California and chairs the School Advisory Committee at St. Mel's School in Fair Oaks. In addition, Kirk served on the Vestry at Trinity Episcopal Cathedral from 2010 through 2012 and was Senior Warden in 2012.

Patty Peck - CFO

Patty Peck is CFO of Parker Development Company. Starting her career with the firm as accountant for the Serrano development in 1998, Patty has worked her way up quickly and now supervises the accounting staff and procedures for all Parker entities including the Serrano development. Patty oversees the day-to-day accounting operations for Parker Development Company. She is directly involved with projections of cash, revenue and life-of-project as well as a variety of financial projects. Patty's past experience includes accounting positions at River City Bank, Coopers and Lybrand as well as six years as the controller/vice president of a small publishing company. She earned a Bachelor of Science in accounting at California State University, Sacramento in 1981 and obtained her Certified Public Accountant license in 1985.

Tom Howard

Tom Howard is project manager/vice president of Construction for Parker Development Company. In the industry since 1974, Tom's extensive background in land development and property management for several leading residential building firms in Southern California led him to join the Parkers in 1993. Since that time, he has been involved in and responsible for all aspects of the company's design, engineering, development and construction-related operations. He was a member of the Serrano Owners' Association Board of Directors for 20 years and has been a current member of the Serrano Architectural Control Committee since 1995. Tom oversees all land improvements, infrastructure development and site management of the 3,500-acre Serrano community in El Dorado Hills. Tom graduated with a Bachelor of Science in Industrial Education from the University of New Mexico and has lived in the Serrano community since 2004. His current professional certificates include a California Real Estate Brokers License, and California State Contractors General Engineering A and General Contractors B Licenses.
