Ms. Van Fleet has 25 years of progressive experience in medical billing, medical practice management and health care services. Prior to joining SFUR, she was the Collections Manager for 20+ years for a group practice of 40 physicians and mid-level practitioners with 100,000 annual patient encounters. Jennifer received her Bachelor of Science in Business from the University of Central Florida in 2002. In 2006, she received her Masters of Science in Health Services Administration from the University of St Francis.

Mr. Armstrong has over 25 years CEO experience in the leadership of private and public software and healthcare companies. A strategic leader, technology innovator and entrepreneur he has developed businesses from start-up to public listing, lead many complex business acquisitions, dispositions and reorganizations. Martyn attended British Columbia Institute of Technology (Electronics) and Capilano College (Systems Technologies, Business Management), and early in his career developed several large software systems for data communications, supply chain, business process management for a wide range of industries. Mr. Armstrong is the founder of Mala Ventures (www,malasoft.com) a Corporate Finance and Investment Company, and the founder of the software firm SoftCare EC (www.SoftCare.com) a leader in Healthcare HIPAA EDI Software & Solutions, and CEO and Chairman of OpenEC Technologies which he lead from private to public company and sold to QHR Technologies, the leader in Medical Practice Software in Canada (www.qhrtechnologies.com). The SoftCare business operated throughout Canada, USA and China. After a year with QHR as the CEO of the their US business, Mr. Armstrong has focused on Mala Ventures activities in investing, mentoring, and developing new business opportunities in Healthcare technology software and IT services with his close network of experienced technology executives entrepreneurs. Mr. Armstrong is a Director and is contributing to management of the SFUR in the areas of strategy, finance, M&A, marketing and technology.

Matthew OToole

Dr. OToole is a board certified internal medicine physician with clinical experience practicing as a hospitalist in both an urban and rural setting. Dr. OToole has been a certified professional coder (CPC) since 2019. As an active member of the SFUR worker's compensation claims review team, he has generated millions of dollars in client savings. He also has experience with peer review, medical necessity review, appeals, DRG validation, hospital level of care review, and clinical documentation improvement. He actively supervises the physician credentialing process at SFUR.

Michael Shapiro

Dr. Shapiro is an experienced physician with over 26 years of clinical and administrative roles in a variety of settings including emergency medicine and urgent care, facility inpatient and outpatient and physician multi-specialty group practice. He has extensive experience serving in a variety of roles within an Integrated Delivery Network with its own captive managed commercial and Medicare Advantage plans. Dr Shapiro has been a certified coder for over 12 years and has had operational and consulting experience in professional and facility coding and auditing as well as provider clinical documentation improvement. He has supervised healthcare claim audits on behalf of individual and group practices, insurance companies, employers with self-insured retentions, and personal injury litigants. Michael attended Medical School at Washington University School of Medicine (St Louis,MO) and has an undergraduate degree in Biochemistry from Dartmouth College (Hanover, NH). His specialty training was at the University of Massachusetts Medical Center (Worcester, MA). He is board-certified in Emergency Medicine and continues to practice medicine in addition to his claims and peer review work.

William Dagher - CEO

Mr. Dagher has over 30 years of health care services and health care technology experience and 8 years of private equity experience. Since 2005, William has been investing in privately held companies. William was the President of iPlexus Solutions, Inc, which provides cloud based medical billing decision support, medical clearinghouse and medical billing functions; servicing over 6000 health care providers nationwide. iPlexus was acquired by the SoftCare group and is now a part of QHR Technologies. Previously, William was President of the e-Health Solutions division for Per-Se Technologies with over $60 million in revenue and $12 million in EBITDA, with 350 hospitals and 55,000 physicians. Under William's leadership, the e-Health division was the fastest growing PerSe division for four years and became the second largest medical clearinghouse in the industry. Per-Se acquired NDC Health in 2006 and Per-Se was purchased by McKesson in 2007. Prior to joining Per-Se, William held two positions with MedPartners including Vice President of Information Systems and Vice President of Mergers and Acquisitions. MedPartners / Caremark which was the largest physician aggregator and a leading Pharmacy Benefit Management Company with over $33 billion in annual revenue. Caremark was purchased by CVS in 2007. Mr. Dagher is a Director and is contributing to management of the company in the areas of strategy, finance, M&A, marketing and technology.
