Louis Barnett is a financial executive with over 30 years of banking, finance, and insurance industries experience, demonstrating strengths in human relations, communications and the creation of financial, insurance and developmental organizations and systems. Mr. Barnett was the founder and chairman of First Enterprise Bank, the first minority bank in Northern California, and California Regional Development Corporation. In addition, Mr. Barnett developed and operated PACT, an educational clearing house and business development center, which is one the largest such operations in the country.
Shonnell Frost-Gibbs is a part of the executive team as Vice President of Operations at 360 Total Concept and provides project management to special assignments overseeing compliance and monitoring for major projects. Ms. Frost-Gibbs has worked on Oakland Unified School District's $500Million Capital Program monitoring compliance of the District's Local Business Program tracking data including business participation, and contract compliance to ensure that the program meets and exceeds its goals. Ms. Gibbs utilizes her background in statistics providing management and analytical support for agency's disparity studies, and program assessments. She has also worked with BART's Office of Civil Rights providing support to BART's Small Business Program collecting and tracking data derived from focus groups. Shonnell utilizes her analytical expertise to develop reports and systems to assist clients with meeting their project goals.

Ms. Scott has over 20 years management experience with expertise in public relations, contract compliance, government affairs and facilities management, working with clients such as Alameda County, Bechtel, Forest City Enterprises, BART, Five-Star Parking, Port of Oakland, and Oakland Unified School District. Ms. Scott has utilized her business experience to successfully manage international airport facilities, small business programs for billion dollar transit projects, and develop public relations strategies for major corporations and public agencies.
