Bill Bailey

Bill Bailey founded Bailey, Smith & Associates, LLP, in 2005 with friend and colleague Melynda Smith. As a Partner, Bill specializes in taxation, IRS representation, business consultation, and planning. Prior to establishing the firm, Bill served as a CPA and Tax Counsel for a Fortune 200 company for 18 years, where he was dedicated to corporate and business taxation. He has earned a Bachelor of Science in Accounting and Economics from Southeastern Oklahoma State University, graduating with honors. He has also earned a Juris Doctor from Texas Wesleyan University School of Law. He is a Certified Public Accountant and Attorney, licensed to practice before the U.S. Tax Court, the U.S. Supreme Court, and the Texas Supreme Court. Bill is a member of the American Institute of Certified Public Accountants (AICPA), the Texas Society of Certified Public Accountants (TSCPA), the Tax Section of the Dallas Chapter of CPAs, American Academy of Attorneys and CPAs, the American Bar Association, and the Tax Section of the Texas and Dallas Bar Associations. Outside of the office, Bill enjoys gardening, art, woodworking, and teaching Sunday school.

Ginger Starkey

Ginger Starkey joined the Bailey, Smith & Associates, LLP, team in June of 2008. As the Administrative Assistant, Ginger is responsible for client services and management of the firm's day to day activities. Prior to joining the firm, Ginger was Administrative Assistant at a Fortune 200 company where she prepared both sales tax and franchise tax returns, and budgets. She has earned an Associate of Arts & Science degree at Eastfield Community College. Outside of the office, Ginger enjoys reading, spending time with family and friends, traveling, garage sales, and antique shopping.

Kathy Minton

Job Titles:
  • Senior Bookkeeper
Kathy Minton joined the Bailey, Smith & Associates, LLP, team in 2005. As a Bookkeeper, Kathy specializes in payroll, bookkeeping, sales tax and business property taxes. Prior to joining the firm, Kathy served 15 years as a Bookkeeper at a small CPA firm. She also spent 12 years as Operations Manager at retail company, where she managed more than 42 stores and was responsible for sales reconciliation, employee training, marketing, and buying. Kathy has earned a Certificate from Barbizon Modeling & Merchandising, and is currently pursuing a degree in Paraprofessional Accounting from Tarrant County Community College. Outside of the office, Kathy enjoys gardening, reading, and spending time with her family, particularly her grandson.

Melynda L. Smith

Melynda Smith founded Bailey, Smith & Associates, LLP, in 2005 with friend and colleague Bill Bailey. As a Partner, Melynda specializes in individual taxation, IRS representation, consultation, and planning. Prior to establishing the firm, Melynda served three years with an oil and gas company, where she prepared individual, trust, estate, and partnership tax returns. She also spent 12 years with a Fortune 200 company, where she served as a CPA and International Tax Counsel, with a heavy focus on benefits, executive compensation, and payroll. Melynda has earned a Master of Science in Taxation and a Bachelor of Business Administration, both from the University of North Texas. She has also earned a Juris Doctor from Baylor University's School of Law, and is licensed to practice law before the U.S. Tax Court, the U.S. Supreme Court, and the Texas Supreme Court. She is a member of the American Institute of Certified Public Accountants (AICPA), the American Academy of Attorneys and CPAs, the American Bar Association, and the Texas Bar Association. Outside of the office, Melynda enjoys golfing, hiking, fishing, and rock hounding with her family. She also enjoys volunteering at her son's school and at church.

Michele Wilson

Michele joined Bailey, Smith & Associates, LLP, team in 2014. As an Accountant, Michele specializes in accounting services, payroll, sales tax, and business property taxes. Prior to joining the firm, Michele provided bookkeeping services for a variety of small business clients. She has experience in industry accounting, including consolidations and financial reporting. Michele has earned a Bachelors of Business Administration/Accounting from Texas A&M University, and is a Certified Quickbooks® Pro Advisor. Outside of work, Michele enjoys spending time with family and friends, movies, reading, decorating, shopping, scrapbooking and gardening.

Rachel Jones

Job Titles:
  • Office Manager
Rachel Jones joined the Bailey, Smith & Associates, LLP, team in January of 2017. As Firm Administrator, Rachel is responsible for client services, billing and management of the firm's day to day activities. Rachel additionally participates in and contributes to the tax return process. Prior to joining the firm, Rachel was employed by a behavioral health services company in Texas where she was involved with middle school students in the fields of outreach, intervention and prevention. Much of Rachel's time was devoted in this job to empowering middle school students through the development of social skills and professionalism. She has earned a Bachelor of Arts degree in Sociology from Dallas Baptist University. Outside of the office, Rachel enjoys spending time with friends and family and serving at church. She also enjoys crafting and painting.
