Mr. Brantley oversees the Finance and Technology Services Department, which performs the functions of accounting, budgeting, customer service, information technology, purchasing and warehousing. He joined the Cucamonga Valley Water District in 2003 having previously worked for a private water utility company and an accounting firm.
He possesses a Bachelor of Science degree in Administration / Accounting from California State University, San Bernardino. He has been licensed as a Certified Public Accountant since 2002.
Ms. Cisneros provides executive-level support to the General Manager/CEO and the Executive Services Office. She also serves as the Clerk of the Board for: CVWD Financing Authority, Frontier Project Foundation, Cucamonga Public Facilities Corporation and as Recording Secretary for Fontana Union Water Company Board of Directors, a mutual water company that provides the District additional water rights. She also oversees Public Records Requests and serves as the Custodian of Records.
Prior to joining the Cucamonga Valley Water District in 2012, Ms. Cisneros worked in both the public and private sector. She has a Certified Municipal Clerk (CMC) designation and is a Licensed Notary Public. She is also an active member of the International Institute of Municipal Clerks, the City Clerks Association of California, and the Association of Records Managers and Administrators.

Eduardo Espinoza is the Assistant General Manager for the Cucamonga Valley Water District. Mr. Espinoza joined CVWD in 2011. His major responsibilities include developing strategic relationships to advance the District's regional agenda and ensure service objectives are met and executing the District's water supply planning goals. He oversees the District's Engineering Services Department which is responsible for Capital Improvement Projects; water, sewer, and recycled water master plans; GIS databases and asset management systems; developer projects; water resource management and water rights affairs. Mr. Espinoza also oversees the Government & Public Affairs Department which is responsible for developing the District's legislative priorities, developing relationships to advocate for the District's legislative best interests, and coordinating community outreach activities and programs.
Mr. Espinoza is a California licensed civil engineer with 19 years of experience in the water industry in both private and public sectors. He has a Bachelor of Science degree in Civil Engineering from the University of California, Berkeley.

Director Jimmie Moffatt was elected to the Board of Directors in November 2022. He represents Division 4 of CVWD's service area and currently serves on the District's Finance Committee and Human Resources/Risk Management Committee.

Mr. Bosler was appointed General Manager/Chief Executive Officer of the Cucamonga Valley Water District in 2019. He is responsible for developing, implementing, and executing short and long-term plans, policies, budgets, and strategies in conjunction with the District's Strategic Plan, as outlined by the Board of Directors.
He leads a team of 128 water professionals to accomplish the District's mission of providing high-quality, safe, and reliable water and wastewater services while practicing good stewardship of natural and financial resources to over 200,000 residents.
Mr. Bosler joined the Cucamonga Valley team in 2004. Prior to becoming the GM/CEO, Mr. Bosler served as the Assistant General Manager at CVWD. He oversaw operational activities and capital improvement projects that helped ensure a reliable water supply. In this capacity, he also acted as the District's liaison for regional water and wastewater partnerships and policy development.
Mr. Bosler has over 30 years of experience in civil and water resources engineering. Prior to his work with CVWD, he oversaw the engineering and construction activities of a private design-build company, which specialized in water resources projects. Mr. Bosler is a registered professional engineer in California and received his Bachelor of Science degree in civil engineering from California Polytechnic University, Pomona.

Director Kevin Kenley was elected to the Board of Directors in November, 2019. He represents Division 1 of CVWD's service area, which covers portions of southern Rancho Cucamonga and northeastern Ontario. He currently serves on the District's Engineering and Government & Public Affairs Committees. Director Kenley also represents CVWD as a special district member for the County of San Bernardino, Local Agency Formation Commission (LAFCO).

Vice President Mark Gibboney was elected to the Board of Directors in November, 2019. He represents Division 2 of the District's service area and currently serves on CVWD's Government & Public Affairs Committee and Water Resources Committee. He also serves on the Fontana Union Water Company Board of Directors, a mutual water agency in which CVWD is the majority shareholder.

President Reed was elected to the Board of Directors in November 2003. He represents Division 3 and currently serves on the Engineering and Finance Committees. President Reed represents CVWD on the Association of California Water Agencies/Joint Powers Insurance Authority (ACWA/JPIA) Board of Directors and was recently appointed to their Executive Committee where he will help lead the organization in making decisions in the best interest of all JPIA member agencies. He also represents CVWD on the Inland Empire Utilities Agency Sewerage Policy Committee, and the Fontana Union Water Company Board of Directors. He serves as a member of the ACWA Energy Committee as well as the Water Resources Institute Community Advisory Board. He also represents CVWD on the Association of San Bernardino County Special District Board of Directors where he was elected in 2015.
President Reed retired from a career in the wastewater field in which he worked for over 30 years and has a Bachelor of Arts degree in information management systems from California State University, San Bernardino. He currently holds a Grade 1 Freshwater Treatment Certification and a Grade 4 Instrumentation Technician Certification. He is a proud veteran of the United States Marine Corp. and has lived in the region for over 50 years.

Rob Hills is the Director of Operations and oversees all aspects related to the District's drinking water and wastewater collection systems. He and his staff are responsible for the operation and maintenance of District facilities, fleet, infrastructure, and systems including: water production, water treatment, water quality, water distribution, energy management, wastewater collection, instrumentation, electrical and automation.
Mr. Hills has over 24 years of experience in public drinking water system operations. Before joining the Cucamonga Valley Water District team in 2000, he worked in water system operations for the City of Glendora. Prior to his drinking water profession, he spent several years in the private sector working in industrial trades, engineering, and manufacturing. Mr. Hills holds Water Treatment T5 and Water Distribution D4 Certifications from the State Water Resources Control Board.

Roberta M. Perez is the Director of Human Resources and Risk Management for the District. Ms. Perez is responsible for providing strategic guidance and perspective and is charged with managing all aspects of Human Resources and Risk Management including benefit administration, recruitment, compliance, employee relations, classification and compensation, performance management, counseling, discipline and grievance programs; coordinating, directing and administering worker's compensation property and liability, claims management, risk management, safety and training programs.
Ms. Perez has over 28 years of public sector experience and joined CVWD in 2000. Ms. Perez possesses a Bachelor's Degree in Business Management (BSBM) from the University of Phoenix. She holds a professional certification in Human Resources Management from Cal State University.
Ms. Victorino provides administrative, professional, and analytical assistance to the Board of Directors and Assistant General Manager. She has worked for the Cucamonga Valley Water District for over 12 years and has worked in the Administrative Professional field for almost 20 years in the private and public sectors. She is an active member of the International Institute of Municipal Clerks, and the City Clerks Association of California.
She obtained her Certified Administrative Professional - Organizational Management (CAP-OM) certification from the International Association of Administrative Professionals (IAAP) in 2011 and is a licensed Notary Public.
