Margaret (Meg) Miller is a founding partner of Gray Miller Persh LLP. For more than 30 years, Meg has handled communications law issues for nonprofit organizations (tax exempt entities) and educational institutions, including universities, colleges and school districts. She handles a full range of FCC regulatory, transactional and related business issues for nonprofit media companies, public broadcasters (NPR and PBS member stations), student broadcasters (student run operations) and those engaged in educational telecommunications. Meg's clients include more than 300 public broadcasting stations, including 11 state public broadcasting networks, and numerous other public and private non-profit FCC license holders. Meg has a special expertise in noncommercial broadcasting transactions. She has negotiated and closed numerous noncommercial educational TV and radio station sales, acquisitions and management/operating agreements for colleges, universities and nonprofit organizations. She represented dozens of public TV stations on FCC repack and reimbursement matters and is now representing public TV stations on ATSC 3.0 and NextGen matters. Meg participates regularly on legal panels and seminars relating to public broadcasting and federal grants for public telecommunications. She has also been named in the 2019-2024 editions of Best Lawyers in America in the area of Communications Law.

Todd Gray is a founding partner of Gray Miller Persh LLP. For more than 40 years, Todd has represented public broadcasters, educational institutions and nonprofit organizations operating or supporting public radio and television stations, Educational Broadband Service (EBS) stations, and various other communications facilities. He provides counsel on regulatory, business, transactional and policy issues of importance to these entities. Todd's clients include many public broadcasting stations, including state public broadcasting networks and numerous other public and private non-profit licensees. Many of these are the country's major public and private universities, community colleges and school districts. In addition to public broadcasting, Todd is an expert in the FCC's Educational Broadband Service (EBS, formerly called ITFS), representing about a third of all EBS stations nationwide. He is also counsel to the National EBS Association. Todd has written articles and participates frequently on panels and seminars relating to public telecommunications. He has been named in the 2010 - 2024 editions of Best Lawyers in America in the areas of both Communications Law and Media Law. He is also recognized as a Washington, DC Super Lawyer by Super Lawyers magazine, and as a Washington DC Legal Leader by ALM Media and Martindale Hubbell.
