Erin Hastings - President

Description: The scope of the Legislative Committee is to develop and maintain a record of legislative actions pending that may affect Telecommunicators within the Commonwealth of Massachusetts. This committee may also speak or advocate on a particular piece of legislation as determined by the member body and Executive Board. Erin began her career as an emergency dispatcher in the town of Brimfield before 911 was available to the area. She had a "Red Phone" and remote radio in her house to answer emergency calls and tone out responders. When 911 came to the area, she worked for the Town of Warren, a single dispatch center in central Mass. She then went to MSP New Braintree Regional Dispatch where she was promoted to dispatch supervisor. After 20 years with the State Police, Erin became the first Executive Director of Westcomm Regional Dispatch. During her 30 year career working full time as a 911 dispatcher, Erin also worked part time in several areas of public safety. She was an EMT with Brimfield and Warren Ambulance, a police officer/detective with the Wales Police Department and the Emergency Management Director for the Town of Wales. Erin has been an active member of MCSA since its inception in 2000. She served as the Regional Vice President for Hampden and Berkshire Counties for several years. She contributes her successful career to the many mentors she had access to through MCSA. She was also one of the first recipients of the Leadership Scholarship Award and attended CCM in 2012.

Gregory Lynskey

Description: The scope of the Standards Committee is to maintain the Association Bylaws and Policy Manual to reflect the actions of governing bodies. The Standards Committee may also develop and review governing documents to be voted on at the annual meeting. Gregory Lynskey is currently Communications Center Director for the South Worcester County Communications Center (SWCCC) which serves Webster and Dudley. Greg has been a member of MCSA since 2015 and has been an elected member of the board since 2017, serving as Secretary since 2019. Greg currently assists with the MCSA social media and website committees in addition to his role as a Secretary. He also serves as recording secretary for his agency's Board of Directors and Operations Board and recently served as Secretary for the Town of Webster Town Administrator Screening Committee. Greg began his career in public safety in 2003 with the Town of Webster as both a volunteer with the former Webster Rescue Squad and as a part-time dispatcher. Greg continued in his role as a dispatcher for the Town of Webster until 2014 when he was appointed as the Communications Center Director for the SWCCC which was a newly created entity to provide dispatch services for the Towns of Webster and Dudley. Greg continues in this role today. Greg also has prior experience with the WPI Campus Police Department as a dispatcher and in the private sector as a scheduler/planner with two different manufacturing companies.

Description: The scope of the Training Committee is to provide recommendations on overall strategies pertinent to the annual MCSA Training Event; including but not limited to planning, scheduling, speaker selection, and venue selection. This committee may also provide similar recommendations and strategies for other training events throughout the year. Description: The scope of the Website Sub-Committee is to maintain an evolving, user-friendly website that promotes MCSA and its initiatives. Peter Kinnas is the Operations Manager for the Massachusetts State 911 Department PSAP Operations Division 1. Prior to this position, he had been a Dispatch Supervisor for the Nashoba Valley Regional Emergency Communications Center in Devens, MA for 10 years and has over 23 years of experience in all aspects of public safety. Peter is dedicated to promoting the profession of Emergency Telecommunications and serves as Co-Chair on the Peer Support Committee and is the Chair of the Website Subcommittee. Peter is also the Central Massachusetts representative for APCO Atlantic, the Massachusetts NENA Secretary, and the Central Region TERT Team Leader. In 2022, Peter was one of five emergency telecommunicators selected to receive the Massachusetts State 911 PSAP Leadership Scholarship and attended Fitch & Associates Communications Center Manager course in San Antonio, Texas. Peter sees expanding opportunities for our profession and looks forward to what the future holds.

Description: The scope of the Membership Sub-Committee is to support membership at the agency level, including developing membership initiatives and programs, and assist with advising local and state agencies of these membership benefits. Warren Gould started his career with the Town of Boxford in 1981 as a Call Firefighter. He joined the Town of Boxford Communications Department in 1986 as a per-diem dispatcher, and became a full-time dispatcher in 1987. In 2000 he became the Director of Communications for the Town of Boxford, a position he's held since that time. Warren is also a lieutenant on the Call Fire Department in Boxford. Warren holds an Associates Degree in Automotive Repair and a Bachelors Degree on Mechanical Engineering.
